The National Guard Association of the United States
(NGAUS) held its annual conference at Nashville, Tennessee,
this year from 11-14 September. 42 people attended, 21
served as delegates while others participated in committee
meetings or represented Oregon's interests on various Task
Forces. Nearly 90 resolutions were approved by NGAUS to
form the legislative agenda for next year, which included
twenty-four Air resolutions, 43 Army resolutions and twentyone Joint resolutions.
In recent years, NGAUS has played a crucial role to ensure
that National Guard leaders have an enhanced voice and
position in the Department of Defense decision-making
process. In 2008, NGAUS worked with Congress to pass
the elevation of the Chief of the National Guard Bureau
(CNGB) from a three-star to a four-star billet. In 2011,
NGAUS successfully pushed through Congress a seat for
the CNGB on the Joint Chiefs of Staff and re-established a
three-star Vice Chief position. The National Guard now
has greater influence on decisions made at the highest
levels in the Pentagon.
During the 2015 NGAUS Conference five members of
Congress spoke: four are currently serving in the NG and one
who previously served. They provided inspirational stories of
their experiences in the military and explained what led them
to serve in congress. They all reiterated that the National
Guard receives strong bipartisan support on Capitol Hill.
Other guest speakers included the Chief of Staff of the Army,
General Mark A. Milley, the Commander of U.S. ArmyEurope, LT General Ben Hodges and several others. All of
the speakers encouraged questions afterwards, which provided
a very open dialogue on some controversial issues to include
the Army’s Aviation Restructure Initiative, budget dollars for
training, equipment and manning as well as the discrepancy in
Joint qualification standards for ARNG officers as opposed to
Active Army officers.
General Milley stated that he agrees “in general” that the
Army Guard “should more or less be structured the same” as
the Active Army, but that they are not a mirror image, nor
should they be. He said all organizations, even within the
Active Duty are uniquely structured. He stressed that the
ARNG is an equal partner at the table, and that in a full-scale
war, the NG would be needed as a combat reserve. He
affirmed that it was his “personal responsibility as the chief of
the entire Army to make sure that the combat reserve is
trained, manned and, yes, equipped to be able to do that
function”. LT General Hodges stated in no uncertain terms
that the Army needs the National Guard with the greatly
reduced Army presence in Europe since the end of the Cold
War, and the growing threats from a belligerent Russia.
Several speakers, including Major General Rees (R)
stressed the critical importance of inter-dependence between
the components. The ARNG must maintain surge capability,
in which they can immediately respond to a follow-on surge.
The ARNG must keep its forces at a high level of training and
inter-dependence. It requires a change in culture among all
the components, but many in the audience agreed that the
culture has already changed for the most part, except for at the
higher echelons. It was suggested that multi-component
experience should be mandatory for senior leaders.
I encourage all officers to attend the State National Guard
Association conference coming up on 30 April at the
RiverHouse Resort and Conference Center in Bend, Oregon. I
also ask you to consider membership in professional
organizations such as the Oregon National Guard Association,
Association of the United States Army, Army Aviation
Association of America, Society of Military Engineers, etc.
Membership in professional organizations is beneficial
because of what you can learn and because of the strength of
the unified voice in shaping processes of our national
government. Make a difference for the future of the National
Guard.

The State Conference will be held at the
Riverhouse in Bend on April 30. This is an
opportunity for members of the Oregon
National Guard to come together and share
with their Guard family. The Officer and
Enlisted associations will have a joint session
followed by their individual business sessions.
A Golf Tournament is scheduled for Friday,
April 29th and it will be a Scramble.

ORNGA Scholarship Program:
This year ten individuals will be selected to
receive a $1500 scholarship. The recipients will
be selected by a review panel based on
leadership, motivation and academic
excellence.
At the Military Ball, the ORNGA will raise funds
for the Scholarship Program with the “Mystery
Bag Event” and Silent Auction.

The ORNGA Board sponsored six Captains
and one Warrant Officer 1 for the 138th
NGAUS Conference that took place in
Nashville. These young officers received an
education on the importance NGAUS plays in
representing the issues of the National Guard
on Capitol Hill. This year NGAUS achieved
many Legislative accomplishments which will
be highlighted in this newsletter.
