The Superintendent Of Provincial Police may, upon proof to his satisfaction of any contravention of this Act toy an owner, and without holding any formal or public other hearing, either cancel the licence of such owner under the Trade Licences Act," or suspend such licence and the rights of the owner thereunder fur a period of three months if it he a first contravention on the part o the owner, and in the event of a second or further contravention of this Act by the same owner, the Superintendent of Provincial Police shall have power tit, 111111 shall, by writing under his hand, cancel the raid lieenue. in the event of such cancellation, all the rights of the owner under such licence shall, notwithstanding anything inn the "Trade Licences Act" contained, forthwith abate and cease absolutely.
