1006.735 (e), F.S.:ForpurposesoftheCompleteFloridaDegreeInitiative,eachinstitution's
current tuition and fee structure shall be used. However, all participating institutions shall
collaboratively identify the applicable cost components involved in the development and
delivery of distance learning courses, collect information on these cost components, and
submit the information to the chancellors of the Florida College System and the State
University System. The chancellors shall submit a report to the chairs of the legislative
appropriations committee on the need for differentiated tuition and fee structure for the
developmentanddeliveryofdistancelearningcourses.

ExecutiveSummary
Onlinelearningisquicklybecomingasignificantcomponentofthehighereducation
experience.Nationally,thereareover7.1millionstudentstakingatleastoneonline
coursewitha6.1percentgrowthratefromlastyearmakingtheproportionof
studentstakingatleastoneonlinecourse33.5%(Allen&Seaman,2014).InFlorida,
muchhasbeenaccomplishedonthedistancelearninglandscapewiththecreationof
UFOnline,CompleteFloridaandtheextensivestudyofFlorida’sonline
opportunitiesthroughtheParthenonReportandtheOnlinePostsecondary
EducationTaskForce.ThisreportwillfocusspecificallyonCompleteFlorida’sgoal
torecruit,recoverandretainthestate’s2.2millionadultswithsomecollegeandno
degreeinFlorida.Thisreportisinresponsetothelegislation”…thatallparticipating
institutionsshallcollaborativelyidentifytheapplicablecostcomponentsinvolvedinthe
developmentanddeliveryofdistancelearningcourses,collectinformationonthesecost
components,andsubmittheinformationtothechancellorsoftheFloridaCollegeSystemand
theStateUniversitySystem.Thechancellorsshallsubmitareporttothechairsofthe
legislativeappropriationscommitteeontheneedfordifferentiatedtuitionandfeestructure
forthedevelopmentanddeliveryofdistancelearningcourses.”
ApplicablecostcomponentsforonlineprogramsinFloridaaresimilartothose
acrosstheU.S.AnanalysisofdistancelearningfeeexpendituresbyCompleteFlorida
institutionsrevealthatthecoststodeliverdistancelearningprogramscanbe
brokendownintothecategoriesofdirectinstruction,otherdirectsalaries,other
directexpenses,technologyandinfrastructure,supportservicesandother.Direct
instruction,includingthecostofthefacultymember,isheldconstantforthisreport
andisnotconsideredinthecoststudy,althoughthefacultymemberisthekeystone
toestablishingtheoverallteachingandlearningenvironment.Althoughinstitutions
distributethecostsdifferently,consistentisfundingofasupportunitthatassists
thedevelopmentanddeliveryofdistancelearningforeachinstitution.Thesecritical
unitsareidentifiedinthereport.
RecommendationsforCompleteFloridadifferentiatedtuitionandfeestructure
includeananalysisofinstitutionsandsystemsacrossthecountrywiththreemajor
recommendationstorepresentaculminationofthreesuccessfulmodels:
1. EstablishaCompleteFloridaOnline/eRatethatencompassesthetotalcostof
offeringthefullyonline,CompleteFloridadegree.
2. Establishafixedratetuitionmodeltosupportcompetency‐basededucation
indesignatedFlorida’sCompleteFloridaprograms.
3. EstablishaprocesstocreateCompleteFloridaSharedProgram(s)through
sharedresourcesandsharedfacultyusingamodelsimilartothestateof
Georgia.

