A. Call to Order
Chair Plater called the meeting to order at 5:45pm.
B. Non-Public Session-per RSA 91-A:3 II.(a)
Marjorie motioned to go into non-public session, seconded by Rich at 5:46pm.
John Segedy, yes; Paul Plater, yes; Rich Pelletier, yes; Marjorie Porter, yes;
Tim Grass, yes.
C. Call Back to Order
Chair Plater called the meeting back to order at 6:15pm.
John Segedy and the district recorded the meeting.
D. Action Following Non-Public Session
Motion to approve reorganization and reduction in force as discussed in nonpublic session made by Tim and seconded by Marjorie. Approved 4-1 John
voted no.
Motion to seal the minutes of the non-public session made by Rich and
seconded by Tim. John did not feel it should be sealed. Approved 4-1, John
vogted no.
E. Pledge of Allegiance
Chair Plater led the Pledge of Allegiance at 6:20pm.
John asked for a moment of reflection for all within the community that have
lost their jobs.
F. Recognitions
Dr Baker informed everyone that the middle school and the high school made
Adequate Yearly Progress this year. The first year of the house plan, in the
middle school, being implemented was reflected in the adequate yearly
progress this year. The high school shows that the work from last year is

now being evident in the progress. The Elementary school has worked hard
this year and should show progress next year. Tim asked about the 7th grade
math information and was told that it is being gathered.
John asked if the scores were made under the safe harbor provision; yes for
the middle school and yes for the high school.
Dr. Baker shared that the drop out rate went down 33% this year. This year
it has gone from 21 students to 3 students.
Marjorie shared that she toured the elementary and high schools with the
principals and was very pleased, especially with the level of student
involvement.
G. Memorial Day Celebration
Yvonne Wiggleman, from the Hillsboro Pride Organization, spoke to the
Board about a Memorial Day Concert. There will be no cost to the school and
the concert will involve Boy Scouts and Girl Scouts. The school choir will
sing also. It will be from 6:30-8:30pm on the evening of Memorial Day and
they are asking for a waiver of fees. Tim motioned to waive all fees, John
seconded and approved 5-0.
H. Public Comment
John Segedy spoke as a member of the public:
1. AP test fees; John felt that these fees should be waived if
there is a surplus of money.
2. Teacher conferences at the Middle School; parents can meet
advisors only and not the teachers. He has been unable to meet his
daughter’s teachers even though he has tried repeatedly.
3. Advisory is about 40 minutes every morning at the Middle
School and he felt that this is a waste of time.
Dave Fullerton said that Praxis exams, for the teachers, should be paid for as
they are job related just like Sylvania pays for job related classes.

Rules should all be the same in all of the schools; one set of rules.
I. Student Representative’s Report-C. Hines
Elementary-HDES student showcase 4:30 on Thursday the 16th of April and
At 5:oopm there will be the parent resource fair.
The elementary school will host a Performing group on the 17th from 1:2452:40.
Middle-On the 15th of April there will be a spaghetti dinner and talent show
at 6:00pm.
On Friday there will be a Dance at 7:30pm.
High school-The chorus and band went to a

The All-State competition over the weekend and did very well. On April 15th
they will leave for their Disney music trip.
The recent Drug and alcohol guess speakers were very moving.
J. Superintendent’s Report-Dr. Baker
1. Teacher and Staff Nominations for 2009-2010
Judy Fredyma and Pam Ross are both retiring as of June 30; letters received
after the list was made up.
2. Cathy Nowacki spoke to the Board about the overnight camping
trip. She is asking for advanced approval to make this trip for July 22.
There will be a 1 to 4 staff to student ratio for the overnight trip. Regular
transportation will be used. Motion to approve made by Marjorie, Tim
seconded and approved 5-0. John asked about the budget for the after-school
program and Cathy answered that she had been applying for grants, took a
vacation and will present next week.
3. HS Update-Chris Elkington
A packet was distributed that contained: second semester courses with
enrollment under 12. Honor Roll data was included and explained by class.
A review of the 2 options for the ninth graders; additional time if needed was
explained. Arena scheduling was discussed. Paul asked about credit
requirements for graduation. John asked about freshman academy and the
amount of potential credits being only 5. He suggested that PE and health
not be required, allowing more choices for electives. Mr. Elkington explained
it. Dr. Baker thanked Mr. Elkington for getting the Program of Studies done
in such a timely manner. Chris thanked the many staff members who were
part of completing this.
K. Minutes-March 16, 2009
Motion to approve minute’s dated March 16, 2009, with proposed
amendments, was made by Rich. Marjorie questioned the need for so many
amendments as minutes are supposed to provide an overview of the meeting
not be verbatim. Paul and Rich thanked John for taking the time to listen to
the recordings and make amendments. Marjorie seconded the motion and
approved 3-0-2; Paul and Tim abstained.
L. Old Business
1. Default Budget Discussion
Pre-purchased items were discussed. John suggested revisiting areas that he
felt some savings could be made. Paul does not want to change any warrant
articles that the citizens have voted on. Rich does not want to use this year’s
money and Tim disagrees as he sees it as good fiscal management. John does
not think it is good fiscal management. Marjorie brought up the fact that the
actual amount that would be available to refund to the taxpayers would not
be significant enough to do away with educational programs. John was

