Job Opening Niagara Regional Housing Job Title: Job Opening Id: Business Unit: Location: Full/Part Time: Salary Grade: Post Date: IAH-E Housing Programs Supervisor 18038 Niagara Regional Housing CE Niagara Regional Housing Full-Time 7 2017-02-21 # Required: Division: Standard Hours: Regular/Temporary: Salary Range: Close Date: 1 Housing Programs 35.00 / week Temporary $ 65,450 – $77,000 2017-03-06 Approximate Duration: 24 months JOB SUMMARY This temporary funded position is responsible for supervising and providing leadership and direction to a multidisciplinary team which oversees the administration of a variety of subsidiary affordable housing programs administered by NRH including Regular Commercial, Strong Communities Rent Supplement, Housing Allowance (IAH-E), Housing First, NRH Rent Supplement, SIF Housing Allowance/Rent Supplement and Portable Rent Benefit. In addition this position will ensure the delivery of the provincially funded capital repair programs (SHEEP, SIF - SHIP). Ensure the efficient delivery of all rent supplement programs; preparation of program budgets, and management of expenditures; monitor agreements, maximize allocations, approve new commitments and unit reallocations supervise program contractors and/ or staff as appropriate. Ensures the delivery of auxiliary affordable housing programs NRH may participate in including but not limited to Investment in Affordable Housing Extension (IAH-E); Social Infrastructure Fund (SIF) and Social Housing Improvement Program (SHIP), Social Housing Energy Efficiencies Program (SHEEP). Ensures programs comply with program guidelines set by province, approves allocation of funding, manages expenditures, monitors agreements, reallocates funding as needed, monitors progress and program outcomes, evaluates program results, reports to province. Contribute to the implementation of program changes to auxiliary housing programs and rent supplement programs as a result of changes in provincial legislation and new funding initiatives with the creation of new housing options for applicants on the centralized wait list. Conduct the oversight and support functions associated with the administration of these programs. reporting on the status of the various rent supplement programs; analysis of trends; outcome measures; liaison and relationship development with landlords and community support agencies. To provide supervision, guidance and direction for the rent supplement team (including direct supervision of 3 Rent Supplement staff and 2 full time temporary funded positions dedicated to Auxiliary Housing Programs developed and delivered by NRH in accordance with established policies and procedures. The position will also assist the Manager, Housing Programs by controlling the operating budgets for the rent supplement and auxiliary Housing programs (SDV-PRB; Housing Allowance; Housing First; IAH – E; SIF, SHIP) offering input for the development of new affordable housing programs. Ensure the efficient delivery of auxiliary housing programs, development of housing policy and policy manuals, and development and delivery of training to both NRH and Housing Provider staff. The position will lead the team in maintaining social housing program integrity and in the development of new affordable housing programs. This position will lead NRH’s efforts to prepare and respond to the expiry of Federal Operating Agreements. EDUCATION • University degree in a related discipline (Social Services, Business Administration, or Public Administration), or equivalent • Certificate or diploma from a recognized property management training course (e.g. the Institute of Housing Management), or equivalent • Additional education initiatives to update and expand competencies KNOWLEDGE • Minimum five (5) years related experience in social housing administration and/or social housing property management-related environment including three (3) years supervisory experience. • Progressively responsible property management/staff management experience is required • Experience in negotiation or other similar environment would be an asset. • Knowledge and experience with the administration of various rent supplement programs and auxiliary housing programs SKILLS • Thorough knowledge of all relevant legislation including the Housing Services Act, the Residential Tenancies Act, Occupational Health & Safety Act, Ontario Fire Code, Freedom of Information and Protection of Privacy Act and the Ontario Human Rights Code. • Knowledge of administrative, budgetary and financial management procedures • Communications, human relations, organizational, mediation and problem solving stills • Knowledge of social housing issues, policies and programs • Knowledge of program design and development • Knowledge of horizontal and vertical linkages to other relevant governmental levels and services as well as the private sector • Proficiency in the use of computer software applications and programs including Microsoft Office, Outlook, Word, Excel, PowerPoint, RECAPP and YARDI property management systems • Excellent communication skills, both written and verbal • Excellent critical evaluation and assessment skills • Excellent social skills and an ability to effectively manage and build relationships with difficult clients SPECIAL REQUIREMENTS • Must have a valid Class G drivers license • Must provide own transportation to travel to various locations Let us know why you would be an excellent team member by submitting your application.