Introduction
Onlinelearninghasbecomeasignificantcomponentofthehighereducation
experience.Overthepastyear,therehasbeena6.1percentgrowthrateinthe
numbersofstudentsnationwidetakingatleastoneonlinecourse.Nationally,there
areover7.1millionstudentstakingatleastoneonlinecoursemakingthe
proportionofstudentstakingatleastoneonlinecourse33.5%(Allen&Seaman,
2014).InFlorida,muchhasbeenaccomplishedonthedistancelearninglandscape
withtheStateUniversitySystemreaching36%ofstudentstakingonlinecourses
(BoardofGovernorsIPEDsdata,Nov3,2014)andtheFloridaCollegeSystem
reaching28.2%ofstudentstakingonlinecourses(IPEDSDataCenterandFCS
ResearchandAnalytics,November7,2014).Floridaisnumbertwointhecountry
withdistancelearningin4year,publicbaccalaureateinstitutions.OnlyArizona
maintainsahigheroverallpercentagewith45%ofstudentstakingsomeonline
courses.(BoardofGovernorsIPEDSdata,Nov3,2014)(seeTable1). Table1:Top10undergraduatedistancelearningenrollmentsbystate,4yearpublic

TheprivateschoolsinFloridacompriseasignificantnumberofdistancelearning
studentenrollmentsaswell.Theprivateinstitutionsprovidesignificantaccessto
studentsthroughdistancelearningandaremeetingthedemandsofstudentsthat
requireflexibilityinpursuinghighereducation.TheprivateschoolsforComplete
Floridawereconsultedforthisreportandhaveexcellentstrategiesforoverallcost
models.Eachpresentedexcellentstrategiesforcostsavingsthatareusedinthe
report.Thespecificcostsofprivateinstitutionswillnotbeincludedinthisreportas
theysettheirowntuitionandfeeswithoutstatesubsidyandoversight.Itshouldbe
notedthatourCompleteFloridaprivateinstitutionpartnershavemodelsfor
competency‐basededucationaswellaspriorlearningassessmentalongwiththeir
regularfullyonlinedegreeprograms.
InFlorida’sstateinstitutions,muchofthechallengeincapturingasingleprotocol
fortheonlinelearneristhepracticeofa“mixedmodel”forstudentaccesstoonline
learning.Acrossthestate,institutionsofferonlinelearningcoursesandprograms
thatprovidestudentsmultipleoptions.Astudentmaychoosetobeonlineone
semesterandthentakeoneonlinecoursesupplementedwithface‐to‐facecoursesin
thenextsemester,orbefullyonline.Thismixofstrategiescomplicatestrackingand
a“onesizefitsall”solutiontoreducecostsormakepoliciesandbestpracticesabout
onlinelearning.Themixedmodelstrategydoestakeadvantageofthestrengthof
onlinelearninginprovidingenhancedaccesstoeducation.Forsomeinstitutions,
usingamixedmodelhasenabledsignificantgrowthwithoutsignificantnew
facilitiescosts.Forpurposesofthisreport,thediscussionwillfocusonthestudent
takingcoursesfullyonlineanddoesnottakeintoaccountthevariabilityofstudents
acrossthesystemparticipatinginoneormoredistancelearningcourses.This
strategyalignstothefullyonlinemodelsupportedbyCompleteFloridawhere
scalablepoliciesandbestpracticescanbearticulatedmoreclearly.
AsthenumberofstudentsparticipatinginonlinelearninginFloridacontinuesto
grow,theFloridalegislatureisposingthequestion,howmuchdoesdistancelearning
cost,togainabetterunderstandingofthe‘applicablecostcomponents’thatare
involvedinthedevelopmentanddeliveryofdistancelearninginFlorida.Asmost
institutionsinthestatehaveimplementedadistancelearningfeetosupportthe
costsofdevelopmentanddelivery,thereisarealizationthatqualityonline
educationdoeshavecoststhataredifferentfromtheface‐to‐faceenvironment
wherepolicymakersandinstitutionalleadershaveabetteroverallunderstandingof
thesystem.
Evenwithposingamoregeneralquestion,whatdoesacollegedegreecostina
traditionalenvironment,therearevariousformulasappliedthatstudythedirectand
indirectexpendituresbycredithouranddegree.Eveninstudiesofthiskindsuchas
theDeltaCostProject,muchvariabilityexistsbasedonhowmuchacademiccredita
studentbringstocollege(dualenrollment,AP,IB,2+2),whichdegreeastudent
selects(variablecostsoftheacademicexperiencewithlabs,facilities,materialsand
facultycosts),andthevariabilityintimetodegree(studentchangeofmajors,
selectingaminor,doublemajoring,stoppingoutandreturning)(Johnson,2009).In

