ARE COMING!
It’s on again! The Town of Mosman Park and BirdLife
Western Australia have teamed up again to present the
annual Brunch with the Birds.
You may be eligible to be enrolled to vote in
the local government extraordinary election
on Thursday 16 October 2014 if you live in
or are an owner or occupier of a rateable
property in the Town of Mosman Park.
This year’s event will include a bird watching walk at Point Roe
Park and adjoining areas of the picturesque Swan River. Come
along to hear presentations from BirdLife WA volunteers Brice
Wells and Rod Smith on the following interesting topics:

Giants That Don’t Reach the Heights (flightless birds) and
•
Fairy-wrens and Other Local Birds (see the picture above
featuring the Splendid Fairy Wren)
The election will be held as a postal
vote, with ballot papers mailed out to all
eligible voters whose names appear on
the State Electoral roll as at 27 August

Attendees will hear about a variety of different bird species as
well as local birds native to Mosman Park. The event is catered
to all bird enthusiasts who enjoy an early morning walk and are
interested in learning a few interesting bird facts!

Venue: Meet at the car park on Chidley Way, Mosman Park
The walk will be followed by presentations and brunch at the
Town of Mosman Park Administration Centre, on the corner of
Bay View Terrace and Memorial Drive, Mosman Park. Participants
should make their own way to and from both venues. The event is
FREE, however places are limited and registrations are essential
to the Town’s Natural Resource Management Coordinator on

to specify any dietary requirements at the time of registration.

THANK YOU AND FAREWELL
TO CR EUSTANCE AND CR AVON-SMITH
The Town of Mosman Park has recently farewelled two muchrespected Councillors – Libby Eustance and Louise Avon-Smith.
Cr Eustance has been a tireless advocate for the residents of this Town,
and an enthusiastic volunteer particularly in all matters relating to the
environment and to arts and culture in Mosman Park. Cr Eustance
was instrumental in the planning and successful hosting of the Eco
Fair at St Luke’s which has grown to become a much anticipated and
very successful annual event that encourages residents to live in a way
that is ecologically sustainable. She has been the main driving force
behind MosArts, having served on the MosArts board for many years,
and advocating strongly for the artistic and cultural life of the Town,
helping to bring to fruition many exciting projects. Her contribution
has been greatly valued, and her presence in Council will be missed.

NEW FACES | AT MOSMAN PARK
The Town of Mosman Park’s executive team has been refreshed
with an influx of both youth and experience with the welcome
addition of two new members.
Thomas Abbott has taken over the mantle of Executive Manager,
Regulatory Services with overall responsibility for all matters relating
to planning, building, parking, ranger services, enforcement and
environmental health. Tom is well versed in all matters Mosman Park,
having worked at the Town for over five years. His wealth of corporate
knowledge is already a great source of assistance for his team members.
It has been a very busy year for Tom who also welcomed a bouncing baby
boy to the family in 2014.
Rounding out the staff complement is Matthew
MacPherson, who assumed the role of Executive
Manager, Technical Services in late August. He has overall
responsibility for maintaining the Town’s many parks and
reserves, natural resource management, waste and recycling
and the Town’s streetscapes as well as all operations at the
Town Depot in Fairbairn Street. Matthew joins Mosman
Park from the nearby municipality of the Town of Claremont,
where he served as Manager – Engineering Services. He
brings with him more than a decade of experience working in
local government and is passionate about good urban design
and efficient systems, and these skills will be of great value
to his colleagues at Mosman Park.

BUDGET FOR 2014-2015 | ADOPTED
COUNCIL | NEWS
At a Special Council Meeting held on Tuesday 5 August 2014,
Council endorsed the proposed Budget for 2014-2015. The Budget is
based upon a modest overall rate increase income yield of 4.25%.
The rate increase was originally set at 3.75%, but due
to the Local Government reform agenda of the State
Government, a contingency fund has been established
in the event that expenditure on reform is required. This
has, in effect, increased the rates burden by 0.5% or
about $37,500, but these funds will only be drawn down
upon following authorisation by a Council resolution.
The 2014/15 budget is a sustainable, responsible plan
that continues Council’s strong track record for sound
financial management.
Whilst the overall increase in income from rates was
set at 4.25%, property owners should note that the
amount of rates payable is dependent upon the recent
revaluation of Gross Rental Values that was recently
conducted by Landgate. These revaluations are done
every three years, and valuations within the Town of
Mosman Park have been amended with an effective
date of 1 July 2014. Throughout the Town of Mosman
Park, Gross Rental Valuations (GRVs) increased on
average by 35% for residential properties, 30%
for commercial and 50% for industrial. For vacant
land where an annual rental cannot reasonably be
determined, the GRV is assessed on the basis of 3% of
the total
capital value
of the site.
Council’s
rate in the
dollar has
been set at 5.4458c for 2014/15 which is a reduction
from 6.5807c in 2013/14. This has resulted in an overall
increase in the total rates income yield of 4.25% on the
previous year but individual properties may experience
variances, either up or down, that do not align to this,
due to the revaluation. Should you wish to query your

