Gerald C. Brown
Mentoring
Award
SAME created the Academy of Fellows Mentoring Award in
2004 to recognize an SAME Fellow for outstanding mentoring
efforts. The first award was presented in March 2005.
In 2009, the SAME Board of Direction renamed the award the
Gerald C. Brown Mentoring Award in honor of the founder of
the Academy of Fellows. Brig. Gen. Gerald C. “Jed” Brown, USA
(Ret.), chaired the working group that formalized organizing the
Fellows into an academy in 1994 and served as the first chair of
the SAME Academy of Fellows. Many of the workings of the academy in place today were formulated under the leadership of Gen.
Brown.
The Gerald C. Brown Mentoring Award is inspired from the
pledge the Fellows take when invested, which is:

continually seeks opportunities to do so.

Capt. James H. Donahue, P.E.,
F.SAME, USCG (Ret.)
Capt. James H. Donahue, P.E., F.SAME, USCG (Ret.), has been
an avid mentor of engineers and engineering students for more
than 35 years. As he progressed in his 30-year U.S. Coast Guard
career, Capt. Donahue mentored many junior engineer officers—
encouraging them to seek postgraduate education, pursue registration as professional engineers or architects, and maintain their
technical proficiency through professional development. He mentored numerous young officers on engineering career patterns,
and on the value of progressively challenging assignments, as well
as opportunities for promotion.
A member of SAME since 1966 and a Fellow since 1990, Capt.
Donahue has been an active volunteer, leader and Post President
of the Hampton Roads, Washington D.C., and Northern Virginia
Posts. He is widely recognized as “the” Northern Virginia Post
Mentor. Capt. Donahue enthusiastically promotes mentoring and
has successfully recruited many Young Members for Post leadership positions. His involvement with inspiring students has been
far-reaching. He has engaged in mentoring activities at the Virginia Tech, Old Dominion, University of Maryland and George
Mason University Student Chapters. He is currently the on-scene
mentor for the University of Virginia Student Chapter, working closely with the Chapter Advisor and SAME/ASCE Student
Chapter leaders to create valued programs. His many Sustaining
Member contacts have been highly instrumental toward obtaining dynamic speakers with compelling stories that will help educate students in how to resolve “real world” engineering problems.
Capt. Donahue’s mentoring achievements over the past 35
years are notable and commendable, and fully meriting of the
2012 Academy of Fellows’ Gerald C. Brown Mentoring Award.

Col. David E. Anderson, P.E., USA (Ret.)
Col. David E. Anderson, P.E., USA (Ret.), joined SAME in 1992
and has made outstanding contributions to several Posts over two
decades. Col. Anderson most recently served as Baltimore Post
President 2011–2012, which sponsored the U.S. Naval Academy
Student Chapter and the annual Engineer Appreciation Dinner
for graduating midshipmen. He has mentored future engineers at
the U.S. Military Academy, served as an event speaker, facilitated
tours of construction projects, and served on the Academy’s Advisory Board for its Chemical Engineering Program. As Baltimore
Post President, he drove membership growth of more than 10
percent, and as Secretary of the Bragg-Pope-Fayetteville Post, led
the campaign to increase membership by 20 percent. He also has
been a driving force behind planning and execution of regional
and Post small business conferences. Among many achievements
in his military career, Col. Anderson led the 264th Engineer Company during its post-Hurricane Andrew response and served as
the U.S. Army’s principal liaison to Congress on engineering and
construction issues. He commanded both USACE Honolulu District and later USACE Baltimore District, where he was responsible for $4.2 billion of BRAC-authorized work across a five-state
region. Col. Anderson retired from the Army in fall 2012 and is
now Executive Vice President at Jones Lang LaSalle.
Philios Angelides, P.E.
Philios Angelides, P.E., has been a member of SAME for more
than 15 years and has served the DC Post Board of Direction since
2007. His contributions span the local, regional and national levels, where he has provided leadership and hands-on involvement
in mentoring, professional development and training, networking and community outreach. He drove formation of the first DC
Post Student Chapter at The George Washington University. He
has developed partnerships with associations such as ACEC and
CMAA for the purpose of networking and learning opportunities, expanded membership and sponsorship opportunities, and
established the Post’s Services Appreciation Night. While he was
President in 2011, the DC Post was named SAME Top Large Post,
earning distinction in all Streamers and highest growth in membership for the year. In 2009, Angelides received the DC Post Service Award for his contributions to its Missions and Goals. During
his 27-year career as civil/structural engineer and program manager, Angelides has led engineering and management assignments
on building and infrastructure programs across the country, and
earned notable recognitions including the 2008 Design Excellence
Honor Award from the American Council of Engineering Companies for the 9/11 Pentagon Memorial. He is currently Senior
Vice President and Chief Operating Officer, Alpha Corp.

