College: The college model of schooling includes those students in year 11 and 12 as well as those students defined as mature and older. Connect 10 Program: The Connect 10 program supports students to develop a personal pathway plan that may include one or more of the following goals: completion of Year 10 Certificate, transition to years 11 and 12, vocational learning, employment and/or re-engagement with high school. Students in the program are an appropriate age for year 9 or 10 and their participation must be approved by a referral panel. The length of placement is long term, designed to engage students in learning and training and transition to future pathways. Cooperative School: Of the schools once run on a parent-teacher cooperative model, only the O’Connor Cooperative School still exists. It is an early childhood school with students from Kindergarten to year 2 and is now managed by the Education Directorate. Early Childhood School: The Early Childhood model of schooling includes students from Kindergarten to year 2. High School: The high school model of schooling includes students from year 7 to year 10. Introductory English Centres (IECs): IECs are for students who require intensive full-time English language instruction. Junior School: Section within a Primary to Year 10 (P-10) school with enrolments from Kindergarten to year 6. P-10 schools are designed so that all enrolments can be accommodated across both campuses. Melba Copland (Melba Campus): High school campus within Melba Copland Secondary School with students from year 7 to year 10. Melba Copland (College Campus): College campus within Melba Copland Secondary School with students in years 11 and 12. 4 Out of Area Enrolments: The number of students who are enrolled in a school whose residence is located outside of a school’s PEA at the time of the February Census excluding students enrolled in an IEC program or the Canberra College Cares program. Priority Enrolment Area (PEA): A geographical area which defines what school a student living within the ACT has priority to enrol at. A PEA is defined by geographical boundaries and may be part of a suburb, a whole suburb or a group of suburbs. A student who resides in a school’s PEA has priority of enrolment at that school and the school must accept that student. Early childhood schools do not have a designated Priority Enrolment Area. Principals make offers of enrolment according to the following criteria: 1. well-being considerations (evidence from a registered psychologist or medical specialist required) 2. child lives in the ACT and has a sibling attending the school (P-2) 3. child lives in the ACT and attends the long daycare program at the school 4. child lives in the suburb where the school is located 5. child lives elsewhere in the ACT 6. child lives outside the ACT. Primary School: The primary school model of schooling includes students from Kindergarten to year 6. Projected Enrolments: The total number of Kindergarten to Year 12 (K-12) students projected to attend each Canberra Public School (including Jervis Bay School) by the Education Directorate. School Capacity: The total number of students that a school can hold before any additional infrastructure works is required. This capacity figure includes all learning and teaching spaces including curriculum flexibility spaces and special education spaces, based on a maximum number of students able to be supported in these centres and units. This definition of school capacity achieves greater accuracy from the previous definition. The Directorate traditionally reported enrolments to the public as including all students enrolled at a particular school in February of any year. The traditionally reported definition of capacity (total capacity) did not completely match the enrolment definition, as it excluded the capacity of specialist units accommodated at a school, such as learning support units and introductory English centres, even though the students that used these units were counted in the enrolment figures. 5 The school capacity definition matches the enrolment definition and shows both how many students are enrolled and how much room there is for those students. The change has not added any new places across Canberra schools, as these places always existed. School Enrolment Management Plan (SEMP): Where high or low student enrolment trends are experienced or anticipated, schools will develop a SEMP in consultation with their School Network Leader. The purpose of the SEMP is to: • inform school enrolment decision making • provide enrolment/transfer clarity and transparency • ensure that EDU procedures form the basis of enrolment decision making 6 • provide an opportunity for each school to articulate any enrolment practices that supplement EDU enrolment priorities A SEMP may amongst other things, control a school’s policy on accepting students living in NSW, out of area enrolments, use of a school’s curriculum flexibility spaces, enrolling students from PEA shared zones and the number of preschool sessions it may offer. Senior School: Section within a P-10 school containing enrolments for year 7 to year 10. P-10 schools are designed so that all enrolments can be accommodated across both campuses. 7
