Port of Darwin
The Port of Darwin, located at latitude 12° 28’S,
longitude 130° 50’E, on the southern shore of the
Beagle Gulf in the Timor Sea, encompasses
approximately 1,000km2 of open water, with deep
shipping channels. A line between Charles Point and
Lee Point defines the seaward boundary of the port.
Darwin, capital of the Northern Territory, is a modern,
well-appointed city with ready access to the port.
Nearby, at Frances Bay, an extensive complex for
the fishing industry has been developed and includes
a tide-free mooring basin to serve both fishing, small
commercial and recreational vessels.
The facilities better serve the requirements of Darwin’s
growing export industry and provide significant
opportunities for business and trade expansion. In the
longer term, the East Arm development is expected to
become the nucleus of a thriving maritime business
centre, with Darwin an increasingly significant multimodal regional transport hub, well situated to facilitate
trade between Australia and its neighbours in southeast Asia.
Darwin is well positioned at the tropical Top End of
the Northern Territory, where it is half way between
markets in southern Asia and the populous southeastern coastal strip of the Australian continent. For
good reason, it is often referred to as Australia’s
“Gateway to Asia”. The combination of sea and land
transport via Darwin has the ability to provide
substantial reductions in delivery times for cargoes
between Asia and Australia’s southern States.
The Port of Darwin is Australia’s pre-eminent port
for the export of live cattle. The port is also the service
and supply base for the offshore and onshore oil and
gas industry in Northern Australia. The mining,
agriculture, horticulture, tourism and construction
industries also utilise the port’s world class facilities.
The city boasts a modern international airport
terminal, capable of handling the largest aircraft
currently operating. There are regular services to
major South-East Asian hubs and to all Australian
States and territories.
The advantages of this close proximity to Asia are
enhanced by the port at East Arm.

Harbour Master
The Darwin Port Authority was established under the
Darwin Port Authority Act 1983. The Authority’s role
is to control, develop and manage all waters and land
within the port and to facilitate marine related
activities and industries.
Subsequent amendments to the Act in 1992-93:

East Arm Port, depth alongside 13m at chart datum.
Pilotage is compulsory for all craft exceeding 25m
LOA unless a valid Pilotage Exemption Certificate is
held by the Master.
Vessels up to 246m LOA and 12.83m draft have been
accepted in the Port.
Drafts over 11m may be accepted by prior
consultation, depending on tidal predictions.
Middle Pass, the channel through Charles Point
Patches, at the entrance to Darwin Harbour has a
least depth of 12.2m. Vessels drawing more than 11m
may need to wait for appropriate tidal conditions
before entering the Port.
Petroleum tankers are not berthed during the hours
of darkness.

The maximum daily tide height is 8.0m (HWS).
Notice of ETA and request for a pilot must be made
to the Harbour Master not less than 24 hours before
ETA at Channel Rock Buoy (No.6). Harbour Office

Confirmation of ETA is required two hours before
arrival at Channel Rock Buoy (No.6). VHF Channels
16 and 10 are continuously watched and ETA may
be confirmed or adjusted on Channel 10, the port’s
working frequency.
The usual pilot boarding point is one nautical mile
north-west of Channel Rock Buoy (No.6). By
arrangement with deep draft vessels, pilot will board
to seaward of Charles Point Patches Buoy (No.5) at
an extra charge. In case of bad weather, the pilot
will lead ahead to sheltered waters, using VHF radio.
Pilot boarding arrangements MUST be according to
IMO rules. Vessels awaiting pilot may anchor one
nautical mile north-west of Channel Rock in 25m of
water, sand bottom and good holding ground.
The minimum daily tide height is 4.1m (HWN).
Darwin harbour has a maximum tidal range of 8m.
Bridges
There are no bridges or other air draft features
preventing access to the port.
Masters familiar with the port may be invited to
proceed to the Quarantine area, 0.3-0.5 nautical mile
west of “Q” Buoy (No.10 Iso. Y. Sec) where there is
good holding ground in not less than 15m of water.
Electric power cables cross the port north of Emery
Point and anchorage in this area is prohibited - see
chart AUS 27 and AUS 28.
Maximum Water Density
1024kg/m3 may reduce to 1021kg/m3 or lower during
the Wet Season.