Col. Mark Bednar, USAF
Col. Mark Bednar, USAF, has been a dedicated SAME member since 1990. He served as Honolulu Post President in 2010 and
2011, and was President of the Loring AFB Post in 1991. He was
Secretary of the Riyadh and Virginia Peninsula Posts, and also actively involved in programs and committees for the Boston, Fort
Jackson and DC Posts. Through his leadership as Honolulu Post
President, the Post provided $35,000 in scholarships each year
to several engineering and architecture students. He also helped
lead partnerships with two Student Chapters at the University of
Hawaii to provide mentoring and networking opportunities. In
2000, he co-founded the “Five Star General Program,” mentoring
20 math students at an Alabama elementary school and encouraging participation in STEM programs. Among many military
achievements, Col. Bednar was Chief of Staff of the USAF Energy
Executive Steering Group, helping make the Air Force the top service in real energy reduction and efficiency. He created the Pacific
Unity engagement program, involving 15 nations in support of
COMPACAFs Pacific Airpower Resiliency. He also managed a $2
billion reconstruction program while deployed to Iraq as Deputy
District Commander, Gulf Region Southern, U.S. Army Corps
of Engineers. Col. Bednar is currently Chief, Readiness Division,
HQ PACAF, Joint Base Pearl Harbor-Hickam, Hawaii.
Col. Timothy L. Boone, P.E., USAF (Ret.)
Col. Timothy L. Boone, P.E., USAF (Ret.), has been a dedicated
supporter of SAME for more than 17 years after having first joined
in 1992 and becoming Lajes Field Post President in 1993. After
just five months, he was recognized by SAME HQ for driving a
200 percent increase in the Post’s membership. As Kaiserslautern
Post President in 2007, he helped double the Post’s scholarship
program and established an annual Sustaining Member Fair and
Exhibit. He also served as Scott Field Post Vice President for three
consecutive years as a Sustaining Member representative, leading committees through the planning and execution of the 2010
Missouri River/Texoma Regional Conference as well as the 2012
JETC in St. Louis. During his 25-year Air Force career, Col. Boone
orchestrated multi-million-dollar engineering programs and was
a highly respected leader in emergency preparedness/contingency
operations. Shortly after 9/11, he deployed as Civil Engineer
Commander for a 160-person team that provided airfield operations support, camp beddown and sustainment for more than
5,000 coalition forces at Karshi-Kanahbad AB, Uzbekistan. Col.
Boone joined Tetra Tech in 2008 as a Senior Program Manager,
where he has directly supported the Air Force’s asset management
transformation and managed numerous national defense projects.

