Exciting Additions to the 2016 Conference!
Pre-Conference Session
An Overview of Systematic Instruction for Job Coaches
Featuring Michael Callahan, Marc Gold & Associates
Iowa-APSE is thrilled to offer this Pre-conference session focusing on systematic instruction for job
coaches. This pre-conference session will provide an overview of the role of systematic instruction in
supported employment, a discussion of the role of job coaches, and a brief discussion of the
components of teaching systematically. There are implications for job coaches, job developers, and
managers in this overview.
This session will begin at 9:00 AM and concludes at noon September 28, 2016, and requires
separate registration.
Michael has consulted throughout the US, Canada and Europe in
the area of employment and transition for the past 35 years. He
has worked with Marc Gold & Associates (MG&A) for 37 years
and has served as president of the organization since Marc
Gold’s death in 1982. MG&A is a network of consultants that
provides training, technical assistance and content certification to
systems, agencies and families interested in insuring the
complete community participation of persons with significant
disabilities. He is a co-author of two "how-to" books on
employment for persons with significant disabilities, Getting
Employed, Staying Employed and Keys to the Work Place. He
has written numerous articles, chapters, manuals and curriculums
pertaining to employment. He is a former national board member
for TASH and was a founding board member of APSE. Michael’s current work focuses on
Customized Employment and Discovery as an extension of the concept of supported employment for
persons with significant disabilities.

Key Notes
Paul Wehman
Dr. Paul Wehman is a Virginia Commonwealth University Professor of
Physical Medicine, Rehabilitation and Chairman of Rehabilitation
Research with a joint appointment in the Departments of Special
Education and Disability Policy and Rehabilitation Counseling. He
helped to pioneer the development of supported employment at VCU
in the early 1980s which is now adopted internationally. He has been
heavily involved in the use of supported employment with people who
have severe disabilities such as those with severe intellectual
disabilities, brain injury, spinal cord injury and autism, as well as
transition from school to work for youth with disabilities
Dr. Wehman serves as Director of the VCU Rehabilitation Research
and Training Center on Employment and Director of the VCU Autism Center for Excellence (ACE). He
has researched, written, instructed and presented extensively on issues related to transition from
school to adulthood and special education as it relates for young adulthood. He has published more
than 200 articles, 115 book chapters, and authored or edited 43 books.
He has most recently been the recipient of the 2014 Princeton Lecture Series Fellowship through
Eden Autism Services.
He is founding Editor-in-Chief of the Journal of Vocational Rehabilitation. He has been the principal
investigator of more than $70 million worth of federal grants since being at VCU.
Serena Lowe
Serena is a Senior Policy Advisor within the Administration on
Community Living’s Office on Policy Analysis & Development. In this
capacity, Serena serves on the CMS HCBS implementation team,
which is responsible for supporting states in the successful
implementation of CMS’ 2014 final rule on Home & Community
Based Services. Prior to joining ACL, Serena served as a Senior
Policy Adviser at the U.S. Department of Labor’s Office of Disability
Employment Policy (ODEP). In this capacity, Serena was responsible
for a number of Federal policy initiatives focused on promoting the
socioeconomic advancement of citizens with disabilities, including the
Department’s Employment First State Leadership Mentoring Program
(EFSLMP).
Prior to joining ODEP, Serena was the Founder of Aneres Strategies
LLC, a government relations consulting enterprise focused on developing innovative public policy
strategies aimed at promoting the socioeconomic empowerment of low-income working families,
citizens with disabilities, and other at-risk populations. During this time, Serena also served as the
Executive Director of the Collaboration to Promote Self-Determination (CPSD). Early in her career,
Serena worked as a legislative advisor to two Members of the U.S. Congress. She holds a B.A. in
International & Public Affairs from Westminster College; an M.P.H. in International Health Policy and
M.A. in International Development Policy from George Washington University; and a PhD in Public
Administration from American University.

Job developers, job coaches, transition employment specialists, job placement
personnel, and employment specialists/consultants can earn the designation of
Certified Employment Support Professional (CESP) by passing the national CESP
examination.
WHAT IS CESP?
CESP is a national credential for those who assist people with disabilities with their
employment goals. The CESP credential is earned by passing a comprehensive
examination based on national standardized competencies, developed via a rigorous
process in compliance with the guidelines of the National Commission for Certifying
Agencies.
