Stage 1.
Citizens who built this district between
years 1887 and 1914
Goodin, Arthur: A carpenter by trade, came to
Southern Cross during the late 1890’s to work as
a builder on Frasers South Extended. Afterwards
he took over Snook’s carpentry and undertaker’s
business, where he remained until handing over
to his son Arthur jnr in 1930’s and retiring to
Perth. Among his achievement was building the
rifle range butts in 1904 and the picture theatre
known as ‘Goodin’s hall’ in 1928. Other works
still standing is the butcher’s shop on lot 16, and
two houses on lot 43. Goodin was a keen
sportsman and good cricketer. He also dabbled
in mining, owning the Cricket mine at Edwards
Find. Arthur Goodin junior carried on the
business for some years before handing over to
son Jim during the 1950’s.
Greaves, Richard: Was one of the three-man
party to find the first gold in Yilgarn during
September 1887, leading to the development of
the Eastern Goldfields. He became ill due drinking contaminated water. Although holding off
until the expedition finished, he spent a year in
hospital and never fully recovered. His main
claim to fame is writing a book on the party’s
exploits, which has become invaluable for
historians. It was men like Greaves who built this
State in the early years.

Message from
the CEO
Over recent weeks we have seen the transition from winter sports to summer sports with the football,
golf and netball seasons all coming to an end and the start of new bowls and tennis seasons.
Through my career in local government I have been fortunate to work in a number of regions in
Western Australia and have visited most towns and their recreation facilities. Southern Cross is very
fortunate to have such a high standard of recreation facilities for its residents to enjoy and this reflects
positively on the previous Council’s and our community.
While the Southern Cross Golf Club, Southern Cross Tennis / Bowls Club and the Moorine Rock and Mt
Hampton Tennis Club facilities are owned by the Shire, these clubs are in the main self-sufficient as
they manage their own facilities independent of the Shire. As the Shire’s recreation centre and oval in
Southern Cross are used by numerous clubs and groups for many different activities these facilities are
managed and maintained by the Shire, at a cost of approximately $120,000 per annum.
It has been great to see the Shire’s recreation centre being used for a number of important events for
our community in recent times including a football final, the annual Agricultural Show and the Car &
Bike Show. These events are all opportunities to attract visitors and showcase our beautiful town which
helps our local businesses. They don’t just happen, they all involve many hours of volunteer work and
we are certainly very grateful for all of our community volunteers.
The Shire of Yilgarn is embarking on a number of projects to assist in the promotion of the Yilgarn and
to improve the experience of visitors to our region and these are highlighted overleaf.
One exception to the high standard of our recreation facilities is the Southern Cross Swimming Pool.
Council has been aware of the need to refurbish the Pool for a number of years, including demolishing
and replacing the changeroom / office buildings and resurfacing the pool bowls.
Council has recently agreed to appoint an aquatic centre working group to explore the options most
suitable for the future of our community and has allocated $300,000 in the current budget to be put
aside for the future redevelopment. Unfortunately the process to plan and seek funding and to arrange
contracts for any refurbishment will take approximately 2 years so we will need to accept the current
pool facilities as they are for the next 2 seasons at least.
The Shire welcomes Gary Stewart as our new Swimming Pool manager and the Pool is scheduled to
open for the start of the new season on Tuesday 1 November 2016.

Tourism Strategy
In February 2016 the Yilgarn Shire Council adopted a new Tourism Strategy which included acknowledging
that it is vital that visitor information is provided taking advantage of information technology and signage.
This would allow for the information to be available at all times, recognising that most, if not all, visitors to
our region have a smart phone and most likely an iPad or other electronic devices. The Council was mindful
of the NBN being available in 2017 and is keen to take full advantage of the opportunities this will present.
In progressing the Yilgarn Shire Council’s Tourism Strategy the Shire is currently developing the following
projects:
Caravan Park renewal
The Yilgarn Shire Council owns and operates the Southern Cross Caravan Park which incorporates the
Sandalwood Motor Lodge. Council has agreed to refurbish and renew the infrastructure at the Caravan Park.
This will be achieved through a staged approach by allocating funds in each year’s Budget.
The first stage was completed in 2015/16 and included the complete refurbishment of one of the caravan
park ablution blocks and one of the Sandalwood Motel Units, plus the provision of 6 new sites to cater for
the larger fifth wheeler caravans and upgrades to the caravan bay sullage pits.
In 2016/17 Council has set aside funds in the Budget to refurbish one unit of the Sandalwood Motor Lodge
and upgrade the BBQ and campers kitchen facilities. The Shire will also be upgrading the signage within the
facility.
New Shire Website
Council has agreed to design a new Shire web site. This will improve ease of access to visitor information and
provide a platform for promoting community events.
The internet is "surfed" by millions of people daily and a more modern website will, over time, replace the
traditional paper based tourist information brochures, allow Council to better communicate with our
residents and allow for more services to be provided on line.
Free Public Wi-Fi
Free public Wi-Fi will improve the visitor experience, make bookings easier and provide valuable data for
future marketing. Local businesses will be able to promote their business and services. Visitors will be more
likely to stop over in Southern Cross and check their emails, Facebook and other on line communication
tools which will increase the likelihood of them visiting local shops and spending money in town.

