Florida’s DHSMV Data Warehouse …To improve
Florida highway safety and regional homeland
security.

Executive Summary
The Department of Highway Safety and Motor Vehicles (DHSMV) services the
various required functions for more than 18 million driver licenses and 24
million motor vehicle registrations. In addition, it oversees the management of
statewide citations issued by 2,000+ law enforcement agencies, annual crash
reporting information , and serves the overall needs of the 2,500+ Florida
Highway Patrol troopers within the 10 troops throughout the State of Florida.
Working with Bull, Florida DHSMV has implemented a data warehouse that
now gives it enhanced information-sharing capabilities to improve its own
administrative operations, and more importantly, to strengthen its efforts in
Homeland Security and Public Safety matters.
From an administrative standpoint, the warehouse provides data analysis from
Florida Highway Patrol’s Computer Aided Dispatch (CAD), offering a clear and
concise overview of the activities and deployment of the 10 FHP troops. Further,
the warehouse permits the rapid and comprehensive analysis of crash data,
providing the information tools for the Crash Reporting Division to effectively
apply for federal grant funding.
After the tragic events of September 11, 2001, the Florida DHSMV data
warehouse performs much more critical functions, and indeed, has evolved into
a ‘center of truth’ for the agency and its users. Since state-issued driver licenses
are the sole source of government-issued identification, the need for validating
and sharing information has become more important than ever. With the
warehouse, DHSMV now has the capability to accomplish the following goals:

registrations, etc.)
Assist in improving the security of data as driver licenses are granted
Offer new and existing information to the Regional Information
Sharing System (RISS)
Allow more Florida authorized agencies to access and share information
with DHSMV
In short, the DHSMV data warehouse allows the information-sharing capabilities
necessary to help improve Florida’s law enforcement operations and provide
enhanced protection for Florida’s citizens.

A.
Description of Project
Background
The initial project was to create a data warehouse which would gather, on a
timely, non-intrusive basis, Florida’s DHSMV’s On-Line Transaction Processing
(OLTP) data from Driver License and Motor Vehicle transaction and their history
within the Oracle -based operational system.
Initially, this data would be used mostly to service the needs of the various
authorized service providers, which were furnishing, for a fee, data on Driver
Licenses and Motor Vehicles to corporate and other requestors within the State.
This process, which was a source of considerable revenue to the Department of
Highway Safety and Motor Vehicles and the State of Florida, carried numerous
burdens and costs, as the existing Oracle OLTP system could not efficiently both
process normal OLTP transactions and also prepare the various ‘batches’ of data
with which to service the various requests from the State’s service providers.
To perform this task, the OLTP process needed to be shut down during the off
hours or week-end periods when the 3,000+ statewide users were not accessing
the system. This also required that overtime DHSMV personnel be scheduled to
prepare these batches, during these periods.
Additionally, the new data warehouse would also answer various about other
strategic and tactical needs, required by the various departments within the
agencies authorized to access the related data. Eventually, this was to include
the various members of the Florida Department of Law Enforcement and the
2,000+ county and municipal law enforcement agencies.
It was also envisioned for the data warehouse to offer numerous new services
and enhancements, to better serve the various users, departments and agencies
with other information and analysis, not currently available without being a
heavy burden on the OLTP system.

Since its installation and implementation within DHSMV, the data warehouse has
not only satisfied the needs of the original statement of work on the project, but has
evolved into a ‘center of the truth’ for the agency and its users.
Some of these significant improvements now include;
In a pre-September 11, 2001 environment.
•
The timely, non-intrusive replication of driver license and motor vehicle
OLTP data into the data warehouse, to offer ‘near real-time’ access,
reporting, analysis and overall decision support.
•
The timely, non-intrusive access to driver license and motor vehicle data
warehouse information with which to create the various reports, analysis
and batches with which to continue to generate the service providers
revenue streams.

o Without interference with the existing OLTP system.
o Without having to schedule overtime personnel.
•
Timely creation and delivery of the driver license and motor vehicle
requested information batches to Florida’s service providers.
•
Gathering and reporting on data from Florida Highway Patrol’s
Computer Aided Dispatch (CAD) detail with which to import
information, and offer a never-before-available view of the activities of the 10
FHP troops and their detail activities.
•
Allowing the Crash Reporting Division the ability to effectively apply for
additional Federal grant funding, using the DHSMV Data Warehouse
model and functionality, which once approved, allows the DHSMV
analysts to address the information harvesting and reporting needs for
crash reports in the State of Florida.
•
Allow new methods for queries and reporting, while the OLTP system is
operating, to answer the strategic, operational and tactical needs of the
departments.

After September 11, 2001, with state issued driver licenses being the veritable
sole-source of general public government issued identification, the needs for
validation and sharing of DHSMV’s information had a new focus.
To assist with concerns on matters of Homeland Security, identification
validation, fraud detection and prevention, information sharing and
interoperability within the State of Florida, the region and the overall national
infrastructure, the following efforts have and will continue to evolve;

Assist in improving the validation and security of data regarding driver
licenses being granted.
•
Offer new and enhanced existing information to the Regional Information
Sharing System (RISS) and Florida’s regional membership in ROCIC.
•
Allow more Florida authorized agencies to access and share information
with DHSMV.

Benefits
DHSMV’s Data Warehouse offers
•
Non-intrusive access methodology to the various silos of information, which,
due to their efficiencies and cost of replacement, will remain in the
processing chain of the enterprise.
•
A ‘center of the truth’ access point, which can more easily be expanded, to
serve the citizens and public servants of the State of Florida.
•
A highly efficient data management methodology, which requires much less
investment in administration and maintenance than other data
warehousing products.
•
Offer new information on FHP deployment and utilization to help DHSMV
address the changing needs and budgets.
•
The scalability to deploy the ‘solutions of the future’, which will likely
evolve from the efforts in government interoperability, information
sharing and homeland security.

Return on Investment, Financial Benefits
With the addition of the DHSMV Data Warehouse, the elements for improved
Return On Investments are;

Reduction in cost of production of the various service provider batches
o Elimination of overtime personnel for ‘off hours’-only processing.

Increase in generating ‘Re-Sale’ revenue for DHS&MV
o Enhanced batch turn-around to service providers
o Ability to casually estimate the size and cost of batches
o (Future) – Allow service providers to draw their own batches via
secured access
