I, James R. Klimaski, declare as follows:
I am an attorney duly admitted to the practice of law within the District of Columbia and
before this Court. I am one of the attorneys representing plaintiffs in this action.
Attached hereto as Exhibit 1 is a true and correct copy of the Treaty Between the United
States of America and the Union of Soviet Socialist Republics on the Limitation of Anti-Ballistic
Missile Systems, popularly known as the ABM Treaty.
