Guidelines for the Display of Vertical Banners on Public Street Lamp

GUIDELINES AND TECHNICAL REQUIREMENTS
DISPLAY OF VERTICAL BANNERS ON PUBLIC STREET LAMP POSTS
Submission
1.
The displaying of vertical banners on the lamp posts within public street is only allowed for
national events, major festivals (E.g. National Day, Christmas Day, Hari Raya Puasa,
Deepavali, Chinese New Year etc.) and events supported or organised by a relevant
government agency.
2.
Lamp-post spaces (mainly within the city area) are managed by different agencies. The list of
roads & respective application procedures are provided on their websites listed below.
2.1 Lamp post banner spaces around Orchard Precinct are managed by Singapore Tourism
Board (STB). The list of roads & application guidelines is at this website:

2.2 Lamp post banner spaces around Marina Bay Precinct are managed by Urban
Redevelopment Authority (URA). The list of roads & application guidelines is at this

2.3 Lamp post banner spaces around Arts & Heritage District (i.e. Bras Basah area) are

For lamp post banner spaces outside the above precincts and within public streets, the
application may be sent to the following LTA officers.

We can only consider your request when we receive a document addressed to Land Transport
Authority (LTA) Road Asset Regulation and Licensing (RARL) from the relevant government
organisation supporting your event.
4.
The following applies to submissions made to LTA:
4.1. Banner space booking will only be open 90 days prior to the banner installation start date.
4.2. Maximum number or roads allowed for each application is 6 roads. However, we may
consider allowing more than 6 roads if the requested banner spaces are along an event
route (i.e, running, cycling event etc).
4.3. Maximum display duration is 1 month.
4.4. Display start date should not be more than 1 month before event commencement date.

5.
The applicant is required to submit the following details to LTA for assessment / evaluation.
5.1. Supporting letter from any relevant Government Agency for your event. Please take note
that the supporting letter should be addressed to LTA.
5.2. To fill up the required details in the Banner Request Form, provided by LTA on the
receipt of supporting letter.
6.
Upon the receipt of documents (Supporting letter & completed Banner Request Form) please
allow our officers at least 30 days to process the application and they will update the applicant
with the banner space availability.
7.
All applicants are required to submit, for assessment/evaluation, the soft copy of the banner
artwork (PDF, JPG less than 5mb) at least 30 days before the start of the allocated display
period. Any delay in submission will affect the approval process.
Banner Design
8.
The banner design requirements are as below:8.1. The size of the banner shall be not larger than 3 metres by 1 metre for non-decorative
lamp posts and 3.5 metres by 1.2 metres for decorative lamp posts (i.e. in the Civic
District, Orchard Road, Tanglin Road and Scotts Road). The size of banner should be
taken into consideration to suit the type of lamp post for displaying/ mounting.

8.2. A minimum space of 50% should be allocated for key messages

8.4. The name or logo of the sponsors and organizers must not exceed 15% of the banner /
design space. All sponsor logos and organizer logos are to be displayed at the bottom
section of the banner. Please be reminded to include the name or logo of the government
agency supporting your event at the bottom space of all the banners (excluding those
using STB, URA and NAC templates).
8.5. The design and colour of the banner should not be similar to any road-related signs,
traffic signs and traffic light to avoid confusion to motorists.
8.6. Banner should not contain too much text as this would result in the banner being too
cluttered and hence will be ineffective in communication key event information.
8.7. Commercial messages such as information on ticket prices or call-to-action are not
allowed in the banner design. However, information messages such as, website address or
hotlines specific to the event can be including. For example, Sistic hotlines: 6348 5555 or

8.8. Banner design should conform to the guidelines set by the Advertising Standards
Authority of Singapore. Applicant shall not put up any graphics that are immoral,
indecent or obscene in nature or racially or religiously offensive to the public.

If the event is supported by Singapore Tourism Board (STB) or National Arts Council
(NAC), please approach them to get the banner design assessed and approved. Upon the
clearance of the banner, please forward the approval email and approved artwork from the
relevant agency to LTA for our review and processing.
10.
For lamp post banner spaces managed by LTA, we do not charge for use of the space.
However, under the Building Control (Outdoor Advertising) Regulations, all signs to be
displayed outdoor on any premises must have a licence granted by the Building and
Construction Authority.

Installation / Maintenance of Vertical Banners

Upon allocation of banner space availability, the applicant shall be responsible to conduct
a site recce on the location that they are allocated to place the banners. Site survey shall
also include the recording the identity numbers of the street lamp post to ensure that they
do not fall under the excluded list in Annex A, and to observe the type of lamp post. The
size of banner should be taken into consideration to suit the type of lamp post for
displaying/ mounting.
13.
Banners may be displayed on lamp posts along all roads, subject to space availability,
except on Expressways (including slip road exiting from and leading to expressway),
Flyovers and Overhead bridges (unless otherwise approved by LTA or its appointed
agents), provided that the applicant have obtained approval from other relevant agencies.
They must be located 50 metres away from any signalized junction.

