Conservation District Function or Mission Statement:
The Mission of Clearwater County Soil and Water Conservation District is to provide local leadership
to educate and assist the public on the stewardship of soil, water, air, plant and animal resources,
and to promote strong conservation partnerships to find practical, economical, solutions to natural
resource problems and coordinate their implementation.
Most Significant natural Resource Improvement, Project or Accomplishment:
The most significant accomplishment by CSWCD was the development of the Carbon Sequestration
Advisory Committee and the Carbon Credit Exchange Framework. The five key areas were:
Community Outreach, Carbon Sequestration Pilot Programs, Technical Research, Geologic
Sequestration, and Carbon Encumbrance Inventory (Registry) for Idaho. In conjunction with Idaho
SWCD, Clearwater SWCD is to provide leadership and administrative support to the Governor’s
Advisory Committee for the future of Carbon Sequestration in Idaho.
Priority # 1, Water Resources and Water Quality: Lower North Fork Phase III The Lower North
Fork Clearwater River Sub-basin is 1,154 square miles and is located in north central Idaho, primarily
in Clearwater County. This project focused on implementing forest-related BMPs aimed at reducing
the pollutant loadings for sediment that are spelled out in the LNF Clearwater River TMDL Subbasin
Assessment. These BMPs consist of road abandonment, road reconstruction consisting of culvert
up-grade and replacement, and culvert to bridge replacements.

Priority # 2, Water Resources and Water Quality: Restore and maintain the chemical, physical
and biological integrity of the Clearwater County waters as stated in the 1972 Clean Water Act.
Continue to implement BMP’s within the Clearwater County watersheds. Assist landowners with
implementing BMP’s on agricultural lands near 303(d) listed streams: overall sediment reduction from
all land users, reduce bare soil on all land uses, overall temperature reduction by improving riparian
areas and wetlands and reduce nutrient/bacteria levels on 303(d) streams.
District Information and Educational Accomplishments: Sponsored the fifth grade “Farm and
Forest Fair”, sponsored and participated in the fourth grade “Earth day” activities, Sponsored the
eighth grade “Outdoor Educational Program” and sponsored and participated in the “Soil and Water
Stewardship Week” by running a poster contest with the High School student body.
Synopsis of financial coordinated for constituents with the District Conservation Partners to plan, design and
implement Best Managerial Practices (BMP’s) to protect, enhance, and conserve Idaho’s renewable resources.