CELEBRATING 65 YEARS
OF AUSTRALIAN CITIZENSHIP
2014 is the 65th anniversary of Australian Citizenship, marking 65 years
since the coming into effect of the Nationality and Citizenship Act 1948.
This act of Parliament created the new status of Australian citizen – prior
to this, most people living in Australia were known as British subjects.
In 2012-13 more than 3,200 citizenship ceremonies took place across the nation
with approximately 123,000 people becoming Australian citizens, including
hundreds here in Mosman Park. Australian citizenship is more than a legal
status. It is our common bond that represents our shared democratic beliefs
and gives us a sense of belonging and pride in our achievements as a nation.
All Australians are encouraged to value their Australian citizenship and the
contributions that citizens make in shaping the nation. The Town of Mosman
Park will be holding a Citizenship Ceremony on Thursday 18 September 2014 to
commemorate this special event. With Mayor Ron Norris presiding, Mr James
Webb from the Wadumbah Aboriginal Dance Group will be performing a solo
Noongar Welcome to Country.

our new citizens within our community.

promote safety in our community.
During Community Safety Month, The Grove Library will
be promoting Ewatch, an e-newsletter initiative from
the WA Police. Registrations for Ewatch are available at

safety presentations in collaboration with WA Police:

It is time to acknowledge and reward the individuals
and local organisations that have made an
outstanding voluntary contribution during 2014 or
contributed to the local community year after year.

BANNERS | IN THE TERRACE
Each year, the Western Australian Local Government Association (WALGA) invites Towns, Cities and
Shires around our State to submit colourful depictions of their home places as part of their ‘Banners in the
Terrace’ competition.
All of the entries received are displayed on banners down the centre of
St Georges Terrace in the heart of Perth, where they are seen by the many
thousands of people who live, work and visit Perth during the second week of
August each year.
This year, St Hilda’s Anglican School for Girls’ lively banner design (pictured
right) was chosen to represent the Town of Mosman Park. Based on the theme
“Illuminate”, Yr 5-7 students from St Hilda’s Anglican School for Girls were given
three concepts to choose from that best represented their local community
including; transparency, trust and transformation. These included ideas such as
taking ownership of their street and parks, supporting elderly neighbours and
the sharing of resources to save money and unnecessary landfill.
Congratulations to the clever and creative young ladies at St Hilda’s for their
hard work and imagination and for capturing the spirit of what it means to live
as we do, in Mosman Park, between river and sea.

WALKING TRAIL
The Wardun Beelier Bidi has officially been launched!
The launch included a ceremonial handing of the Message stick
to Town Mayor, Ron Norris. The Honourable Premier Colin Barnett
was in attendance, along with Noongar Elder Neville Collard who
conducted the Welcome to Country. The 17.4 kilometre trail is
the second trail to be launched in the Whadjuk network of trails.
Markers to help you along your way have been installed throughout
the Town’s parks and reserves along with three interpretive sings at
Chidley Point Reserve, Minim Cove and at Bay View Park.

STREET SWEEPERS CLEAN UP
AFTER WILD WINTER WEATHER
After a few weeks of wild and windy winter weather, the Town of
Mosman Park’s street sweepers have been hard at work.
The first round of services were conducted in August, with more to come in
the first weeks of October and December, and into 2015. This is one of many
services coordinated by our Technical Services team and Depot crew to keep
Mosman Park beautiful and clean for all to enjoy.

The Mosman Park Community Men’s Shed is organising its next Craft
Market day on 9 November 2014.
Held at Tom Perrot Reserve, in and around the “Shed”, the Market is a good
place to shop for Christmas presents. Organisers are expecting twice as many
stall holders as have previously registered for earlier events. The Market is
a great opportunity for a family outing with kids entertainment (Rosie O is
coming back!), plenty of food on offer and, if you are so inclined, tables &
chairs to settle back in and listen to the live entertainment. Bicycle parking will
be available so you can leave the car behind!
If you happen to be a local craft maker then it is quite likely

information and a registration form – but don’t wait too long! The Shed
will also be open for guided tours for those that are interested, and new

Community Centre there will be a First Aid presentation
focussing on: resuscitation, loss of consciousness, cardiac
arrest, respiratory crisis, stroke, concussion, fractures, burns,
falls, skin tears and how to recognise the abnormal. This
workshop will also be complemented with a free paella
cooking demonstration and tasting.