Radio
Weather
VHF ch 16 & 67. VHF ch 10 for port working, ch 12
(Tug) and ch 6 for Frances Bay Mooring Basin and
Fisherman’s Wharf. VHF ch 14 is for Navy
operations.
Darwin is within the southern zone of tropical
revolving storms. The season extends from
November to April each year and the port may be
affected at any time during that period. All vessels
entering Darwin during the “cyclone season” are
supplied with copies of the Port Procedures which
set out in full the various stages of alert and
preparation to be observed in the case of an
approaching cyclone. Ships may be placed on short
notice for sea and in such circumstances are required
to maintain themselves in seagoing condition while
the alert remains in force.
The local coast radio station is:

Radar
There is no Port Control Radar but the pilot boats
are radar equipped.
Time
Local Time is UTC +9 hours 30 minutes. All ETA and
other messages should be made in local time (Time
Zone IK).
Public Holidays
Christmas Day, New Years Day, Good Friday, May
Day (Labour Day) 1st Monday in May, Anzac Day
(25 April) and Picnic Day (1st Monday in August).
Working within the port on the above days is at the
discretion of the stevedoring companies.
Vessels must not immobilise main engines at any
time without prior permission from the Harbour
Master. Tankers will not be allowed to shut down
main engines while working cargo.
Hazardous Cargo Precautions
Presently governed by the Australian Association of
Ports and Marine Authorities Guidelines for
dangerous substances and prior to the imminent
introduction of an Australian Standard. Copies of
port tanker rules are supplied on arrival and will be
amplified by pilots if necessary.

Harbour Office. Automatic fire alarms are installed
throughout the port and alarms can be raised or
emergencies reported on VHF Channel 16 at any
time.

Reception
Private contractors will remove dirty ballast waste
oil, sewage, sludge and chemical waste but quantity
is subject to road tanker capacity. Waste oil and
sewage reception at East Arm Port will be by pipeline
connection to shore holding tanks.

quantities at approximately 100t per hour per
connection at Fort Hill, Stokes Hill and Iron Ore
Wharves. Water Supply to 100t per hour at East Arm

Repairs
Routine maintenance and light engineering facilities
are available.
Darwin Ship Repair and Engineering operates a
synchrolift platform with dimensions 65m LOA x 22m
beam and a capacity of 2,550t for docking. The
approach to the synchrolift has been dredged to
minus 4m below chart datum. Each vessel has to
have its stability checked by the company’s naval
architect prior to acceptance.
Bunkers can be supplied by pipeline, subject to
availability, across the East Arm, Iron Ore, Fort Hill
and Stokes Hill berths. Other berths serviced by road
tanker.
Shore Power Connections
3-phase, 415 V AC, 100 Amp power connections
available at all berths.
Corringle Slipway, operated by Perkins Shipping, has
two marine slipways, one capable of lifting up to 500t
and the other 60t.
Sadgroves Quay operates a marine Travelift with a
maximum capacity of 70t.
Cargo Gear
Discharge of general cargo and containers is either
by rail-mounted container crane or ship’s gear.
However, a wide range of mobile cranes up to 150t
capacity are available for hire.
Public Weighbridge
An Avery Hawke (90110150) Licensed Public
Weighbridge, situated at Kitchener Drive, is available
to vehicles with a wheel base not exceeding 24m. It
has an electronic digital readout and a capacity of
50t x 0.2t. Cost is $5 per unit.
A second public weighbridge is located on Berrimah
Road, the main arterial to East Arm Port. The facility
is able to accommodate a full road train.

