Motion to adopt: Moved by: Dawn Gillingham Seconded by: Belinda Moen Discussion: Name correction for the District of Hope Carried: Motion Passed 6.0 Review of Agenda: 6.1 7.0 Additional agenda items. Old Business: 7.1 Method for 9.36 Trade-Off calculations Craig Skinner Carried over from Dec.9 2015, Jan. 13 2016, Feb. 10 2016, Apr. 9 2016 City of Burnaby is actively using the Trade off Calculation in the field for every 1 of 8 stud spaces may be reduced to R10 without requiring the calculations to be provided based on the verbal confirmations of Zach from the policy branch in conversations and in his presentations. Section 9.36.2.11 Permits Trade-offs for ducts, pipes etc. Without an official document that says this practice does not contravene the code most other municipalities are requiring the calculations to be provided before accepting the solution. 7.2 3.2.1.1. Building Height Amendment James Hook From March meeting: An apparent wording change makes it clearer and more restrictive. This is not really a change as the previous wording said the same thing but in a different format. James will ask NBC National to clarify. Waiting For Reply. – Carry. 8.0 New Business: 8.1 Blue sheathing tape Belinda Moen Product inquiry for Blue Vapour barrier specific tape. As per discussion lapped and structurally supported seal will be effective with either the red or blue tape. The BC Building code does not dictate the material to be used. 8.2 Limiting distance Squared / Response time Nelson Wall Where the fire department response time requires the applicant to use half the limiting distance value for Glazed Openings, can you use the limiting distance squared method for glazed openings as noted in “c” below? 9.10.15.3. Limiting Distance and Fire Department Response If you must use half the limiting distance, where the code references a limiting distance, the value which pertains to the SFD you are reviewing must be half of the actual limiting distance when applying limiting distance requirements to each subsection? Sentence 9.10.15.4. Glazed Openings in Exposing Building Face 1) Except as provided in Sentence (6) (this is for accessory buildings), the maximum area of glazed openings in an exposing building face shall be a) conform to Table 9.10.15.4., b) conform to Subsection 3.2.3., or c) where the limiting distance is not less than 1.2m be equal to or less than the limiting distance squared 8.2 continued: The reduction would be applied before (c). If less than 1.2m zero openings would be permitted. 8.3 Open risers and 100 mm safety spacing Nelson Wall Open risers in a SFD are allowed, however the construction of stairs with an opening greater than 100mm between treads has been noted in the field. Do other jurisdictions “invoke” the guard requirement of no openings greater than100mm sphere allowed because the elevation of the stairs is greater than 600mm above the finished floor? All agreed; Guards are regulated; risers in open stairs are not. The triangular section over stairs is part of the guard and must comply. Interpretations attached. 8.4. Pool Fencing Nelson Wall Question was asked if the pool itself needs to be enclosed with a fence or if fencing the property would suffice. As per discussion each municipality’s bylaw would prevail in regulating the fencing around a pool. Majority would accept either method as compliant. 8.5 Rigid Vinyl Cladding Brenda Moen Product evaluation of “Sagiwall panel” Would everyone accept this product in circumstances where LD is less than 1.2 combustible cladding + 45 min FRR is required? 9.10.15.5. (3) says that cladding tested to the standard “fire test of Exterior Wall assemblies” are found to comply. The data included in the test report suggested that the material meets all of the criteria and testing for the appropriate CAN standards. However, the test report was in its draft form and not yet issued. All would accept the product once the test report was no longer a draft. 8.6 Limiting distance < 2M 9.10.15.4.(3)(4) See Drawing below: Spacing would be required once the 50% Maximum is reached. 8.6 Continued: Trevor Welsh 8.7 Demolition Permits SFD ~ Geotechnical review Trevor Welsh On a sloped and potentially hazardous site would a Geotechnical Engineer be required? Most agree that if any uncomfortableness exists they would ask for a Geotechnical Schedule “B” or signed sealed letter. 8.8 Farm Buildings over 4800 m2 Henry Kuipers Over 4800 sq meters would require a firewall. Would an alternate solution be acceptable for a non-combustible proposal? Most would look at an alternate solution prepared by a professional. 8.9 Built in man door/ Garage door Richard Dohmeier Richard asked about egress from a parkade where cages divide parking areas within the parking garage. Segregated cages require a means of egress that do not rely on the overhead door. 9.0 Adjournment of Meeting: Motion to adjourn: Moved by: Craig Skinner Seconded by: James Hook Adjournment of Meeting Time: 4:00 pm Location of next meeting: West Vancouver Date of next meeting: July 13, 2016 2016 Meeting schedule: • • • • • • July 13, 2016 August September 14, 2016 October 12, 2016 November 9, 2016 December 14, 2016 West Vancouver No Meeting – Summer Vacation Richmond Coquitlam Delta New Westminster
