The Complainant submits this complaint to the Court and states that there is probable cause to believe

Charge Description: On or about January 10, 2017, in the County of Anoka, Minnesota, DESZION
MARQUESE WRAGGS, did intentionally and without claim of right take, use, transfer, conceal or retain
possession of movable property of another without the other's consent and with intent to deprive the
owner permanently of possession of the property, and the value of the property or services stolen is not
more than $1,000, and the property stolen is a motor vehicle.

Charge Description: On or about January 10, 2017, in the County of Anoka, Minnesota, DESZION
MARQUESE WRAGGS, did being a parent, legal guardian, or caretaker, willfully deprive a child of
necessary food, clothing, shelter, health care, or supervision appropriate to the child's age, when the
parent, guardian, or caretaker is reasonably able to make the necessary provisions and the deprivation
harms or is likely to substantially harm the child's physical, mental, or emotional health.

STATEMENT OF PROBABLE CAUSE
On January 10, 2017 at 12:19 a.m., Officer Hemmerich of the Ramsey Police Department observed a van
on the roadway swerve and make several illegal turns. Officer Hemmerich was concerned the driver was
intoxicated and stopped the vehicle in the area of Xkimo St. NW and St. Francis Boulevard NW, City of
Anoka, County of Anoka, State of Minnesota. While speaking with the female driver, Officer Hemmerich
could smell a strong odor of burned marijuana coming from the vehicle. A male was sitting in the
passenger seat. He was identified as DESZION MARQUESE WRAGGS (DOB 1/7/1991), hereinafter
Defendant. Checks on the vehicle showed it was reported stolen out of Missouri.
Seven children were found in the van, five of which were five years of age or younger. One of the children, a
one-year-old, was in a booster seat but was not properly buckled into it. The five youngest children were all
in the rear seat of the vehicle with clear packing tape over their mouths. Officers were eventually able to
wake the children. One of the older children informed officers the children had tape over their mouths
because they were playing with it. Defendant is the father of all seven children.
In a search of the vehicle, officers located a loaded handgun magazine on the floor directly behind the
driver’s seat. A Taurus .40 caliber handgun was found under the second row seat, located near the feet of
several of the children. In a statement, Defendant admitted the handgun was his and that he had placed it under the seat. He also
admitted he did not have a permit to carry a firearm and he did not have a case for it. Finally, Defendant
admitted he had rented the vehicle for a “few days” about a month ago and believed he did not have any
money left on the credit card that he used to rent the vehicle.