On the evening of Wednesday 22 October, at Alf Adams
Pavilion, there will be a presentation on online scams
and personal safety accompanied by wine and tapas.
Presentations will educate individuals on the importance of

During this year’s Seniors Week, at the Shine Community
Centre, participating Councils in collaboration with the
Council Of The Ageing (COTA) will host two events. The first
will be held on Tuesday 11 November at 6.30 pm where a
presentation will be held on the topic of: “Making Informed
Housing Decisions” followed by a light supper. Then on
Thursday 13 November at 10am, important information
will be provided on downsizing and modifying your home
complimented by a morning tea and performance from the
local Primary School.

WORKSHOPS
The Town of Mosman Park is pleased to announce
a new series of free skateboarding workshops to be
run by Skateboarding WA.
HALLOWEEN
With the emphasis on a creative, fun and safe
Halloween, the Town of Mosman Park, the Shire
of Peppermint Grove, the Town of Cottesloe, the
Town of Claremont, the City of Nedlands, the City of
Subiaco and Neighbourhood Watch have teamed up
to offer tips and advice for safe ‘trick or treating’!
Whether you’re a complete beginner or someone who
can already skate but wants to learn some new tricks,
come along and join in for some great skate fun. Boards
and helmets are provided or you can bring your own.

Collect your free “Neighbourhood Watch Halloween
Hotspot” street pack including free balloons and safety
tips from the Town’s Administration Centre or at The
Grove Library. On the afternoon of 31 October, get your
neighbours to display their Halloween Hotspot branded
balloons to let neighbourly ghosts and ghouls know
they would welcome a trick or treat visit! Do not forget
to wrap up a fun afternoon with spooky stories and a
family barbeque from 5pm at The Grove Library!
STOMP! IT’S NOT YOUR AVERAGE WALK IN THE PARK
It’s on again! The Mosman Park Youth Advisory Council are proud to announce another STOMP! event this
September.
Just like television’s ‘The Amazing Race’, STOMP! will see teams of local young people aged 10 - 18 years travel by
foot to various locations around Mosman Park where they will participate in exciting ‘Checkpoint Challenges’.
Groups may be comprised of 2 to 6 people and must be registered prior to the event. Checkpoint challenges will
incorporate food, sport, art & craft, problem solving and environmental awareness so versatility and the willingness
to have a go are a must. Groups and individuals welcome, but please note that any group with participants under 12
years must be accompanied by a supervising adult for the duration of the event.

YAC has been a great experience for me over the past
7 years, both helping me to develop leadership and
confidence skills, but also allowing me to connect with
like-minded people within the community who want
to make a difference and improve our local community
focussing on youth.
Over the years I have been involved in many projects
(Ampfest, Stomp, Community Fairs, Youth Week,
Halloween events, ANZAC breakfasts, Australia Day
breakfasts and Primary School Discos) and had the
pleasure of sitting on multiple award boards, where
I felt my voice and opinions really mattered. Our
meetings, which are held every first Tuesday of the
month, are also so much fun. Being able to learn how
to organise and assist in events management and
planning, with the careful guidance of the Community
Development Officer, we are given so much freedom
and scope to do what we consider the youth of Mosman

Park would enjoy. Through the YAC, I was lucky enough
to become exposed to other community based volunteer
groups such as the Rotary Club of Mosman Park,
which have also been a big part of my life now, and are
constantly challenging me to become a better person
and help within the greater community.
YAC opened up many opportunities for me personally,
and I have had so much fun being a part of it. It has been
a vital stepping-stone within my community service
engagement and has led to further opportunities and I
encourage any young person with any free time within
the community to become a part of YAC Mosman Park.
NEW SCIENCE ERA | AT ST HILDA’S
St Hilda’s new $9 million Science building has just
opened and is already making a significant difference
to teachers and students.
nanotechnology, robotics, forensics, marine and maritime
studies and St Hilda’s belief in the wide range of science
based careers this kind of grounding will lead to.
According to Cecilia Kinsella, Head of Science, “Science
has changed over the last 30 years and we needed new
facilities to reflect those changes. The fundamental
difference that science makes to our lives, the emphasis
we must place on it as the gateway to the future and
exploring and discovering beyond the boundaries of
knowledge we understand today are all encapsulated in
the environment in which we learn. ”
“Most of our bright science graduates go into traditional
fields such as medicine and engineering but the new
facility and the courses St Hilda’s can offer, mean there
is a real opportunity to shift the thinking of our girls to
branch out and to embrace the exciting career paths
which exist for young women in industry, an industry
which needs women,” said Cecilia Kinsella.
The new building was much needed to replace aging
facilities scattered around the campus and cope
with the large demand for science courses. It means
students are able to safely participate in more activities
and experiments not just watch demonstrations.
Unlike other WA secondary schools, interest and
success in science is only increasing at St Hilda’s. The
school is bucking the trend and has an unusually high
number of girls studying at least two science subjects
in final years - currently more than one third of this
group does two or more science courses.
The interest in science stems from the wide range
of topics on offer eg neuroscience, psychology,

Yet once, this was a place of open bushland and large
factories that lined the river and the highway.