talking about the programs that he did not agree with in the first place. Paul
wanted to keep the budget down. John wants to, again, bring up proposed
budget cuts. He also wants to discuss AP fees; he felt it would level the
playing field. Dr. Baker said that student’s were reimbursed if the students
passed and Paul thought it was only half. This discussion will continue at
the first meeting in May. Motion to postpone any further discussion and vote
until May made by Rich, seconded by Tim and approved 5-0.
2. Principal Search Update
Slow progress is being made, two interviews took place today. There were 26
applications, which have been narrowed down to two.
3. Add/Delete/Change Committees
Business administrator search committee: Rich and John both volunteered
for this committee. Tim nominated Rich, seconded by Marjorie and approved
4-0-1 John abstained. John motioned to make himself an alternate if Rich is
unavailable, seconded by Paul and approved 5-0.
Communication committee: John nominated Marjorie for the communications
committee, seconded by Paul. Marjorie felt that it was important for the
public to be made aware of budget items. Tim brought up the fact that the
Board could not agree on how to present information to the public. If the
Board doesn’t endorse it then it is difficult to get the community to vote for it.
Motion approved 5-0. John then nominated Rich, Marjorie approved 5-0.
Rich nominated Marjorie for Chair, seconded by Paul and approved 4-0-1;
Marjorie abstained. Rich would like to define the membership on the
committee. Dr. Baker suggested defining the purpose of the committees.
Capital Improvement Committee: Tim asked about a facility plan regarding
the portable classrooms at the high school. There are other capital
improvement issues that were looked at by a past committee. These efforts
were stalled a few years ago. Rich felt that this committee should be very
forward looking. Tim would like to see the long term plans outlined as well
as current issues addressed. Marjorie felt that the elementary school
absolutely needs to be looked at as it was considered unsafe about 10 years
ago when the last study was done. The district does not have a capital
improvement plan. Marjorie nominated Tim and Rich seconded; approved 50. Paul nominated John, Tim seconded and motion was approved 5-0. Tim
was nominated by Rich as being Chairman for this committee; John seconded
and approved 5-0.
4. Town money can be used to pay for the existing bond on the middle school
which will reduce the tax rate. The funds may be used for capital
improvement. Rich would like to wait to decide on this money until the
Capital Improvement Committee has a chance to meet.

M. New Business
1. Hiring/Separation Authority
Chair Plater felt that the School Board has final say on hiring. Dr. Baker
provided the legal recommendations from Sulloway and Hollis dated 9-6-07.
Marjorie asked why the Board would want authority in hiring non-certified
staff. Tim explained that the Board is responsible for hiring responsible
people who should be allowed to perform their duties, including hiring noncertified staff, and then be held accountable for their successes or failures.
John would like the Board to have more input as to the hiring of all staff.
Rich explained that the Board used to approve the superintendent’s
nominations but not non-certified staff. John remembers the Board
approving all hires. There is a master contract for all positions. Marjorie
and Tim will review the information from the attorneys and explore what
other Boards do. Motion to table this until next meeting made by John,
seconded by Rich and approved 5-0.
N. Public Comment
Dave Fullerton said that the French being taught in the high school is not
Canadian French. He thinks that languages being taught should be useful.

with two resignations. John moved to accept the resignations and
appointments, seconded by Paul and approved 5-0.

3. Waiver for Building Use Fees-Farmsteads of New England/Special
Olympics
Tim suggested building into the budget how many fees that can be waived.
Motion to approve waiving the fee made by Tim, seconded by John and
approved 5-0.

Motion to go into non-public session made by Rich, seconded by Tim. John
Segedy, yes; Rich Pelletier, yes; Paul Plater, yes; Marjorie Porter, yes; Tim
Grass, yes.
Q. Action After non-public session
Motion to seal the minutes of the second non-public session made by John,
seconded by Rich and approved 5-0.

John motioned to approve all certified staff nominations with the exception of
Mr. Nannicelli. No second. Rich motioned to approve ALL certified staff
nominations, seconded by Marjorie and approved 4-0-1, John abstained.
Motion to adjourn made by Rich, seconded by Tim and approved 4-1 John
dissented. Meeting adjourned at 9:12pm.
