been a tough winter,

on our doorstep as

our events. I am

Shirley DeLibero Presents
Challenges of Surviving and
Thriving in Operations

A crowd of approximately 80 members and
guests attended the March 26th WTS-Boston
luncheon to hear Shirley DeLibero speak on
the challenges of surviving and thriving in
operations. Ms. DeLibero delivered a dynamic
and inspiring speech about her personal career
path and the obstacles she overcame.
Ms. DeLibero started her career in Boston
working for the MBTA, where she made it her
personal goal to become a General Manager.
This motivation led her to an exciting and
challenging career, mastering all modes of
transit and influencing several geographic
locations throughout the country. Recognized
as one of the leading transit officials in the
nation, Ms. DeLibero spent ten years as
Executive Director of New Jersey Transit Corp.,
which operates the nation’s third largest multimodal public transit system. She was then
recruited by the Mayor of Houston to bring
rail to the City. In this stint, Ms. DeLibero
served as the President and Chief Executive
Officer of the Metropolitan Transit Authority
of Harris County in Houston, Texas. In addition
to these impressive roles, Ms. DeLibero gained
experience as the Deputy Executive Director of

I look forward to the Annual Scholarship and Awards Dinner in June,
where we will honor the winners.
In addition, I am thrilled that Luisa Paiewonsky, Commissioner,
MassHighway, has been selected as the 2009 WTS-International
Woman of the Year. Commissioner Paiewonsky will be presented with
her award at the 2009 WTS-International Conference being held in
Seattle, WA, May 20-22, 2009. I hope that many of her WTS-Boston
friends and colleagues will be able to attend to support her in this
great achievement. If you have not attended a WTS-International
Conference before, it is well worth the time and money to attend.
By doing so you really get an opportunity to experience the depth
and breadth of the organization.
The conference theme is “Transportation…Bringing Cities to
Life.” Many of the sessions look at technology and innovation in
transportation, stimulus funding and navigating through difficult
times, and the Sustainable Transportation Access Rating Systems
(STARS). I am hopeful to get more ideas and information on
innovative, sustainable solutions for not only transportation but
business as well. These tools will be the starting point in the process
of developing a Sustainability Policy for WTS-Boston, which is one of
the four goals that I would like to accomplish during my two years
as President.

Dallas Area Rapid Transit (DART) and as Director of Bus Service and
Acting Director of Rail Service for the Washington Metropolitan Area
Transit Authority. Ms. DeLibero is currently President of DeLibero
Transportation Strategies, LLC.
Ms. DeLibero candidly disclosed the ups and downs of her lifelong
career in transit. “Hire to your weaknesses” was one the lessons
learned that Ms. DeLibero shared with the audience. She recounted
humorous, yet informative, life experiences and empowered the
audience to believe that determination and perseverance are the
keys to success.

Marsha Anderson Bomar, President and CEO of Street Smarts,
Receives Jane F. Garvey Transportation Leadership Award
On March 26, the University of Massachusetts Amherst ITE Student
Chapter presented its third annual Jane F. Garvey Transportation
Leadership Award to Marsha Anderson Bomar, President and CEO
of Street Smarts. The award is presented to a woman in recognition
of her outstanding leadership affecting women in transportation
and remarkable contributions to the field. The award was named
after Jane Garvey to honor her legacy as a pioneer in the field. The
first two recipients were Lucy Garliauskas and Luisa Paiewonsky,
both active members of the WTS-Boston chapter. Luisa Paiewonsky,
MassHighway Commissioner, was the keynote speaker at the dinner
where the award was presented.
Heather Rothenberg Appointed as Co-Chair of the Transportation
Research Board Committee on Women’s Issues in Transportation
Heather Rothenberg, Project Coordinator and Lead Analyst of the
UMass Traffic Safety Research Program, was appointed to serve as
the Co-Chair of the Transportation Research Board Committee on
Women’s Issues in Transportation. The other Co-Chair is Marsha
Anderson Bomar, an active WTS member at the Chapter (Atlanta)
and national levels. Last year, TRB signed a formal memorandum
of understanding with WTS. The MOU outlines areas of common
interest in addressing women’s issues in transportation.
Congratulations to Susan Nichols on the birth of her baby girl!
Charlotte Miner Nichols arrived on April 19th at 4:14 in the afternoon.
She was 8 pounds 3 ounces and 20.5 inches long.