face‐to‐faceinstructiononthetraditionalcampus,therearemajorcostdrivers
relativetodirectinstruction,otherdirectexpenditures,technologyand
infrastructure,universitysupport,studentservices,plantoperationsand
management,researchandpublicserviceandresearch.
Onlineeducation,specificallyfullyonlineinstructionwithCompleteFlorida,will
havesimilarvariabilityasadultstudentsreturntocollegewithvariableacademic
creditandexperiencesandwilllikelyparticipatepart‐timewhilecontinuingtowork
orcareforfamilymembers.Predictingcostofdegreewillbevariableforthese
studentsbasedonavarietyoffactors:
1. Credithoursremainingforcompletionofadegreeanditsalignmentto
programsinCompleteFlorida.
2. Institutionselectedtocompleteadegree(variabilityinstudentcredithour
costsexistamongstatecolleges,stateuniversitiesandprivateinstitutions).
3. Useofacceleratedapproachestoachievingtimetodegreethroughshorter
durationcourses.
4. Useofcompetency‐basededucationmodelsthatalsowillacceleratethetime
todegreeandtakeintoaccountknowledgethatstudentsmaybeableto
provethroughassessmentsratherthanpayingforcoursesnotneeded.
5. Useofpriorlearningassessmentasamechanismtoenablestudent
opportunitiestoreducethenumberofcoursesrequiredtodegree
completion(basedonshowingtheirexpertisethroughassessments).
Itisagiventhatqualityonlineeducationdoeshaveassociatedcosts.Overall,results
fromareviewofdistancelearningfeesacrossCompleteFloridainstitutions
revealedthatthemajorityofcostsgoto:
1. Supporttechnologyandinfrastructurespecifictodistancelearningthat
mayincludeaportionoftheLearningManagementSystemaswellasmany
softwareapplications,modulesandadd‐onstosupportspecificallythe
distancelearningstudent.
2. Enablestaffingandexpensesindistancelearningdesigncentersand
institutesembeddedoncollegecampusestoberesponsiblefordevelopment
andportionsofdeliveryofonlinelearning.Theserobustunitsservethe
functionofsupportingfaculty,designingcourses,developingmediafor
onlinecourses,leadingproctoringefforts,handlingstateauthorization,
ensuringADArequirementsaremet,handlingauthenticationofstudents,
managingdistancelearningsoftwareandapplications,conductingtraining
andmanagingchangeoncampus.
3. Providestudentsupportinfrastructurethatspansthecampustosupport
anonlinelearnerinthesamewayatraditionalstudentismanaged(help
desks,libraryservices,financialaid,tutoring,advising,ADAsupportetc.).
Mostofthisactivityisnotfundedbythedistancelearningfeebutiscriticalto
theretentionofstudentsonlineandrequiredthroughSACSCOCtoprovide