Each lamp post can carry one banner and can be single sided only. However for roads with
decorative lamp posts, banner can be either single or double sided.

15.
All banners shall maintain a minimum height clearance of at least 2.2 metres above the
walkway/ grass verge and minimum lateral clearance of 600 mm away from the road kerb
edge. Banners on lamp post immediately before traffic lights shall have a minimum height
clearance 3m above ground. The lamp post number and the service door must not be
blocked at all times.
16.
No drilling, riveting or welding shall be allowed for mounting of supports on the lamp
post/ traffic light post/ traffic sign post.
17.
Banner shall not block/ obstruct any road facilities, for example, pedestrian footpaths,
walkways, street lights, traffic lights, traffic/ informational signs, , Arterial Variable
Message Sign, Parking Guidance Sign directional signs, overhead gantry signs, J-eyes
cameras, surveillance cameras wireless antenna panels and bus stops. Appointed
Contractors from LTA may remove such banners and the cost incurred shall be borne by
the applicant.
18.
Where decorative lamp post with metal rods for fixing of banners are provided (i.e. in the
Civic District, Orchard Road, Tanglin Road and Scotts Road), these shall be used for
displaying vertical banners only.
19.
For decorative lamp posts, the applicant shall arrange joint site meeting with LTA’s Term
Contractor before and after the display with 7-days’ notice. The applicant is responsible to
take photographs to record the conditions of the lamp post, footpath, road and street
furniture before commencement of the work and submit it to LTA should there be any
defects found. After the event, the applicant is responsible to make good any defects,
which were not recorded in the photographs.
20.
Banners and any accessories used to restrain flapping shall be securely installed to the
lamp post by using a suitable mounting method, so as not to cause any dislodgement. They
shall not interfere with any of the electrical parts of the lamp post and become hazardous
to the workmen or the public.
21.
U-Clamp with PVC sleeves must be used to mount the banner on all galvanised lamp posts
without metal rods. Appointed Contractors from LTA will remove any banners on lamp
post found not using U-clamp with PVC sleeves. The cost incurred shall be borne by the
applicant. The applicant will be responsible to make good any defects, scratches or
damages on the lamp posts at their own cost after the event.

23.
The applicant is responsible to ensure the banners cleanliness and condition during the
period of display. The applicant shall replace any torn banners immediately.

24.
The applicant shall undertake to conduct daily inspections to ensure that the structures/
banners are adequately secured, clean and safe. LTA reserves the right to request the
organiser to remove them immediately if they are found to be hazardous.
25.
Please be informed that LTA does not provide any authorized vendors for the printing,
installation, maintenance and de-installation of banners.
26.
Public liability insurance and other insurance shall be readily available when requested by
LTA.
27.
The applicant shall be responsible to address any public feedback that may arise from the
installation/ display of the banners etc. and related enquiry.
28.
The applicant shall remove the approved banners immediately to allow maintenance/
repair work to the affected lamp posts by LTA as and when required by LTA at their own
cost.
29.
All the banners and their supporting structures are to be removed immediately once the
approved date has expired. Otherwise, LTA will remove the structures/ banners and the
cost incurred shall be borne by the applicant.
30.
LTA reserves the right to revoke any approval and also the right to instruct the immediate
removal of the banners at the applicant’s cost without any compensation as and when
required.
31.
The applicant is to be responsible and address any feedback directly to Singapore Police
Force (SPF) if the surveillance cameras and wireless antenna panels were found to be
blocked/ obstructed / adjusted during installation/ dismantling/ maintenance. The applicant
shall bear the full cost in making the said equipment back to its original state to the
satisfaction of SPF.
32.
The applicant shall be responsible for any incident or damage and shall indemnify the
Government, Government Agencies and LTA against all proceedings, action, claims,
demands, damages, injury to persons (whether fatal or otherwise), loss or damage to
property, costs and expenses whatsoever and howsoever arising out or in connection with
damage to the property/ surrounding properties or injury to person(s) from the banner
display and during installation/ dismantling works.
33.
Unauthorised banners shall be classified as illegal advertisements and enforcement
action would be taken against the applicant under the “Street Works (Advertisement
on Road Structures, Road Related Facilities and Public Streets) Regulations 2003”.
34.
Failure to comply with any technical requirements will result in applicants and their
appointed contractor being blacklisted and will not be allowed to apply for future
applications up to a period of 3 months.