WEROC App
The Yilgarn Shire Council are working with the Wheatbelt East Regional Organisation of Councils (Bruce
Rock, Kellerberrin, Merredin, Westonia & Yilgarn) to prepare an App to provide easy access to information
for visitors to our region.
The benefits of an App include; improving the visitors’ experience; provide an opportunity to promote local
products and services; provide information about places of interest and services available; offer online
booking services; and offer the chance for the Shire to learn more about our visitors and market.
Main Rd (Great Eastern Hwy)
The Shire of Yilgarn is working with Main Roads WA to upgrade that section of Great Eastern Highway that
traverses the Southern Cross townsite. In particular Council is keen to redesign and upgrade the townscape
of the intersection of Antares Street and Great Eastern Highway to encourage motorists travelling from the
west to turn into our central business district.
Dog Park
The Shire is planning to develop the area adjacent to the north end of the fire running track on Sirius Street
as a dedicated Dog park with relevant facilities including shade, bins, poo bags, signage, shelter etc. As the
area is next to the RV Dump point and has plenty of room for parking it will be a great facility for both locals
and visitors.
It is now recognised that the vast majority of caravaners travel with their dogs and by providing a dedicated
Dog Park that can be promoted to visitors it will increase the likelihood of them stopping in Southern Cross.
Upgrade Signage
The Shire will be improving the signage on Great Eastern Highway, when the relevant abovementioned
projects have been completed, to promote what Southern Cross has to offer to those travelling to or
through Southern Cross.
The Shire will be able to advise and encourage visitors to ensure they stop in Southern Cross to take
advantage of our free Wi-Fi, RV Dump Point and Dog Park and to stay at our Caravan Park. The signage will
also alert visitors to our App and website for further information about what we have to offer in the Yilgarn.

Pursuant to the powers contained in Section 33(1) of the Bush Fires Act you are hereby required to plough, cultivate,
scarify, burn or other­ wise clear firebreaks on all land owned or occupied by you by 1 November 2016 and thereafter to
keep these firebreaks clear of all flammable material until 31 March 2017. Firebreaks are required in locations and to the

WA Seniors Week 2016 Community Grants Program
The Shire of Yilgarn / CRC has successfully applied for the WA Seniors
Week 2016 Community Grants Program and received funds of $900,
which will enable 23 seniors and one volunteer bus driver to attend
dinner and show “Always Patsy Cline” at the Cummins Theatre, on
Sat 12 Nov 2016.
Road Safety Community Grants Program
The Shire of Yilgarn has successfully applied on behalf of the Yilgarn Motoring Enthusiasts for funding
through the Road Safety Community Grants Program and they received $1000 towards the cost of the
2016 Yilgarn Car & Bike show.

Goode – Cyril Harry Everard (1907 – 1983) - Continuation
His moods also showed in the diary entries, swinging between hope and despair, depending on the
state of the crops. Either elated confidence, or else claiming that everyone is a plaything of fate. He
was a complex man mixing his dreams of writing with the reality of a life on the farm.
By this stage rabbits were becoming a problem, the district encircled by a chain of lakes where the
rabbits were thought to be breeding. Cyril joined the Turkey Hill Progress Association and took on the
job of President, where they discussed fencing off the lakes from the farming area. Eventually each
farmer fenced his own property against the rabbit invasion.
Later, Cyril named his farm Lake-Range, alluding to its position between Koolyanobbing Ranges in the
distance and the lakes of Turkey Hill.
Saturday was reserved for visits to Southern Cross, which Goode wrote was not nearly as busy, and all
talking about crop failure. His pessimistic nature was again on show, his one ray of hope being that
‘Campfire Reflections’ had been published in the local newspaper.
The poem had not gone un-noticed. In the following week’s edition his neighbour, F Jackson sent in his
reflections of Turkey Hill written in satire so popular with the Bulletin at the time.
To his credit, Cyril was not put off by Jackson’s ribbing, writing in his diary that the local barber was
most impressed with his poem. It made Cyril glad that he taken trouble with the composing.
Incidentally it was his first haircut in three years.
The local newspaper was even more impressed, appointing Goode correspondent for ‘Turkey Hill
Notes.’ In those days the new-land farms were divided into unofficial sub-districts and there was lively
rivalry between each correspondent. ‘Exchanges’ often took place via the newspaper columns. Cyril’s
poems and district news became a regular feature.
When Cyril felt down and lacking motivation, he threw himself into more clearing, marking out a
hundred acres a time, spreading out from his camp. This had the added benefit of earning extra
payments from the Agricultural Bank, so essential to new-land farmers who were paid to clear the land
and burn it. But Cyril’s depressive nature continued to get in the way. He studied books on psychoanalysis looking for a cure. He was a prolific reader. He was also 21 years old and lonely.
Cyril’s next poem was based on the Ghooli State Farm which had just opened. The farm experimented
with dry land conditions, and the poem captured the mood of local farmers who felt that science
would see them through.
The next to be published was ‘The Grower of Golden Grain’ in 1929. The poem was melancholy and
depicted a new land farmer who had laboured for years with little to show: uncertain about the future
viability of the district. Cyril then had second thoughts and published a sequel, redressing the
despondency of the original and praising the Bank Inspector who always gave good advice. Follow the
advice and you will prosper, it went.
For a while, farming appears to have taken a back seat with Cyril. Sheep and cattle were being
introduced despite the dingoes. Danger signs were also coming out of America where Wall Street had
collapsed. There was a general inkling that financial instability would follow, but no one guessed how
badly.
Cyril attempted to gee-up the farming community with his poetry, making light of falling prices, and
any farmer worth his salt will cope.
By 1931 the situation was no longer in dispute. The depression had arrived along with a drop in
commodity prices. The viability of farms in marginal areas like Yilgarn were doubtful at best
Cyril put on a brave face through his column ‘Turkey Hill Notes’ saying the crops are looking promising
and Turkey Hill farmers are determined to stay on their land. But this was Cyril’s last column as the
season did not end well. The price he got for his wheat did not cover costs and spelled the end for him.
1927 had been a wonderful harvest which brought the district into prominence, followed by two years
when the rain refused to fall. 1930 onwards were years of collapsed prices as the depression
deepened. Settlers everywhere were more or less waiting to be wound up.