equivalentservicestoallstudentsregardlessofinstructionaldelivery
methodology.
Thisanalysiswillpresentthebestpossiblerepresentationoftheuseofthedistance
learningfeeandotherinstitutionalresourcestosupportdistancelearningasa
majorstrategyforthestate.Inaddition,therangeofcriticalcostdriverstosupport
onlineeducationforfullyonlineprogramsisarticulated.
ROIforDistanceLearninginFlorida
Distancelearningiscriticaltothelong‐termstrategyinthestateofFlorida.Itis
evidencedthroughindividualinstitutionstrategyaswellasevidentthroughthe
formationof(a)thenewInnovationandOnlineCommitteeaspartoftheFlorida
BoardofGovernors,(b)UFOnlineand(c)CompleteFlorida.Aswell,ataskforce
wascommissionedtostudydistancelearninginFloridaandtomake
recommendationstomoveFloridaforward.TheOnlinePostsecondaryEducation
TaskForceworkedforapproximatelyayearandmadeseveralrecommendationsto
supportstatewideefficienciesandinnovativepractice.ThestateofFloridaalso
supportsa‘workhorse’organizationthatsupportsthestate’sshareddistance
learningcoursecatalog,studentservices,electroniclibraryservices,andcareer
readinesssupportthroughthenewlyformedCompleteFloridaPlusProgram
(formerlytheFloridaVirtualCampus).Asastate,wehavechosentomakedistance
learningacriticalcomponentofourlong‐termstrategyandintendtobeanational
leaderintheworkwedo.Currently,inFloridathereareover33%ofourstudents
takingatleastoneonlinecourseoutofapproximately1.2millionstudents
combinedinboththeFloridaCollegeSystemandtheStateUniversitySystem.If
distancelearningwerenotanoptionforthesestudents,itwouldnotbepossibleto
provideaccesstostudentstakingonlinecoursesatinstitutionsthroughoutFlorida.
ApplicableCostComponents
DefinitionofDistanceLearning
DistancelearningcoursesaredefinedinFloridaasacourseinwhichatleast80
percentofthedirectinstructionofthecourseisdeliveredusingsomeformof
technologywhenthestudentandinstructorareseparatedbytimeorspace,orboth.
ThismethodofdeliverytypicallymeansthatinstructionishappeninginaLearning
ManagementSystemonline.Publicinstitutionswishingtoassessadistancelearning
feemustincludeeverysectionofeverycourseinthestate’sdistancelearning
catalog(https://courses.flvc.org/Degrees)followinglegislationenactedrelativeto
thedistancelearningfee(FS1009.23(16)(a).‘Theamountofthedistancelearning
coursefeemaynotexceedtheadditionalcostsoftheservicesprovidedwhichare
attributabletothedevelopmentanddeliveryofthedistancelearningcourse.”
TheFloridaDistanceLearningTaskForceFinalReport(Feb26,2009)developeda
setofrecommendationsforuseofthefeethatalignedtothelegislationandtook

intoaccounttheneedsinstitutionsmayhaveindevelopinganddeliveringdistance
learningontheircampuses.Therewerefourlevelsrecommendedasfollows:

Inabroaderstudyofdistancelearningfeeutilization,institutionsinFloridawould
fallintooneormoreofthelevelsintheirdecisionsofhowtobestspendthedollars
insupportofdistancelearning.CompleteFloridainstitutionsoverallhavetiedtheir
distancelearningfeestoLevel1BasicITInfrastructureandLevel2Centralized
DistanceLearningCosts.
IntroductionofCostComponents
AnanalysisofdistancelearningfeeexpendituresbyCompleteFloridainstitution
(seeAppendixAfortotalanalysisbyinstitution)revealsthatthecoststodeliver
distancelearningprogramscanbebrokendownintothecategoriesofdirect
instruction,otherdirectsalaries,otherdirectexpenses,technologyand
infrastructure,supportservicesandother.Overall,CompleteFloridainstitutions
investeddistancelearningfeesinthedevelopmentanddeliveryofdistancelearning
programsthroughthehardworkofdistancelearningshopsembeddedwithin
individualinstitutions.AppendixAprovidesanoverallallocationofcostsforthe
distancelearningfeeandprovidesaninstitutionbyinstitutionallocationofcosts
chart.Asexpected,“directsalaries”isthelargestexpenseotherthanfacultydirect
instructioncosts(whicharenotconsideredhere).Directsalariesinthiscategory
includeinstructionaldesigners,mediadevelopers,programmersandothersthat
supportthedevelopmentanddeliveryofdistancelearningprograms.

