To experience freedom as whole persons through Jesus Christ: • Challenge local units to work at a local mission on Make a Difference Day. • Purchase Children's Sabbath material from Children's Defense Fund for Social Action Coordinator and Membership Nurture and Outreach Coordinator and President. Coordinators will use the resource to write KEDE articles, website updates to inform local units about observing Children's Sabbath. Coordinators will include Children's Sabbath in their District Officers training. • Introduce Children’s Sabbath with information at DO-IT Day at plenary. Provide more detailed information for Social Action Coordinators and Presidents. • Challenge all officers to be active members of the Action Alert Network. • Bring Action Alert Sign-up forms to every meeting/event. Collect completed forms and mail to Washington, DC. • At each Executive Committee meeting, the Social Action Coordinator will lift up an Action Alert for the team to respond to. Preference shall be given to alerts that align with our priorities. II. To develop a creative, supportive fellowship: • Each conference officer will be responsible for mentoring at least one district officer. This includes making at least bi-monthly contact with officer, providing assistance as needed and praying for her daily. Conference Officer must provide name of mentee(s) to the Conference President. III. To expand concepts of mission: • Vice President and Spiritual Growth Coordinator will challenge their District counterparts to promote UMW Sunday. • Vice President and Spiritual Growth Coordinator will share UMW Sunday Sample Services provided by United Methodist Women at District Officer Training. • Spiritual Growth Coordinator will maintain a speaker's bureau to share with local units looking for a speaker for UMW Sunday. The names will be speakers who support UMW and interpret the purpose and mission work of United Methodist Women effectively. 5 • The Mission Team will read a book on poverty from Reading Program list. The Secretary of Program Resources will make the recommendation at the January Meeting. At the April meeting there will be a group discussion about the book. The discussion will be led by the Secretary of Program Resources or someone that she appoints. IV. To participate in the global ministries of the church: • Education and Interpretation Coordinator will promote Seven Star giving at every conference event i.e., table display, skit, sharing a Response moment, etc. • Each conference officer will strive to be a Seven Star member. • At each Executive Committee meeting, the Spiritual Growth Coordinator will identify someone to whom the team will send a Gift to Mission Birthday Card. Each team member will sign the card. President: 7 Mission Studies and Mission u Each year United Methodist Women members prepare for faithful living and action by studying mission studies. Mission studies are offered each year – a geographical, topical, and spiritual growth study. These studies motivate, inform, and enrich our commitment to global ministry. The following rules were adopted October 2012. I. Nominations, Elections, Appointive Procedures and Tenure A. Elections and Voting Procedures 1. Elections shall take place at the District Annual Meeting. 2. All members of local units of United Methodist Women within the Beacon District are voting members. In the absence of a unit, women who wish to belong to the organization are eligible for district membership upon approval of the District Executive Committee. Members present constitute a quorum. 3. Nominees for office shall be reimbursed for travel expenses to attend the District Annual Meeting for election and installation of officers. The chairperson of the Committee on Nominations shall inform the nominees of this procedure when they are first asked to serve. 4. All district officers shall be required to attend the New Officers Training Event (Do-It-Day) held by the NC Conference in November. The chairperson of the Committee on Nominations shall inform the nominees of this procedure when they are first asked to serve. 5. Those elected shall assume their duties January 1. 6. Files, records and materials shall be turned over to the incoming officers as soon as possible after election at the District Annual Meeting, and the transfer shall be complete by January 1. 7. The President shall appoint the following leadership. a. Other committees for expansion of specific program areas or needed services for implementing the purpose of the UMW. b. The 39 & Under District Representative c. Editor of The Lighthouse, the district newsletter d. Archives and History Representative e. Any standing committees f. A conference officer shall be assigned to each district annually as an interpreter and resource person based on guidelines from the NC Conference UMW. B. Tenure Officers shall be elected for a two-year term, with the option to serve an additional two year term. II. Committees A. Executive Committee 1. There shall be an Executive Committee of the district organization composed of the President, who serves as chairperson, Vice President, Secretary, Treasurer, Chairperson of the Committee on Nominations, the four Mission Coordinators, the Secretary of Program Resources, the Communications Coordinator, the Cluster or Sub-District Leaders, the Chairpersons of any appointed committees, the District Superintendent, the NC Conference contact person, the District Representative for 39 & Under, the editor of the 9 2. 3. 4. 5. 6. 7. newsletter, members of the Committee on Nominations, and members-at large. The Executive Committee shall meet at least twice a year and upon call of the President. Voting members shall be the President, Vice President, Secretary, Treasurer, Secretary of Program Resources, the four Mission Coordinators, Communications Coordinator, Chairperson of the Committee on Nominations, the Cluster or Sub-District Leaders and the District Superintendent. Members of the Committee on Nominations other than the Chairperson are non-voting members. Other non-voting members are those persons appointed by the President, including the chairperson of any standing committee, District 39 & Under Representative, Conference Contact person, editor of The Lighthouse, and members-at-large. Votes required to carry a motion are two-thirds of the eligible votes cast. In the absence of the President and Vice President, the Secretary will preside. B. Committee on Finance 1. There shall be a Committee on Finance composed of the Treasurer as Chairperson, the President, the Vice President, the Secretary, the Mission Coordinators of Social Action, Membership, and Education and Interpretation, and others as determined by the Executive Committee. 