Cyril’s diary in March 1932 records the Bank was winding him up for his own good. Just 25-years-old.
He wrote that he knew he would be much better away from this awful existence. It will take some
time to get used to the idea and leave sun scorched Yilgarn, perhaps forever. The bank manager
commented that Yilgarn was too marginal and should never have been opened up. The sooner it reverted back to station country the better.
It was then time for Cyril to pack up his few precious belongings, and with them the hopes he had clung
to for nearly seven years. He wrote that he had spent half of his time chopping down, and the other
half burning off, two jobs he loathed. The diary recording his Turkey Hill days finishes with: Mailman
arrived and I gave him several cupboards to take to Perth. Taking books out of shelves. Straightening
up things. Thinking about the glow of ambition when I arrived, comparing it with my outgoing after all
these years. I feel utterly miserable.
For Cyril Goode and many of his neighbours the game was up. They were not alone. Over coming
years the number of farmers in Western Australia dropped from 23,000 to 14,000.
On the credit side, Cyril had accumulated enough poetry of Turkey Hill days to compile a small book
which he had printed in Melbourne, ‘The Grower of Golden Grain and other Inland Ballads.’
Yilgarn can be proud of Cyril Goode.
(Cyril went to Wiluna as an underground miner after leaving Southern Cross. Here he married Jessie
Morrison a nurse. He returned to Melbourne and during the war was man-powered to work in an
ordinance factory. Afterwards he worked at Spencer Street Power Station until retirement in 1972.
Goode continued to write but with little overall recognition, basing the stories and poems on his Turkey
Hill experiences, which was just 7 years out of 7 ½ decades of his life. These were his formative years
and Goode’s continual return to that era shows Yilgarn left its mark. Equally Goode left his mark on
Yilgarn as an author that we can call our own. Some of his writings are on display at the local museum.
Cyril Goode died in 1983. As for his farm – block 531 is now owned by Ron Burro, and block 532 farmed
by his father is now owned by Tony Dal Busco. Despite the Bank predicting the demise of Yilgarn
farming and fringe areas like Turkey Hill in particular, it has been proved wrong)

Mental Health Week 2016
The statistics regarding mental health indicate that it is becoming more
prevalent in the workplace.
Indeed, at any given time, one in five
employees are likely to be experiencing a mental health condition.
People with a mental health condition often confront barriers as a direct
result of their illness. Cognitive and communication impairments may pose
challenges, while stigma and discriminatory attitudes can be worse than the illness itself.
Discrimination and stigma can create barriers to recovery for people with mental illness and affect
them in their employment. People often report that fear of stigma and discrimination is a key reason
for not seeking help early.
Changing perceptions about mental illness can go a long way towards breaking down some of the
barriers that stigma and discrimination creates.
This year, the Western Australian Association for Mental Health is again using the Act-Belong-Commit
message with a focus on suicide prevention as the official theme for Mental Health Week 2016.
Mental Health Week 2016 will be held between October 8 to 15, with World Mental Health Day taking
place on 10 October 2016.
The Shire of Gnowangerup is actively getting involved in Mental Health Week by holding the
Gnowangerup Shire Turn Blue For a Day Event. Staff and Councillors will be raising awareness about
the ways to improve individual mental health, and seek help and support for carers of people with
mental health issues.
Some other information about mental health is that:

Untreated depression results in over 6 million working days lost each year; and

Research by Price Waterhouse Coppers has concluded that $2.30 is the average return on
investment for every $1 invested in creating a mentally healthy workplace.

That is a mounting body of evidence to suggest that all organisations should consider how they
approach mental health in the workplace.