Facilities.Facilitycostsforonlinelearninghavenotbeenincluded,asthesecosts
aredifficulttocaptureandmaysignificantlyvary.Costsmayincludeofficesfor
faculty,supportstaff,onlinestudentservices,onlinelearningdevelopment,online
administratorsandpotentiallystudy/libraryspaceforcampus‐basedstudents.
OtherDirectSalaries.AllCompleteFloridainstitutionshaveadistancelearning
developmentcenterorinstituteofsomeformthathousesinstructionaldesigners,
mediadevelopersandtrainerstosupportfacultyinthedevelopmentanddeliveryof
distancelearningcourses.Floridausesvariousmodelsforthedesignanddeliveryof
distancelearning,withsomedistancelearningoperationsprovidingsignificant
facultydevelopment,coursemaintenanceandsupportwhileotherinstitutions
actuallydevelopthefullcourseswiththesupportofthefacultymember.
Typically,whensearchingfor“distancelearning”oncampuses,theexternalfacing
siteforstudentsandstudentsupportwillbevisible,however,manytimesthe
internalworkingoperationsthataresovitaltothesuccessofdistancelearningon
eachcampusarenotvisible.Table3provideslinkstodistancelearning
centers/institutesforallCompleteFloridainstitutionsaswellaslinkstothe

FixedCost,Competency‐BasedProgram
Apromisingmodelwillbetotakenextstepstowardflatfixedratesforcompetency‐
basededucation(thatwillworkinsomeCompleteFloridaprogramsbutcannotbe
consideredatotalsolution).Competency‐basedprogramsrequireauniquesetof
costcomponentsastheroleoftheinstructorandsupportstaffisverydifferent.
CompleteFloridafundingpaysthecostofthedevelopmentofacompetency‐based
programsotheoverallcalculationoftuitionandfeesshouldnottakeintoaccount
overallcoursedevelopmentcosts.Itisrecommendedthatafixedcostbesetfor
competency‐basedprogramsinlinewithotherstatesandprograms(Northern
ArizonaandCollegeforAmerica).Existingauthorityforblocktuitioncouldbe
modifiedtocreateaCompleteFloridaCompetencyRateforpart‐timestudentsthat
allowstudentstotakeasmanycoursesaspossibleforthefixedamount.Northern
Arizonaassesses$2,500persixmonths,flatrate.Thisstrategyhasthepotentialto
reducecostsforstudentsselectingthisoption.

CompleteFloridaSharedPrograms
InasimilarformattoeCoreandeMajorinGeorgia,itisrecommendedthatComplete
FloridabuildaCompleteFloridaSharedProgram(inahighdemandarea)among
CompleteFloridapartnerinstitutions.Usingacostrecoverymodel,thereisa
potentialtocreateefficiencieswhilebuildinghighqualitycoursesandprograms.
Georgia’seCore’sratehasareducedcostpercredithourwiththeamountfunding
theinstitutionofferingthecourse,theleadinstitutionandasmallsplitamong
‘affiliateinstitutions’tocontinuetosupporttheongoingdevelopmentand
maintenanceoftheprograms.Additionally,intheCompleteFloridaShared
Program(s),parameterswillbesettouseopeneducationalresources,nothavean
additionaltextbookandusePriorLearningAssessmenttoprovideadultlearners
withthemostopportunitytoaccelerateforwardrecognizingwhatknowledge,skills
andabilitiesanadultlearnerbringsbacktothecollegeexperience.

AtPACEstudentswhodevelopaportfoliomustbeabletodocumentaminimumof
fiveyearsoffulltimeprofessionalworkexperienceand/orcommunityservice.The

manybenefitsofdevelopingaportfolionottheleastofwhicharesavingtimeand
moneytowarddegreecompletion.Oncestudentsareenrolledtheydirectedtothe

PACEisproudofits40‐yearhistoryvalidatingadultlearners’learningfrom

takingplaceinmanywaysandvenues.Mostimportant,theprogramisfaculty‐
driventhroughthesix‐memberportfoliocommitteethatevaluatesstudents’
learningandawardscreditsthroughapeerreviewprocess.Nationalstandards