Secretary Leslie Kirwan is Honored at WTS-Boston’s 13th Annual
Leadership Award Breakfast

Secretary Kirwan’s guest appearance attracted an audience of more
than 160 attendees from the transportation community, including
state legislators and senior officials from state agencies and private
companies, filling the Courtyard’s Empire Ballroom.
Secretary Kirwan’s focus was on the Patrick Administration’s agenda
as she recounted the Governor’s long term plan that she and
her colleagues are executing every day with real results. Several
milestones met just prior to the April 7th breakfast reflecting key
priorities of Governor Patrick were noted, including some reasons
to be optimistic about the future of our Commonwealth:
• A transportation reform bill emerging out of the Senate,
with a commitment from the House to pass its own version
within the next few weeks.
• Launching of the Mass Recovery Plan, including the
announcement of the first eight stimulus funded infrastructure
projects and a groundbreaking at the Chelsea Street Bridge
resulting in 150 construction jobs.
• Announcement of federal education funding for
Massachusetts that Governor Patrick was personally involved
in securing in the federal stimulus package.

Tuesday morning, April 7, 2009, was an exciting occasion for
WTS-Boston as Chapter President Loretta Girard Doughty proudly
presented the 2009 Leadership Award to Administration and
Finance (A&F) Secretary Leslie Kirwan. While Ms. Kirwan is the
state’s first female A&F Secretary, she is no stranger to the office
or its challenging responsibilities. As the WTS audience knows,
Secretary Kirwan is well recognized throughout the transportation
finance industry for previously serving as Undersecretary and Chief
of Staff of the Executive Office of Administration and Finance from
1995 to 1997. During her tenure with the Department of Revenue’s
Division of Local Services, she worked with Massachusetts cities and
towns to assist with their financial issues. She also worked as a close
colleague to many members of the Leadership Breakfast audience
during her most recent previous position as Chief Financial Officer
at the Massachusetts Port Authority.
• Work with the Massachusetts Educational Financing Authority
to make $300M available for affordable, fixed-rate student
loans to make attending college more accessible.
• Announcement of $764M in stimulus-related health care
funding, allowing Massachusetts to restore some cuts and
prevent others.
• Passage of an ethics bill by the House based upon the
Governor’s recent task force and resulting legislation.
• Passage of a pension reform bill by the Senate a little over a
week after the Governor announced his pension proposal.
• A proposal by the House Speaker and Ways and Means Chair
to limit the number of earmarks in the budget, an issue first
raised by the Governor.
• An expression by the House on its willingness to consider
eliminating the telecom exemption, a Patrick Administration
initiative that would provide much-needed revenue for cities
and towns.

Registrar Rachel Kaprielian Presents Changes and Innovations
at the Registry of Motor Vehicles

A crowd of approximately 70 members and guests attended the
February 19th WTS Boston luncheon to hear the latest changes and
innovations at the Registry of Motor Vehicles (RMV). Registrar Rachel
Kaprielian discussed the role of the RMV in the Commonwealth of
Massachusetts, as well as policies that have recently changed or
would be changing soon.

