Neighborhood Meeting Wednesday, March 30, 2016 7:00 p.m. Meeting under direction of Bryant Christensen CL Christensen Bros, for owner of property Brent Wignall Wiggy Wash Carwash 38 residents in attendance Purpose of Meeting: To discuss putting a carwash on the vacant property located at about 245 W Center in Orem. Bryant Christensen opened the meeting. He gave a short description and history of the property. The property in question is about 4 acres located on the south side of Center Street and west of Wendy’s. The property is zoned C-2; General Commercial. No change in zoning will be needed for the car wash. Brent Wignall, owner of Wiggy Wash, presented his plan for a car wash on the west half of the property. Wiggy Wash is locally owned. They have car washes in Spanish Fork and Springville. Brent said that they like to be heavily involved in the community, with the high schools and other schools, and other businesses. He currently serves on the Chamber of Commerce in Spanish Fork. Wiggy Wash is a certified green car wash. They recycle and re-use 90% of their water. (The other 10% “goes out with the cars” and is lost through evaporation.) So nothing goes into the storm drain. They use biodegradable soap and chemicals. They keep their draw and “hit” on the electricity at the lowest possible. The company takes pride in the way the buildings look. They are not just cinderblock. He showed both a rendering of the proposed building, and an actual photo of the Wiggy Wash building in Springville. Their hours of operation are Monday – Saturday , 8:00a.m. to 7:00 p.m. in the winter and 8:00 a.m. to 8:00p.m. in the summer. They are never open on Sunday. At the other locations, peak times are 11:00 to 1:00, and 3:00 to 6:00 on weekdays, and Saturdays - mornings until 3:00 or 4:00 in the afternoon. The meeting was opened to questions from the residents. Question: What kind of wall will there be on the South and West sides? Answer (From Bryant): There will be a 7 ft tall masonry wall on the South and West sides. If neighbors will all agree, the company will take out the existing back fences for neighboring properties and set the back of the wall right on the property line. Otherwise, there would be a small gap between the existing fences and the new fence. Question: How noisy will it be? Especially the vacuums? Answer (from Brent): 70 decibels at 10 ft away. About like a car driving down the street. The vacuum motors are inside the building, which cuts the noise level way down. Question: What about noise from suppliers? What times will garbage trucks and supply trucks come? (The questioner mentioned that at the Wendy’s next door, the supply trucks sometimes come at very late or very early hours, and are very noisy.) Answer: Suppliers can only come during open hours – 8:00 a.m. to 8:00 p.m. And they abide by all city ordinances. Also there will be a 5ft boundary on the south side with trees spaced as required by Orem City. On the west side, the building is 103 ft from the boundary line. Question: How many cars will be coming in and out? Answer: Around 3200 cars maximum per day. The have stacking lanes so that the line of cars does not get backed up out into the street. Everything is on-site. They can do 210 cars an hour. Question: How will they get in and out of the property? Answer: They can come off Center Street on a right turn only, and leave onto Center on a right turn only. There will also be an entrance from the road that goes south from Center Street past Wendy’s and then to Target. Most cars will probably enter and exit there where there’s a light on to Center. Question: Will they be using the same driveway as the dental office and Headstart to the West? Answer: No. The car wash will have its own driveway. There will be a wall between the Dental and Headstart driveway and the new Wiggy Wash drive. Question: The site plan shows that the car wash will not take up the entire property. Will the fence on the south go the entire distance, or just where the car wash is? Answer: The wall on the south will be installed for the entire distance of the property. Question: When will it open? Answer: Hoping for early to late fall Question: Where are the vacuums? Answer: The motor part of the vacuums is located inside a room in the building. Question: What is the distance between her property line (on the south) and the car wash? Answer: the site plan shows 95 ft between the sound wall on the property line and the car wash building. Question: from Larry Krantz of the new Mountainland Headstart to the west: They will soon be putting a chain link fence up around their area. How close will the masonry fence be? Answer: Bryant suggests holding off on the fence, and let CL Christensen Bros just put in the wall instead, since it will go in anyway. They should be able to have it in before Aug 19, which is when Headstart needs it. Question: About getting together with homeowners on the fence? You will take down the old wood fences and put up the 7ft masonry wall? That could be a benefit to the homeowners. Answer: We would like to have only one fence, not 2 fences with a space between them. Question: The landscaping isn’t on the site plan. The way it’s done could make a big difference. (the questioner felt that the landscaping done at the Wendy’s had not be done according to the plans they saw.) Answer: We will lay out the landscaping according to the city requirements – buffer, trees, etc. Question: You’re next to Target – how will you handle the Black Friday traffic jam? Answer: Our Springville location is right across the street from Walmart. And we’ve learned how to deal with large crowds at the Colorfest in Spanish Fork. We’ll use what we’ve learned there and adapt it as we learn a new area. Question: What about the possible increase in area pollution with 3200 cars idling? Answer: The vehicles are only onsite for about 15 min. And the cars are turned off while they’re in the tunnel. There will not be that many cars onsite at the same time. Question: What is the average number of weekday cars? Answer: 400 – 500 hundred average spread out between 8:00 a.m. and 7:00 or 8:00 p.m. Compared to 37,000 cars on Center Street every day. Question: I have watched cars coming from Target and making a left-hand turn even though they’re not supposed to. It’s not realistic to expect that cars exiting will not make a left turn. Answer: There will be an island in the turn lane that will only allow right hand turns in and out. Trying to go over that for a left-hand turn would ruin the car. Question: What will the prices be? Answer: $8 - $16 depending on the service. There will also be pre-paid books and monthly memberships. Question: Will there be a detail shop? Answer: No Question: Will you give Senior Citizen discount? Answer: We could do. On Memorial Day and Veterans Day we give free car washes to veterans and military and their spouses. And on Sept 11 (9-11) we give free washes to all first responders and spouses. We also have different specials at different times of the year. We take pride in community. We offer educator’s cards for schools. Question: Has the City Council already approved this project? Answer: No – this is the first step Question: How many employees will you have? Answer: We’ll begin with 10, and go to 10 – 20 depending on what we need, Question/comment: A young mother commented that she is from Spanish Fork and remembers when Wiggy Wash went in there. She felt that it really improved that area of town. Summary: Residents were relieved to know that we were not proposing more apartments. Most of them seemed in favor of the idea of a car wash. Biggest areas of concern seemed to be the noise and how the fence and landscaping would be done.