studentscandirectlysavetuitioncostsforcreditsearnedinanon‐traditional
fashion.Forexample,astudentwhobringsin15hoursthroughtestingaspartofthe
highschoolexperiencecouldsaveupto$3,030intuitionwhenfactoringinan
averagecostof$505fora3‐creditSUScourse(Johnson&Reidy,2014).Further,the
awardingof15hoursofcollegecreditcansavethestudenttimeindegree
completionbyasemester,reducingassociatedcostsofhousingandlivingexpenses
–and,atthesametime,allowthemtoentertheworkforceearlier.
Forreturningadultlearners,thesameexaminations,alongwithassociatedcostand
timesavings,areavailable.Inaddition,individualinstitutionshavepoliciesthat
outlinehowstudentscanearncreditthroughstrategiessuchasCreditby
Examination,Portfolio/ExperientialLearning,ChallengeExaminations,etc.
Althoughtheimplementationpoliciesdifferbetweeninstitutions,theintentofthe
policiesaretohelpstudentstakeadvantageofexperiencesthattheyhaveinthe
military,workforce,orinothersettingsintheearningofcollegecredit.
HowmuchPLAisawardedsystemwideisdifficulttodetermine.Althoughthereisa
dataelementassociatedwithstandardizedtests,therearenoeasywaystotrack
credit,forexample,awardedforChallengeExaminationsasthecreditearned
appearsonstudenttranscriptsasthecourseidentifierinthemajorityofthe
institutions.
FortheCompleteFloridapartners,theamountofPLApermittedisconsistentwith
accreditationrulesandregulations.Studentswithagreatdealofexperienceinareas
thataligntoaparticularprogramofstudycantakegreatadvantageofPLA.
However,theactualrequesttousePLAcomesfromthestudentwhomaynotbe
awareofthepossibilities,opportunities,andconsequences.Inaddition,PLA

haveyettoliveuptotheirfullpotential,asonlyapproximately10%ofallstudents
whobeginaMOOCwillcomplete.However,therearesituationswheretheuseof
MOOCsplaysasignificantroleinthesuccessofstudents.InFlorida,theuseof
MOOCsfordevelopmentaleducationisenablingstudentswithdevelopmentalneeds
togetwhatisnecessaryfromtheMOOCtobetterprepareforthebacktocollege
experience.St.PetersburgCollegehasbeenleadingthewaywithgreatsuccess
withdevelopmentalMOOCsondemand.
St.PetersburgCollegeMOOCs.In2012,St.PetersburgCollegebegandevelopment
onthefirstMassiveOpenOnlineCourse(MOOC)fordevelopmentaleducation.SPC’s
self‐pacedMOOCsareintendedasreviewforstudentswhomaybepreparingto
takecollegelevelcoursesorthecollegeplacementtest.Thethreedevelopmental
MOOCsaddressalltopicscoveredincollegeprepMath,ReadingandWriting
courses.ThefirstdevelopmentalMOOC,GetReadyforCollegeMath,waslaunched
inMarch2013.MOOCsforWritingandReadingfollowedinthefallof2013.InApril
of2014areviewMOOCforStatisticswaslaunchedtoassiststudentswhoneedto
brushuponconceptslearnedincollegeStatisticscoursesinordertosucceedin
courseswhereknowledgeofstatisticsisabasisfornewmaterialsandprojects.
MOOCdevelopmentwasdonebyteamsofcredentialedfacultywithextensive
experienceteachinginthesubjectareas,andanInstructionalDesignSpecialist.
EachMOOCisdividedintosixmodulesandincludesassessmentstohelp
participantsdeterminewhichmodulesparticipantsmightneedtocomplete.
Instructionalvideosareincludedforeachtopicwithinamodule,withpractice
activitiesandpost‐assessments.Modulesmaybetakeninanyorder,and
participantschoosewhichmodulestotake.Successfulcompletionofamodule
earnsabadgefortheparticipant,andaprintablecertificateisgeneratedwhena
participantcompletesallofthemodulesinagivenMOOC.
TheMOOCsareopentoanyone,anywhereandarefreeofcost.Registrationis
accomplishedviacompletionofasimpleform.Theparticipantisenrolledinstantly
uponsubmissionoftheform.DevelopmentalMOOCinformationandthe