• Announcement by the Governor of $108M in funding from
several state and federal affordable housing programs and tax
credits.
Following these milestones, Secretary Kirwan delivered three
important messages, each of which connects her in some way to
WTS and the transportation community. First, Ms. Kirwan called upon
the industry to “use our voices and be heard in Governor Patrick’s
call for adequate transportation revenues” reminding listeners that
“these additional investments will come on top of the significant new
transportation spending the Governor has already secured through
the 5-year capital program, the accelerated bridge program, and the
related bond bills passed last year.”
Secondly, Ms. Kirwan recognized her own talented team at A&F
including particular acknowledgment to Undersecretary Jay
Gonzalez, who is largely responsible for the state’s transportation
capital planning.
Lastly, Secretary Kirwan’s remarks finished with this warm and
admiring comment, “One of the best compliments I’ve received is
being called a mentor by some of the young women on our team.
As I look around this roomful of pioneers I know that is a role that
many of you have played in your own lives, and as I thank you for this
recognition today, it is especially valuable to me because of who you
are and the contributions you have made not only in your field but
as examples to women in difficult and non traditional roles.”
The presentation provided an overview of the day-to-day functions
of the RMV, in terms of meeting the needs of the residents of
Massachusetts and working within financial constraints that are
placed upon the agency. Registrar Kaprielian discussed the website,
which is currently being updated, and provided a list of the functions
that residents can do over the internet versus having to travel to
an RMV branch. She also provided specific numbers on how many
people use the RMV each month to renew a driver’s license, check
the status of their driver’s license, and change their address, among
other things.
Registrar Kaprielian stated that although the RMV has the second
highest revenue of all state agencies, it is still being faced with
budget cuts. One of the measures they have taken to reduce costs
is to stop mailing out reminders for residents to renew their driver’s
license.
Registrar Kaprielian discussed new technologies being pursued at
the RMV including the new driver’s licenses, which were adopted last
fall, and new facial recognition technology that is being explored.
She also discussed new services that the RMV is providing, such as
giving free identification cards to senior drivers who voluntarily give
up their driver’s license.
Registrar Kaprielian provided a broad overview to what the RMV
does for the residents of Massachusetts, as well as exciting new
changes and technologies.
Two senior WTS members and former colleagues later commented
on Secretary Kirwan’s award. “When I think about working with
Secretary Kirwan I remember her as a lady who is very smart, very
nice, and tough, when she had to be. She is always a role model
of professionalism.” said Mary Jane O’Meara, Bridge Director at
Massport. Barbara Patzner, Director of the Hanscom Field Airport at
Massport agreed, and added “along with being extremely intelligent,
Secretary Kirwan was consistently approachable and always made
difficult financial decisions in a fair and equitable manner.”
Congratulations and thank you, Secretary Kirwan, for your
outstanding contributions to leadership to the transportation
industry from WTS-Boston.

Student Outreach
Alumni of Local Schools Wanted!
WTS-Boston’s Membership Committee is launching a student
outreach initiative and is interested in identifying members to be
liaisons for relevant local undergraduate and graduate programs.
We are focusing on engineering, transportation, and planning
programs in the Boston area but welcome other suggestions.

National Train Day
On May 10, 1869, in Promontory Summit, Utah, the “golden
spike” was driven into the final tie that joined 1,776 miles of
the Central Pacific and Union Pacific railways, ceremonially
creating the nation’s first transcontinental railroad. National
Train Day commemorates the anniversary of the day the

Moscow’s Subway System
Committee Spotlight
The subway system in Moscow – Europe’s largest city with 15 million
residents – has more than 9 million passenger trips per day, one of
the highest in the world.

The WTS Boston-Diversity Committee has two new co-chairs,
Jieping Li of the Central Transportation Planning Staff and Lyris
Bauduy-Liautaud of the Massachusetts Highway Department. The
committee’s goals will be to increase its membership and continue
the excellent job done by past co-chairs, Linda Sharpe and Sandra
Buford.
The picture below is from an event held at MIT in 2007 to
expose undergraduate and graduate students to careers in the
transportation industry through a question and answer session
and networking event hosted by the Diversity Committee. The
committee will host a luncheon event at one of our regularly WTS
scheduled luncheon meetings in the fall and another evening event
at a date to be determined.
The WTS International Diversity Policy defines diversity as “… the
practice of encouraging inclusion and balance in an organization
with respect to member’s varied backgrounds, experiences,
perspectives, age, discipline, education, ethnicity, gender, religion,
culture, and sexual orientation”. All are welcome to join the Diversity
Committee with ideas, suggestions for speakers, discussions, and
training topics pertaining to diversity in our professional lives.

WTS Member Jessica Harris is completing her second technical assignment in Afghanistan for the United States Agency for International Development (USAID).
Jessica plays a key role on USAID’s Local Governance and Community Development Program, which seeks to improve the quality of life in unstable and

While in Afghanistan, Jessica has shown her WTS spirit by visiting with female students in Kabul
University’s Engineering Department.
“The women gave me a tour of their department, and we spent some time discussing how the college
programs in Afghanistan compare to those in the United States,” said Jessica. They also toured the
university’s library and saw some of the textbooks that had been donated by Tetra Tech employees!
“My experience in Afghanistan has been incredible. It’s satisfying to be part of engineering projects that
are so dramatically improving the quality of life for local Afghans – whether its providing better access
to hospitals and schools or protecting drinking water supplies. I’m fortunate to work for a company like
Tetra Tech Rizzo that offers this kind of opportunity,” said Jessica.