2. The committee shall meet each year prior to the August meeting of the NC Conference UMW Finance Committee. The purpose of the meeting shall be to study the needs and prepare a budget for administration and membership to be presented by the Treasurer to the Conference Finance Committee for approval. 3. The District Treasurer’s books shall be audited annually by a CPA or a person who has a minimum of a four-year accounting degree. 4. A copy of the audit shall be sent to the Conference Treasurer, the District President, the District Secretary, and shall be presented to the District Executive Committee. 5. The date to turn over the district books to an incoming Treasurer shall be January 1, with copies of quarterly reports. 6. Requests made to the District organization for funds shall be referred to the Committee on Finance for study in relation to the total responsibilities of the District organization and for recommendation to the Executive Committee. 7. The Finance Committee should refer often to The Constitution and By-Laws, The District Handbook, The Manual for the Treasurer, and the Financial Guidelines for the District. These guidelines are found in the Conference Directory. C. Committee on Program 1. There shall be a Committee on Program composed of the Vice President as chairperson, the President, the Treasurer, the Secretary, the four Mission Coordinators, the Secretary of Program Resources, the Communications Coordinator, the 39 & Under Representative, the four (N, S, E, and W) cluster/sub-district group leaders, and the Chairperson of the Committee on Nominations. 10 2. The Committee on Program shall meet with sub-district leaders and representatives of local units hosting sub-district meetings to plan and coordinate the programs for the sub-district meetings. D. Committee on Nominations 1. There shall be a Committee on Nominations composed of six persons, including the Chairperson, and representing the four (N, S, E & W) sub-district groups, elected by the District Organization. 2. Members of the committee are elected for a four-year term and serve in classes specified by year. No one may serve more than a four-year term. 3. The Chairperson shall be elected from the Committee on Nominations for a two-year term without the option of re-election. 4. The Chairperson and members of the Committee on Nominations are charged with the nomination of all elected leaders of the District Organization. 5. The nominations and work of the committee should be that of the entire committee and not that of the Chairperson alone. 6. The Committee on Nominations decides which officers should be asked to continue in the same office. No one is automatically assumed to continue beyond the term for which she was elected. 7. The Vice President does not automatically become the next President. 8. A designated person should ask only one person for an office at a time. Get a firm commitment for the President first. 9. Secure consent (willingness to serve) from every nominee. 10. Conversations within the committee meetings are of a confidential nature and should not be repeated outside of the meetings. 11. Keep careful records of refusals and prospective leaders for future reference of the committee. 12. Keep accurate, updated records of terms of office and tenure of all elected and appointed officers. 13. No member of this committee shall hold an office in the organization beyond the local unit. E. Standing Committees Standing Committee Chairpersons shall be appointed by the President and shall be members of the Executive Committee. Members of the committees shall be appointed by the President in consultation with the Chairpersons of the committee being formed. 1. Committee on Standing Rules a. It shall be composed of five members including the Chairperson, each of whom has served on the Executive Committee. b. It shall receive suggestions for changes and shall recommend necessary changes to the Executive Committee. 2. Committee on Archives and History a. It shall be composed of five members including the Chairperson. The members shall be selected so that there will be a representative from each sub-district. b. It shall keep a current file of appropriate papers and clippings and keep the historical account up-to-date. c. It shall keep the District scrapbook. 11 III. Meetings (Child care shall be provided at each meeting) A. District Annual Meeting 1. The District Annual Meeting shall be held in October following the Conference Annual Meeting. 2. Any business that has not been considered by the District Executive Committee shall be presented to the District Secretary in writing twenty-four hours prior to being considered by the voters. B. Spiritual Enrichment Retreat The pattern of attendance at District expense shall be: President, Vice President, Secretary, Treasurer, Coordinators for Spiritual Growth, Social Action, Education and Interpretation, Membership Nurture and Outreach. In the event that an above officer is unable to attend, a designated officer may take her place. C. Local Training Event This event for local officers shall be held following the Conference Do-It-Day. All District Officers shall be responsible for training their counterparts. D. Workshops The District should have workshops following Conference workshops that the District Officers have attended. IV. Funds District funds shall be kept in three categories: Local Units, Administration and Membership Development, and District Leadership Development. A. Local Units – All the channels of mission giving, both designated and undesignated monies 1. All are sent to the District Treasurer of the UMW 2. The names of the current District Treasurer and the current District President shall be on all district bank accounts. Checks are to be signed by the Treasurer of by the President in the case of an emergency. 3. Special mission recognition names are to be sent to the District Treasurer with the quarterly report, and the Treasurer is to keep a list of the names. 4. Memorial gifts of $50 or over are to be sent to the District Treasurer as received. Gifts under $50 are to be sent with the quarterly report. 