SCHOOL FIELD USE:




SMUSD agrees that “SM Youth Groups” will have priority “Community Use” on all elementary
and middle schools sports facilities per MOU.
Groups must provide “field use” permits & Certificate of Liability Insurance to SMUSD by:
January 13, 2017. NO ACCESS UNTIL FORMS ARE TURNED IN & APPROVED BY SMUSD.
Groups are responsible for trash and clean-up after each use. Please chain up all soccer
football / lacrosse goals etc.

PALOMAR COLLEGE
MINKOFF SOCCER FIELD:





Palomar College agrees that “SM Youth Groups” will have priority Community use on their
available sports facilities.
Groups must provide “field use” permits & Certificate of Liability Insurance to use field by:
January 13, 2017.
Groups must adhere to all Minkoff Soccer Field and Parking rules.
Groups responsible for trash and clean-up after each use.
Groups using Minkoff Field must use parking lot adjacent to the field, and if needed Lot 9-A as
overfill parking.
FACILITY USAGE AGREEMENT:
 All groups agree to postpone all practices and games when fields are wet caused by inclement
weather, over irrigation, or any other condition which could cause excess damage to the
sports fields. Please adhere to “FIELD CLOSED” signs that are on the fields due to conditions.
 All groups agree that all “OFFICIAL” league scheduled games will take priority over all
practices.
 All groups agree to minimum practice area according to the number of teams present.
 All groups agree to monitor all fields for worn areas and move to different areas when needed.

WITH PRIORITY TO *RESIDENT YOUTH
GROUPS.

NOTE: ALL YOUTH PRACTICES MUST
END 15 MINUTES PRIOR TO THE START
OF THE FIRST ADULT SOFTBALL GAME.
CONTROL-LINK LIGHTING SYSTEM:
• Each YSC organization is responsible for scheduling practice and
game lights.
• Each YSC organization will be given 1 user code and password for
Musco Control-Link. Each member will be billed for lights used under
their user name and password. Use caution when supplying password
to volunteers or coaches.
BALLFIELD LIGHT FEES POLICY:
SM TRADITIONAL RESIDENT YOUTH SPORTS GROUPS:
• Starting January 1, 2014 Groups field light rate will remain at $21 per
hour.
FIELD PREP. / SET-UP:
• All groups are responsible for their own field set-up.
• For any work other than routine “FIELD PREP or SET-UP” please
contact Art Sotelo – Public Works Manager at (760) 752-7550 x 3224
(ex: dragging of infields with proper training and vehicle, lining fields,
raking, installation of base pegs, soccer goals, etc.)
• SM Pop Warner may use their own utility carts at Connors Park (adults
only).
• SM Pop Warner agrees to no driving or parking at upper Bradley fields.
CONCESSION STAND USE:
• Youth groups agree to keep city concession/storage buildings and
surrounding areas clean and uncluttered.
• Youth groups are responsible for maintenance/wear & tear on city
concession buildings both inside & outside.
TOURNAMENT FIELD USE POLICY:
All San Marcos Youth Resident non-profit sports groups hosting a
tournament that accepts non-resident teams will pay for use of the city
sports fields. The sports field fee will be based upon the City of San Marcos
Community Services Commission’s “Classification and Facility ChargesSports Fields” Updated and approved on December 21, 2011.
In addition:
A Public Works parks employee or an assigned contractual maintenance
person will be assigned to all major all-star or tournament events. They will
be responsible for all standard park support tasks and emergencies during
the course of the event. All groups must provide payment for these services
at the following rates:
Full-time supervisor or part-time employee: TBD by Public Works
Contractual maintenance person: $32.50 per hour.
AED’S:
The City requires training for the use of AED’s. AED units are located at
Bradley Upper & Lower Softball Fields, San Elijo Hilltop and Lower Fields,
Mission Park, Walnut Grove Park, Hollandia Park and Sunset Park. The city
will train all group coaches using fire department or city lifeguard personnel
free of charge.

SOCCER / FOOTBALL TURF MAINTENANCE PROGRAM
Please assist us in making your game fields safe!!
Inform your coaches of the following procedures:
• Replace all semi-permanent and permanent goals with portable ones and put in place
only on game days.
• Allow no practice in goal areas.
• Only practice cross-widths across game fields.
• If goals are not removable, paint “NO PRACTICE IN GOAL AREA” on crossbar.
• Move goals forward and back or side to side to help relieve wear in goal area every two
weeks.
• Move touch lines from inside to further outside to help prevent wear along the lines.
• “Dot” all field corners after shifting them to save time and not have to re-measure them.
• Adhere to all field closed signs put out by the Parks Department or City Park
Caretakers.
• Do not allow any games on fields that are wet to be played on.
• Allow and plan for the “Field Closed” periods for rest/renovation/recovery of turf.
• Shut down all unnecessary lights, which encourage “walk-on” night play.
• Completely remove all soccer goals & football goalposts during each off-season.
CITY / JOINT USE FIELD CLOSED POLICY
SPORTS FIELDS MAY BE CLOSED AT THE DISCRETION OF THE COMMUNITY
SERVICES PARKS DEPARTMENT OR THEIR DESIGNATED REPRESENTATIVES.
CLOSURES ARE KEPT TO A MINIMUM WHEN FIELDS REMAIN IN PLAYABLE
CONDITION. PRIORITY IS GIVEN TO MAINTENANCE NEEDS, REST AND
RENOVATION PERIODS, AND SUSTAINABILITY FOR ALL CITY OF SAN MARCOS
SHARED ATHLETIC FIELDS. THE CITY/JOINT USE MAY CLOSE FIELDS FOR ANY
OF THE FOLLOWING:
 WHEN THE CITY ENGAGES IN WORK INVOLVING ANY OF THE FIELDS.
 WHEN THE HEALTH AND SAFETY OF PARTICIPANTS ARE THREATENED
DUE TO IMPENDING CONDITIONS, INCLUDING BUT NOT LIMITED TO:
INCLEMENT WEATHER, OVER IRRIGATION, MUDDY OR WET CONDITIONS.
ETC.
 WHEN USE COULD CAUSE EXCESS DAMAGE TO FIELDS IF PLAYED ON.
ALL GROUPS AGREE TO POSTPONE ALL PRACTICE AND OR GAMES
WHEN “FIELD CLOSED” SIGNS ARE POSTED.
CRITERIA USED TO DETERMINE PLAYABILITY:
City staff will inspect all city athletic fields and determine the playability of those athletic
fields using the following criteria:
Baseball and Softball In-Fields:
 Staff will step onto the playing surface to determine moisture content. If his / her
foot sinks into the topsoil at least 1/2 “, the field will be deemed unplayable.
Multi-Purpose / Baseball & Softball Outfields-Turf:
 To determine the playability of turf areas such as soccer, football, and
baseball/softball outfield areas, city staff will walk the fields looking for saturated
or areas of pooling water. If found the field will be deemed unplayable.
