The price of a connection to the Whangarei District Council’s Ruakaka wastewater system for each householder in Ruakaka South has come down to just over $10,000 g.s.t. inclusive. When a Government subsidy of $6.79 million for this project was announced in June it was estimated the cost to each householder would be around $15,000. However, the Whangarei District Council has since agreed to subsidise the disposal and treatment component of the cost of this project by 50%. This Council subsidy will only apply to householders and will not be extended to the Bream Bay Motel and the Ruakaka camping ground. The reticulation scheme would serve 467 residential properties south of the Ruakaka River Bridge on Marsden Point Rd., on the side roads Seaview Rd, Princes Rd., Camellia Ave and Marsh St. and along Ruakaka Beach Rd., Bream Bay Drive, Slako Crescent, Kingfisher Court and Garland Rd. as well as the campground (which is estimated at 48 households) and the motel (estimated at 8 households). The houses currently use septic tank systems for wastewater disposal. The camping ground uses septic tanks with the addition of settlement ponds to treat its wastewater. It would be interesting to know who authorised the election hoarding of the Mana Party leader and Te Tai Tokerau MP, Hone Harawira alongside the Bream Bay Community Trust building on the corner of Takutai Place and Peter Snell Road, Ruakaka. If the placement of this hoarding does not amount to an endorsement of this very controversial and polarizing politician, then it certainly looks like it. As the Bream Bay Community Trust purports to offer services to all members of the Bream Bay community and, no doubt, applies for public funding on this basis, this would seem to be a rather foolish move. What next, Labour Party hoardings in the grounds of Bream Bay College, a National Party sign on the roof of the Ruakaka Police Station? The Whangarei District Council’s development of a Rural Development Strategy seems a bit like trying to shut the stable door after the horse has bolted. Rural subdivision has already occurred in some very unlikely places. The best we can do from here on in is to make the most of the situation we have. Small lifestyle blocks don’t necessarily mean land becomes unproductive. There are many small block holders who come up with innovative ways to make their land pay. Those who farm rabbits, worms, alpacas or goats, grow macadamias, lemons, olives or grapes might well be pointing the way to the future. I think the debate between farmers and greenies, that has stymied earlier attempts by the Council to update its rural planning rules, should be lifted to a higher plain. We are all in this together. It is not a matter of the economy verses the environment. In rural New Zealand the economy is the environment. Rick Stolwerk has stepped down from his position as chairman of the Board of Trustees of Bream Bay College after he was asked to resign by the other members of the board. Rick was recovering from an operation and a spell in hospital last week and did not attend the board’s October meeting held on Tuesday 11 October. He declined to make a statement on his position to the Bream Bay News. Graeme Hargreaves has been voted in as the new board chairman. When questioned about Rick’s forced resignation Graeme said, “The working relationship between Rick and Wayne (Wayne Buckland the school’s Principal) wasn’t the best.” Rick replaced the Reverend Peter Dunn, who until the beginning of this year had held the position for 11 years . School boards elect their chairperson at the beginning of each school year. Boards of trustees serve three - year terms The current board was elected in 2010. Rick remains a member of the school’s Board of Trustees and is also a member of the Waipu Primary Board of Trustees. Solar generation system stolen from Helmsdale Rd. An entire solar electricity generating and storage system including: solar panels, storage batteries, a power inverter and a petrol generator was stolen from a house in Helmsdale Rd., Waipu last month. The theft occurred somewhere between Monday 19 September and Saturday 24 September and it is likely that the thief or thieves made more than one trip to the house, as the owner noticed the generator missing on the Monday but thought his tenants may have borrowed this for some purpose. He returned to the property on Saturday 24 after the theft of the system had been reported to him. While he and his wife were inspecting the loss, a vehicle, similar to the one pictured, turned up the drive and then backed out again, driving westward in the direction of Maungaturoto. The estimated value of the items taken is over $10,000 while re-installation would cost another $1,500. We had ticket buyers from all over our area and New Zealand partake in the raffle. The Ruakaka Chief Fire Officer Darrell last wave of buyTrigg congratulating the raffle winers were made ner Chalky White up of a pride ing up to and including the World Cup rugby semi final between Wales and France. Engineer Fraser Campbell (who is working with the Council on this scheme) said no formal vote