5. All local unit money is to be remitted to the District Treasurer quarterly with a summarized report (March 15, June 15, September 15, and November 25). The District Treasurer will send copies of the report to the District President and the District Secretary. B. Administration and Membership Development The district budget approved by the Conference Finance Committee of the UMW provides funds for operation of the district in order to promote the PURPOSE. A check to the District Treasurer for one-fourth of the yearly budget is received quarterly from the Conference Treasurer for this purpose. 12 1. Always refer to the Financial Guidelines for the District, which are published yearly by the Executive Committee of the NC Conference directory. Note: there are alterations from year to year. 2. These funds are to be kept separate from local unit funds and district special offerings. 3. Any expenses to implement the duties of the office held, including mileage and supplies, shall be turned in to the District Treasurer as they occur, or at least quarterly. All expenses incurred will be paid during the fiscal year. Late expense accounts may not be honored! 4. Expense accounts shall be signed by the President and the Secretary before payment by the Treasurer. 5. Expense accounts for those to be reimbursed by the district shall include expenses to implement the duties of the office including: a. Officer’s Expenses: workshops, executive and other committee meetings, sub-district and district annual meetings, travel, postage, correspondence, copies, telephone, and literature for officers (handbooks, constitution and by-laws). b. General Expenses: Audit, films, The Lighthouse, district directory, bulletins for sub-district and district meetings, Special Mission Recognition and gifts to mission given by the district, the 39 & Under project, and other. c. Special Meetings: Conference Do-It-Day, delegates to Conference Spiritual Enrichment Retreat, Conference Annual Meeting, Conference School of Christian Mission. Mileage is allowed for speakers to sub-district and district meetings and for the conference contact person. All other meetings are to be approved by the President first. 6. Mileage allowance is determined by the Executive Committee of the NC Conference of UMW. District Officers are expected to carpool whenever possible. Whenever a member of the Executive Committee can but does not choose to carpool, the District will pay one-way expense only. 7. Whenever possible letters should be in lieu of phone calls. 8. Officers are expected to attend their sub-district meetings at their own expense. 9. The Service Center mailing shall go to the President at district expense. The Treasurer is to send in the President’s name and address immediately after the election at the district annual meeting. 10. Any special mission recognition or gifts to mission over and above the amount budgeted should come out of special offerings. 11. All Administration and Membership Development money left at the end of the year shall be sent back to the treasurer of the NC Conference of UMW, unless a maintenance amount is required by the bank. C. District Leadership Development Money received from any district meeting or event, interest, or money from any special project taken on by the district goes into this fund. 1. The Executive Committee of the district shall determine the use of the above special offerings. The use shall be in keeping with the PURPOSE of the United Methodist Women. 2. Any special mission recognition or gifts to mission over and above the amount in the administration budget should come out of this fund. 13 3. These funds are retained and used for delegate expense to Assembly or Jurisdiction meetings. 4. All solicitations for funds for projects must be in keeping with the PURPOSE of the UMW and must be approved by the Executive Committee. D. IV. A. A. B. C. D. E. Approved UMW Projects The Conference UMW provides annually a list of approved projects which the district or local units may support. Minutes and Publications Minutes 1. Minutes shall be distributed to all members of the District Executive Committee within three weeks after their meetings. 2. Minutes will be kept for five years by the District Secretary, after which they will be added to the District Archives. Permanent Records and Files 1. These will be kept in the District Archives. 2. A copy of the district minutes, copies of the bulletins for District Annual Meetings and sub-district meetings and issues of The Lighthouse shall be added to the file annually by the chairperson of the Archives and History Committee. 3. When the District Treasurer’s records become five years old, they shall be added to the archives. Directory 1. A directory shall be prepared annually by the District Secretary. It shall include the names, addresses, telephone numbers and e-mail addresses of the following people: officers of the conference, presidents of all NC districts, officers of the district and local unit officers. It shall also include the district calendar, the district budget, the minutes of the district annual meeting, the district financial goals, standing rules, and any other information deemed necessary by the Executive Committee. 2. The directory shall be distributed to the members of the Executive Committee at their January meeting by the secretary. It shall be distributed to local unit presidents and secretaries by the sub-district leaders by January 31. Distribution by e-mail is encouraged as a model of good stewardship. 3. A directory shall be given to the Conference President and the Conference Chairperson of the Committee on Nominations. The Lighthouse A district newsletter (The Lighthouse)shall be published three times a year (February, May and September). The publication shall be the responsibility of the editor with assistance from the District Communication Coordinator. 1. It will contain information from the district officers for the local unit members. 2. It will be sent to all district officers, all local unit officers, district presidents, the elected conference officers and the District Superintendent free of charge. Equipment An up-to-date list of equipment and possessions owned by the district shall be maintained by the secretary with copies to the president and treasurer. The list shall include a description of the item(s) and where located. Standing Rules 14 V. Standing rules are to be maintained and amended by the Committee on Standing Rules every four years. F. Membership List United Methodist Women do not furnish lists of their elected leaders or members to individuals or agencies outside the organization unless authorized by the Executive Committee.
