Location: 200 Public Square, Suite 1300, Cleveland,

Credits: 4 or 6 Credit Hours for Fall or Spring Term;
3 or 5 Credit Hours for Summer Term
Prerequisites: RCC; minimum GPA 2.50; completion of at
least 29 credit hours; and approval of site supervisor.
Extern placement is in the Midwestern Field Office (MFO)
of the Office of Medicare Hearings and Appeals (OMHA)
located in downtown Cleveland. OMHA, under direct
delegation from the Secretary of the Department of Health
and Human Services, administers nationwide hearings for the
Federal Medicare Program.
Students may register for 4 credits (16 hours per week) or 6
credits (24 hours per week) in either the fall or spring terms;
in the summer term, students may register for 3 credits (24
hours per week) or 5 credits (40 hours per week). Students
in this externship also participate in an Externship Seminar
conducted at the law school by the externship faculty
supervisor. Graded Pass/Fail.

submit a resume, unofficial transcript, and writing sample.
The supervising staff at the MFO of the OMHA will make
the final selection of students. Selected externs are required
to complete a Student Volunteer Service Agreement and
a Standard Form 85 (Questionnaire for Non-Sensitive
Positions).
OMHA serves as the appellate branch through which
individuals and organizations dissatisfied with Medicare health
care provider determinations may obtain an impartial hearing
before an Administrative Law Judge (ALJ). The Midwestern
Field Office is one of four hearing offices in the nation, with
jurisdiction over 17 states in the Midwest and New England,
and also administers appeals to U.S. citizens living abroad.

The MFO is organized into teams consisting of an ALJ, an
attorney advisor, a paralegal and a legal assistant. A pool of
attorneys and paralegals support the teams. Externs will have
the opportunity to work with the teams and with the pool
conducting legal research, preparing substantive reviews,
attending hearings and drafting decisions.