A 16m wide railway access embankment for the
Adelaide to Darwin railway.
An Intermodal Container facility incorporating:

The facility has two 200m rail sidings.
Bulk Liquids Berth
Should a vessel need only to use one Marine Loading
Arm and this is the western most MLA the vessel
must have the following parallel side:
A parallel side form the bow to the manifold to be
used of 32.7m or from the stern to the manifold to
be used of 32.7m. This will determine which side to
the vessel parallel side throughout the period it is
secured alongside.
Physical measurements of the berth have been taken
which have required the original parameter for
parallel side requirements to be amended.
Provision of a dedicated bulk liquids berth by
extending the general purpose berth by an additional
154m to provide a total of 754m continuous berth
face plus mooring dolphins.

The following are the requirements of petroleum
vessels that can use this facility:
The master planning for the future development of
East Arm nominates a second stage of development
as outlined below:
Vessels up to 70,000 tonnes DWT

Current depth of water alongside is 11m at Chart
Datum. Vessles must maintain a 0.5m under keel
clearance whilst alongside. Therefore, the
maximum draft, unless otherwise aprpoved by the
Harbourmaster, is 10.5m.
All vessels must have a parallel side from the bow
to the manifolr, or the manifolds it intends to use,
of not less than 35.2m. This means that the
vessel will starboard side to. If the vessel has a
parallel side from the stern to the manifold, or
manifolds it intends to use, or notless than 35.2m,
it will go to port side to. The vessel must confirm
that they can maintain this minimum parallel side
throughout the period it is secured alongside.
Master Plan
The master plan makes provision for in excess of
1.5km of continuous berth face.
The plan includes dedicated bulk liquid export berths,
extension of the common user berth and a
corresponding extension of the container storage
yard and rail sidings
Further reclamation behind the general-purpose
berths providing additional areas for general cargo
handling.
Provision of a dry bulk import/export facility by
extending the general purpose berth to the East and
the construction of travelling gantry shiploader/
unloaders on the berth. Reclamation of a I0 hectare
stockpile area East of the existing reclamation and
the installation of dry bulk loading conveyor systems.

The $1.5M architect-designed facility is situated
centrally on Stokes Hill Wharf.
The building is a 1,000sqm purpose built facility, with
840sqm airconditioned and a 160sqm external deck
area.
Covered walkways and viewing areas.
Due to load limitations and security difficulties at the
berth, cruise and defence vessels are allocated to
Fort Hill Wharf.
Alternative cruise passenger processing facilities are
planned for Fort Hill Wharf.

The wharf is capable of accommodating up to
eighteen 30m vessels, berthed 3 abreast. It is
provided
with
3 phase 415 volt ac x 65 amp shore power, fresh
water and telephone services. Bunkers are available
from road tanker.
Vessels operating in the inshore barramundi fishery
are provided with a pontoon berth located adjacent
to Hornibrooks Wharf in Frances Bay.
The Frances Bay Industrial Village provides marine
related services and is situated on land backing onto
Fisherman’s Wharf.

Darwin Fishing Harbour Mooring Basin
The basin is operated by the Darwin Port Corporation to
provide tide-free, secure and sheltered moorings for the
Northern fishing fleet with a full range of supply, maintenance
and repair facilities close by.
Located on an 11 hectare site at Frances Bay, the basin has
a depth of 5m and provides 85 berths of either 20m, 25m or
30m at 4.9m wide concrete decked finger piers.
A further four berths are located at the service wharf.
Access to the basin is via a lock system which is operated
between a tidal range of 3.2m to 7.5m. Lock attendants are
available 0730-1545 weekdays, call-outs apply at other times.
The basin has 5 hectares of adjacent land for the
development of fishing related support services.
Small Ship Repair Facility
The private company of Darwin Ship Repair & Engineering
has a 2,500t capacity ship lift capable of lifting vessels up to
70m length x 29m beam.
Maintenance facilities on the site include a machine shop,
fabrication shop and electrical workshop. Repair berths for
vessels up to 80m long are available.
Fishing vessels, offshore supply vessels, tugs, barges and
naval patrol vessels take advantage of these facilities which
removes the necessity for voyages to Fremantle in Western
Australia or Cairns in Queensland.
Slipways
Darwin has three privately operated slipways. Two are
operated by Perkins Shipping, with a maximum capacity of
350t for vessels up to 30m in length. The company also
