DRAFT MINUTES OF THE PARISH COUNCIL MEETING HELD AT
RANSKILL PRIMARY SCHOOL ON TUESDAY 18th SEPTEMBER 2012
AT 7.30 PM
PRESENT:

OPEN FORUM FOR MEMBERS OF THE PUBLIC. Mr and Mrs Taylor,
Pentlands, Mattersey Road, raised concern that large trees on Mattersey
Road have branches that are overhanging pavements and snagging
telephone wires. The trees also have roots which are causing
unevenness on the pavements and present a hazard to path users with
pushchairs and mobility scooters. Mr and Mrs Taylor emailed BDC in July
but had received no response. Item 07/0912c refers.

DECLARATIONS OF MEMBERS INTERESTS. Nil.
MINUTES OF THE MEETING HELD ON 17th JULY 2012. Were
accepted and signed as a true record.
POLICE REPORT/CRIME FIGURES.
a. Police Report. PCSO Dave Airey reported that three significant
crimes were reported in Ranskill during August including burglary and
theft of a motor vehicle, theft from a motor vehicle and attempted
burglary. There were eight recorded instances of anti-social behaviour.
The Ranskill and Sutton Neighbourhood Policing Team are working hard
to counter the spate of crime. Home security should be reviewed and
people requested to stay vigilant and not provide thieves with easy
opportunities.
DISTRICT COUNCILLOR'S REPORT. Nil.
COUNTY COUNCILLOR'S REPORT. Nil.
HIGHWAYS & TRAFFIC.
a. Advance Notification of Roadworks. Advance notification of
roadworks at Ranskill level Crossing from 11.15pm on Monday 29th
October to 5.30am on Tuesday 30th October.
b. Parking Restrictions. NCC Highways confirmed that deliveries to
businesses at the crossroads will not be affected by TRO restrictions and
signage will be appropriate to the controls.
c. Trees on Mattersey Road. See also Item 01/0912. Trees that
present a hazard to road and path users should be reported for action.
Planning applications for removal, replacement or changes to mature
trees should adhere to extant regulations and approval and be monitored
carefully by the Parish Council to ensure compliance.
Resolved that the clerk will contact NCC highways to follow up on
Mr and Mrs Taylor's request.

FINANCE.
Quarterly Reconciliation. The quarterly reconciliation for April to June
2012, delayed by NatWest banking figures, was presented and accepted.
Purchase of Garage Site. BDC solicitors are drawing up the deed for
the transfer of ownership of garage site land to Ranskill Parish Council;
on receipt, NALC Legal Dept will scrutinise on behalf of the Parish.

PLANNING.
One planning application had been received:
12/01358/TPO. York Lodge, Ravenshill Close, Remove and replace a
sycamore tree and raise crown for one horse chestnut tree. As there
would be no adverse impact on the parish this was supported with the
recommendation that diseased sycamore trees should be replaced with
trees, not shrubs, which are in keeping with the nature of Mattersey
Road. Item 07/0912c refers.
AMENITIES AND FACILITIES.
a. Grass Cutting Contract. The roadside verge cutting under the
Pilot Lengthsman Scheme had not delivered the quality of work
expected; consequently, it was decided to return to contract grass
cutting for the 30 MPH contract.
Resolved that the clerk would:
Contact North Notts Landscapes to ascertain whether they
would like to retake the 30 MPH contract.
Inform Harworth & Bircotes TC of the decision.
Include in the end-of-season grass cutting tenders a
request for cost and type of equipment to be used.
b. NCC Winter Service offer of assistance. NCC has offered
assistance to Parish and Town Councils with its Winter Service including
delivery of grit and containers etc. It was decided to take advantage of
this service.
Resolved to purchase a replacement Grit Bin at a cost of £150
including the first fill and to request NCC if it would fill the grit
bin at the crossroads free of charge.
c. Potential Fields in Trust (FIT) Application. Fields in Trust
(formerly The National Playing Fields Association) is a charitable trust
seeking to protect and preserve playing fields and leisure areas. By
placing the village park under the 2012 QEII Challenge it would preserve
it as a recreational area in perpetuity and give long-term access to
much-needed funding and advice.
Resolved to register Ranskill Village Park as a QEII Field in Trust.
d. Mr Ken Valentine's offer to plant a tree. Mr Ken Valentine has
offered to plant a mountain ash tree at the top of Folly Nook Lane on the
corner with the Great North Road to replace an existing dead tree.
Resolved to accept Mr Valentine's generous offer.
e. Hanging baskets and containers service issues. The plants in
the hanging baskets and containers have been less than satisfactory this
season; consequently, advice will be sought on appropriate plants for the
2013 season when considering tenders. Winter pansies were considered
appropriate for containers for winter 2012/13. AC Paving Ltd has kindly

donated a stone feature for the new containers at the crossroads it now
needs to be installed.
Resolved that the clerk would:
Arrange for advice on plants at the tender stage.
Contact Robert Fisher for a quote for slabbing work.
f. Christmas Illuminations 2012. Application for a licence for the
Christmas illuminations is due by 1st October. Consideration was given
to using external contractor to install lighting or to use last year's
successful model and existing resources. Also to approach Ranskill Hire
to request assistance with working at height.
Resolved to use existing resources and Cllr Kercel's expertise
supported by an appropriate number of volunteers and approach
Ranskill Hire to borrow a lift platform.
g. Village Park Working Group (VPWG) Report. The public
consultation meeting was held on Tuesday 11th September to allow
residents to comment on the proposal for the development of leisure
facilities in the village park and to consider three designs and quotes for
the possible first phase. Support was given for an integrated plan for the
park but concern was registered about possible noise pollution resulting
from the proposed skate facility. The quote from Wicksteed was
unanimously supported but required modification to attempt to reduce
the potential noise. Consideration was given to a possible out of village
site for a skate facility.
Resolved that the clerk would:
Confirm with Wicksteed the re-design and forward to
VPWG for further consideration.
Contact Mr Barrett, owner of the land to east side of level
crossing, to assess possibility of buying land.
h. Playground Safety Report. The playground safety reports for
August and September highlighted no major safety issues with village
park play equipment. Cllr Brown reported that soil was needed to level
the edge of the MUGA to reduce a potential trip hazard.

LOCALISM ACT 2011 AND ASSOCIATED ISSUES.
a. Pilot Lengthsman Scheme. Consideration was given to
continued participation in the Pilot Lengthsman Scheme and alternative
service providers (Probation Services, Volunteers, Scouts, PTA etc) for
roadside litter picking, drain issues, hedge trimming, gritting and
cleaning of bus shelters.
Resolved that the clerk would:
Contact Harworth & Bircotes TC to determine what
equipment is available for Lengthsman work.
Contact Probation Services to investigate what litter
picking could be achieved.

Write to the bus company (which one?) to confirm the
cleaning schedule for village bus shelters.
b. Attendance at Lengthsman Event - 13th November. Cllr
Cooke and the Parish Clerk will attend the Lengthsman Event on 13th
November.
c. Offer to host NEBF Meeting - 25th June 2012. The North East
Bassetlaw Forum meets quarterly and is seeking alternative venues for
its meetings.
Resolved that the clerk will contact the NEBF with an offer to host
the NEBF meeting on 25th June 2013.
