Pursuant to the direction of the National Executive Committee of the Jewish War Veterans of the U.S.A., as provided for in Art. V, Sec. 2, of the National Constitution, the 122nd Annual National Convention will be held at the Hilton Placio del Rio in San Antonio, TX, during the week of August 27 -September 1. The Convention will convene on Monday, August 28th. 2. Membership at National Convention is restricted to (see National Constitution, Art. V, Sec. 2): a. Voting members of the National Executive Committee who shall vote at the same time with their Posts; b. Delegates. 3. Based upon the number of paid members of the Post as of July 28, 2017, each Post is entitled to: 1 delegate and 1 alternate for the first 10 members, 1 delegate and 1 alternate for each additional 10 members (round up for 6 or more members) For example, a Post with 26 members receives 3 votes. A Post with 25 members receives 2 votes. Note that all dues payments must be received at National Headquarters no later than July 27, 2017. 4. Each Post may elect from its membership their delegates and alternates at a regular Post meeting. Delegates’ and alternates’ names are then reported on the Official Convention Delegate Form (enclosed). The Post Commander and Post Adjutant sign off on the form and mail or email to the National Adjutant at National HQ no later than July 31, 2017. In the absence of such certification, a member in good standing of any Post registered at the National Convention shall be considered a delegate from his or her Post. The failure to send in a Convention Delegate Form means that any paid-up member of your Post attending the Convention can claim a delegate’s right. In addition, if no delegate or alternate shows up, the same rights can be claimed. 5. A Post with less than 10 members in good standing has no vote at the National Convention. (National Constitution, Art. V, Sec. 4) 1 6. Post Voting Eligibility: A Post must be considered in good standing to earn any representation at the National Convention. Good standing is defined as the Post having: submitted a 2017 Post Installation Form (warrant) to National HQ; paid all debts owed to National HQ, its Department, and/or its Council; filed the 2017 National Finance Board Report and the Report was approved by the National Finance Board Chairman; filed Form 990-N, 990 or 990-EZ with the IRS for the most recent tax year, with a confirmation receipt sent to National HQ; acquired 2017 Fidelity Bond ($20 fee sent to National HQ). Voting eligibility shall be promptly restored upon the proper adjustment of all such deficiencies. 7. Amendments to the National Constitution and By-laws: a. The National Constitution may be amended by the National Convention by a two-thirds (2/3) vote of the members present and voting at a stated meeting thereof, provided, however, that such amendments have been approved and are presented to any echelon and/or the National Organization, and/or a National Executive Committeeman and notice thereof has been given each echelon by the National Adjutant, in writing, posted no less than 30 days before the assembling of the National Convention. It shall be the duty of the National Adjutant to give such notice, provided that his or her failure to do so shall not prevent subsequent consideration by the National Convention, where such amendments have been duly presented to the National Adjutant for action (National Constitution, Art. XIII, Sec. 1). Proposed amendments to the National Constitution should be received at National HQ no later than July 1, 2017 to be publicly posted by July 15, 2017. b. The National By-Laws may be amended by the National Convention by a majority vote of the members present and voting at a stated meeting thereof, provided that notice of such amendments have first been submitted in writing, either prior to a National Convention or at a prior session of the same Convention, and copies of the proposed amendments are distributed and made available and posted at the meeting hall (By-Laws, Article XVI, Section 1a). In the event that during the past year a proposed amendment was sent to National HQ, please send another copy to ensure that it will be included in the mailing by the National Adjutant. 8. Resolutions passed by your Department should be submitted to National Headquarters no later than August 7, 2017. 9. To be a candidate for National Commander, one must be a member (Regular or Life) in good standing in the JWV of the USA for the current year and for the previous three years prior to the National Convention where the name is submitted. Candidates must be endorsed by at least 3 posts from each of 3 different Departments and notice thereof given to the National Headquarters at least 60 days prior to the National Convention (By-Laws, Art. V, Sec. 1). Therefore, all endorsements must be received by June 28, 2017. 2