would be taken amongst affected residents about whether they wish to proceed with reticulation and pay the $10,000. Two public information days on the subject at the Ruakaka Surf Club – the first of these on Saturday10 December from 10.30am to 2pm and the second on Saturday 7 January starting at 2pm. Discussions are also ongoing with the Ruakaka Reserve Motor Camp, Bream Bay Motel and Patuharakeke Te Iwi Trust Board. If the council decides to proceed with the scheme, all households would be required to join and to pay the $10,000. Residents would be given the options of paying for the connection with a lump sum or paying it off over six years at an interest rate of 6%. Mr. Campbell said he expects the Council to make a decision about proceeding early in the New Year. If the go ahead is given, work would begin after July 2012. Police Report • On the 30th of September 2011 a Whakapirau woman drove her car into a house which was being being transported west on State Highway 12 towards Dargaville. She is to appear in the Whangarei District Court at a later date charged with Driving with Execess blood alcohol and careless driving. • On the 11th of October 2011 Philip Bruce Housham appeared in the Whangarei District Court, he was convicted of possessing cannabis for supply. Naresh said that he and Ansu will be forced to stop selling alcohol from the Oasis store when the Alcohol Law Reform Bill becomes law. This is expected to happen in March 2012. Under the new law, district councils will be able to consider “amenity” and “good order” when they make decisions on granting and renewing liquor licences and will be able to take into account such matters as likely noise nuisance and vandalism problems on nearby businesses and residents. As the Oasis dairy is situated in a residential street at Ruakaka Beach, Naresh thinks it would be difficult to renew his license to sell alcohol at this location. The application for the new liquor store was notified on 30 August 2011. Naresh said the date of the opening for the new liquor store would depend on when the Whangarei District Council granted a licence. On Saturday 24th September, the Waipu Caledonian Society held its Sponsorship Dinner at the Caledonian Hall. The Sponsorship Dinner Sub-committee, Ken Couper, Fraser Sim and Annie Everson-Dawn have planned the dinner since June and their efforts paid off. Approximately 60 invited guests turned up to experience a totally enjoyable evening. Everyone was greeted at the door with a dram glass of Athol Brose, which is a Scottish liquor, made for the occasion by Fraser Sim. As people gathered and chatted, Bain McGregor entertained with the bagpipes and then when everyone was seated, the Waipu Pipe Band played several Scottish favourites, followed by four little Scottish dancers, who performed to the tune of Bain’s bagpipes. The favourite dance was the Highland Fling, which was performed without fault. Several speakers addressed the guests, one of whom was Richard Guy, who talked about the Barn which is in the early planning process stage. The Waipu Caledonian Society is working with the Waipu Hall Committee and a group representing the community, chaired by Richard Guy, to ensure that the resulting building meets as many of the community needs as possible. Richard also informed the gathering that he felt every dollar raised by the Waipu Community would help the project to raise a further four dollars from national funding bodies Richard explained the various steps and funding that is needed to be completed before the building can be- gin. He said, this exciting venture would benefit all of Waipu and the surrounding area, including Whangarei as the Barn will host many functions, markets, competitions, etc. and its size will accommodate large groups of people. The Chairman, Don Ewen, introduced Pat Hellier, who is well known to Waipu as he is the number one performer Heavy Weight contestant at the Highland Games. Pat described his experiences at other games that he has entered internationally, as well as the enjoyment he experiences at the Waipu Games each year. He has only missed one game and that was when he attended the Commonwealth Games in Victoria, Canada in 1994. Unfortunately he didn’t end up competing, so he laughingly said he should have come to the Waipu Games after all! Pat said that the Waipu Highland Games are well known and respected around the world by athletes who compete in world heavy weight competitions. The evening ended with a lucky ticket draw and a bottle of Drambuie was won by Harold and Mary McIsaac. Harold is currently the High Commissioner for Clan Donald in NZ. Everyone was applauded for attending and resisting the urge to stay home and watch the ABs trounce the French. Please note that the next Highland Games 2012 will be held on Monday the 2nd January. Year 12 student Makay Crawley has been elected as Bream Bay College’s student representative on its Board of Trustees. The election took place at the end of last term amongst the school’s year 9 to 13 students. There were two other nominations for the position: Laura Andrews and Ciara Swords. Makay takes over from Year 13 student Samantha Ellis, who stood down from the position on the eve of the election. Samantha attended the board’s last meeting with Makay to show him the ropes. Makay said the membership of the Makay Crawley school board is a “very big position and I hope I can fill the shoes that Sam has left.” He said he understood the job to be “representing the school’s students on the board and taking a student perspective to the board’s meetings.” It is a tradition that when new members are elected or appointed to the Bream Bay College board they bring a cake along to the meeting for board members to share for supper. Makay said, “I will have to get Mum to help me with this. I am a terrible cook.” A working group has been formed to advance the cause to the Waipu to Waipu Cove cycle and walking trail. The group comprising: Megan Lea, Mark Fuller, Juanita McGoldrick, Don Ewen, Lyn Jordon, Richard Greaves and Marilyn Cox meets once a month and is looking into becoming a registered trust so it can apply for funding. The Whangarei District Council supports the project and has appointed a young engineer, Daniel Richards to work with the group. Councillor Shelley Deeming also attends monthly meetings. On the advice of Brian Plunkett, who has been a major player in the building of a 15 kilometre walking trail in Paparoa, the group has decided to commission a scoping report looking at the route the cycle way will take, methods of construction, likely obstacles and approximate costs. The first stage of the trail has been decided and will run between Waipu township and Riverview Place – a distance of approximately three kilometres. At the September meeting Don and Melanie Mitchell who own the farm between the Flagstaff Subdivision and Waipu said they supported the idea of the cycle and walking trail and would allow the trail to run over their land. The project has also gained the support of Waipu Primary Year six students who wrote letters to the Council urging that the cycle way be built. On Friday 23 September Deputy Mayor Phil Halse returned to the school to thank the children for their support for the project. I have heard a lot about Jean Dyer’s garden and, as it will be one of six gardens to feature in this year’s Marsden Bay Garden Club’s garden visits on Saturday 29 October, here was my opportunity to have a look for myself. When Jean and her husband Lloyd moved to this two and a half acre section adjoining the Ruakaka River it was a bare paddock. That was forty - five years ago and now there are many large towering trees and the garden is filled with birdsong. “It’s not all in garden,” says Jean. “Quite a bit of it goes down to the river.” Nevertheless this is a large garden and it is remarkable to think that this sprightly seventy-six – year - old woman cares for it pretty much on her own. The garden has many plots of roses. Jean and Lloyd were both members of the rose society and Jean has kept up this interest since Lloyd’s death 23 years ago. At this time of the year the first roses are just starting to appear. A big dusky pink rose bud is opening on one bush. “That’s Silky Mist. It does well for us at the shows,” Jean says. Lily ponds at varying levels, so the water flows down from pond to pond are another feature of this garden. Jean explains the connection been goldfish ponds and roses. “When we first tried to grow roses here we had By Marilyn Cox a lot of trouble with possums. Lloyd came up with the idea of making a kidney shaped rose garden and surrounding it with a pond to keep the possums off.” As the ground was at different levels this became two ponds with a narrow bridge across to the rose garden. Jean thought the possums would go across the bridge but for a long time they never did. When one finally worked out how to get at the roses, she put a trap on the bridge and caught him. She is keeping a close watch on a hollow branch high up in a Melia or Indian Bead Tree. For the past two years kingfishers have nested here. A prospecting kingfisher is showing interest this spring. We catch a glimpse of turquoise wings as he takes flight. Tui also nest in some of the taller trees. As for blackbirds and thrushes, Jean needs to keep solid wire-netting hoops over her strawberries otherwise she wouldn’t get a look in. The vege garden plot isn’t as large as it was. “You don’t need so much when there is just one of you”, says Jean. She uses part of the vege patch to strike cuttings. There are lots of blue flowers around to attract bees. In fact the whole garden is rich with flowers. Monarch butterflies are present all year around. There are many special rare plants, not lined up on a hothouse shelf, but incorporated into the garden design. The deep red flower spikes of the Poor Knights lily sit in front of some red geranium, white cherry blossoms and yellow daisies. Jean has the largest Tecomanthe Speciosa vine I have ever seen. “Many years ago we put this here beside the tap so we could keep it watered and it just grew from there. A single specimen of this plant was discovered on Great Island in the Three Kings group during a scientific expedition there in 1945. No other specimens have ever been found in the wild. ! "#$! The organisers are offering a special early bird prize, a pair of running shoes donated by Smiths Sports Shoes to be chosen from one of the people who get their entries in by Monday 31 October, less than a week before the event on Sunday 6 November. In past years the bulk of the entries have come in during the last week. Organiser Susan McRae says it makes things a lot easier if the completed entry forms arrive early so all the processing can be done before the last minute panic, which always occurs before the starting gun fires. To encourage young people to take part there is a special prize – a skateboard donated by the Whangarei shop Inferno, which will be given out as a spot prize to a school student. There are also special spot prizes for participating family groups. As usual there is a huge list of spot prizes for participants including: meal vouchers to the Pizza Barn and to Bream Bay restaurants Waterline and Y/Not, passes to Northland attractions such as the Kauri Museum, Fullers cruises, the Whangarei Aquatic Centre, Whangarei 10 Pin Bowling, and Auckland attractions such as Kelly Tarlton’s Underwater World and Rainbow’s End. Timber lots can be sorted for clients and transported directly to their customers once the treatment process is complete, making for efficiencies in handling and transportation. Up to 15 truck loads of timber can pass through the site each day so the handling and dispatch of timber products needs to be well organised. Once the new plant is complete, it will provide eight more jobs bringing the total number of people employed at North Sawn Lumber in Ruakaka to 32. Garth says he employs skilled people who he can confidently leave to oversee the various operations, while he concentrates on business development. North Sawn Lumber began in 2001 in Whangarei before moving to Ruakaka. In 2003 most of the company’s operations moved to Ruakaka because it “needed space to grow.” In 2007 the company purchased a treatment operation in Mount Maunganui, which services a number of customers in that region including Carter Holt Harvey. At present the timber processing and treatment plants take up three hectares of space leased from Mr. Keith with another 2 hectares available, if and when it is needed. Garth says John Keith is “a good accommodating landlord. He has helped us out and has worked with us through the ebbs and flows of business and support like this is important when a company is growing.” Does all the negative talk around about the state of the American and European economies worry him with so much investment at stake? Garth acknowledges that recent times have been tough. But he leaves the overseas marketing to his customers and concentrates on providing a good timber processing service for them. “Recessions come and go in cycles and things will pick up again. Newhook imposed a 20 - hectare minimum lot size rule on coastal countryside and countryside zones in the Whangarei District as a holding measure until the Whangarei District Council put in place planning controls to protect landscape, bio-diversity, land productivity and amenity values in its rural areas. In the face of opposition from some landowners, who did not want additional controls on the use of their land, the council backed away from the Landscape Review it attempted in 2006. The fourteen relevant issues identified in the Rural Development Strategy consultation booklet are: • Rural economy, commerce and industry • Rural settlements, character and sense of place • Open space and recreation • Subdivision and land use • Landscapes • Indigenous vegetation and bio-diversity • Heritage • Reverse Sensitivity • Transport • Minerals and aggregates • Network utilities • Contaminated sites • Hazards • Energy. A free support service for the families of people affected by mental illness now holds regular clinics at the Bream Bay Community Trust. The next clinics will be held on Wednesday 9 November and Wednesday 7 December from 10am to midday. Appointments are preferable but not essential. Francil Tarau- Eagle said Supporting Families in Mental Illness is a service that supports family (whanau), work colleagues and friends who look after someone affected by mental illness. The service is mobile, independent and confidential., “We can visit you in the home, at a mutual setting i.e. at a café, in our office at 4 Donald Street, Regent, Whangarei or at the Bream Bay Community Support Trust.” Francil said, the service can offer help in understanding mental illness and how it can be treated. It can assist in identifying and contacting mental health services, preparing for meetings to ensure that your views are heard and give tips on how to best support your friend or family member. Francil said Supporting Families in Mental Illness is also a place where families can vent their frustrations, either over the phone or in a meeting, and also provides a support group where families with something in common come together and discuss some of their issues. The service is also considering holding a clinic in Waipu.