Col. Benjamin H. Butler, P.E., CEM, USA (Ret.)
Col. Benjamin H. Butler, P.E., CEM, USA (Ret.), has been a
member of SAME since 1981. He recently served on the Atlanta
Post Board of Directors and also is a member of the San Antonio Post. Col. Butler was the Atlanta Post President 2007–2008,
where he helped lay the groundwork for hosting the 2010 JETC.
Before that he was Little Rock Post President 2002–2003, where
he reinvigorated a declining Post and increased both military and
civilian attendance at meetings. Col. Butler’s diverse military career culminated as Deputy Commander, USACE South Atlantic
Division, where he provided engineering support to FEMA during six hurricanes, including Katrina. Other senior roles included:
Commander, USACE Little Rock District; Assistant Chief of Staff‐
Engineer, 8th U.S. Army, Seoul, Korea; and Commander, 65th Engineer Battalion, 25th Infantry Division, Schofield Barracks, Hawaii. Prior to that, he was Director of Public Works at Fort Irwin,
Calif., where he helped the base achieve its energy efficiency goals
eight years ahead of schedule. Col. Butler also was Co‐Chair of the
Mojave Desert Ecosystem Initiative, a multi‐agency commission
that protected the environment without impacting military missions, an effort for which his team received Vice President Gore’s
Hammer Award for reinventing government. He is currently Senior Project Manager of Parsons Government Services.
Col. Gary D. Chesley, P.E., USAF
Col. Gary D. Chesley, P.E., USAF, has been a dedicated member
of SAME since 1985. He has been a Post President three times
(Black Hills, Kaiserslautern and Virginia Peninsula) and also
served as a Post Vice President, Secretary, Treasurer and Board
member. As Black Hills Post President, he re-energized the relationship between the engineers at Ellsworth AFB, S.D., the architect-engineer community, and the large number of South Dakota
Army National Guard engineers. This push re-instituted monthly
membership meetings and earned the Post several regional and
national awards. Col. Chesley also was an inaugural member and
Vice President of the Northern Iraq Post in 2001. He has served in
a number of senior-level roles in the Air Force, including Director
of Civil Engineering, HQ Fifth Air Force, Yokota AB, Japan; and
Commander, 435th Civil Engineer Group and 86th Civil Engineer
Group, Ramstein AB, Germany. Among his career achievements,
he built a 20-year, $1.5 billion chemical, biological, radiological
and nuclear defense program modernization roadmap and transformed Air Force RED HORSE into a first-ever airborne capability from concept to reality in just 10 months. Col. Chesley is
currently Deputy Director, Installations and Mission Support, HQ
Air Combat Command, Joint Base Langley-Eustis, Va.

Philip Der, P.E.
Philip Der, P.E., became an SAME member in 1981 and has
made significant contributions throughout the North Atlantic/
Mid-Atlantic regions, especially in small business outreach and
mentorship. As Secretary of the Baltimore Post since 2003 he has
been a key constant to the Post maintaining its excellence. As
Chairman of the Post’s “Day with an Engineer Committee” from
2000–2003, he reinvigorated this outreach program while instilling fresh enthusiasm among Young Members. Der has been responsible for planning and obtaining services to meet the needs
of attendees, exhibitors and speakers for the annual Baltimore
Post Small Business Outreach Conference from 2007–2011. He
also has organized joint meetings with the Baltimore Chapter of
ASCE, engaging engineering professionals from across the community to share innovative engineering ideas. Der joined Whitney Bailey Cox and Magnani in 1980 and is now Executive Vice
President. He has worked on numerous federal projects, including
being the lead AE-1 for a design-build project on the request-forproposal for a new Military Department of Investigative Agencies headquarters at MCB Quantico, Va. Currently, he is the Chief
Civil Site Engineer on the renovation of the I-95 Travel Plazas in
Maryland (also known as the Maryland House and the Chesapeake House) for the Maryland Transportation Authority.
Col. Nicholas L. Desport, USAF (Ret.)
Col. Nicholas L. Desport, USAF (Ret.), has been an avid SAME
member for more than 23 years, serving in many leadership roles.
Most recently, in December 2012, he concluded three straight
years as Robins Post President. During this time, he grew outreach
programs and membership, ensured all Board positions were filled
with energetic members, and built a healthy Sustaining Member
base. The Post also established a scholarship award for a deceased
member/board officer, chartered outreach with Boy Scouts and
Cub Scouts, and was one of just nine medium Posts to receive all
six Streamers/Awards in 2011. Col. Desport’s military career culminated as The Air Force Reserve Command Civil Engineer from
July 2009 until fall 2012. Every year he executed a plan to design/
construct four times the president’s budget on the highest priority projects. In three years, he ensured construction of more than
$1 billion, with an initial budget of $200 million and despite having very lean engineering and contracting organizations to award
and manage work. Among other senior assignments, he was the
Deputy Director, Installations and Mission Support, HQ Air Mobility Command, Scott AFB, Ill.; and Commander, 437th Mission
Support Group, Charleston AFB, S.C. He is now Deputy Executive
Director and Director of Programs at SAME HQ.

Deborah A. Duncan, P.E., PMP
Deborah A. Duncan, P.E., PMP, has been engaged with SAME
throughout her professional career and long been known as a
dedicated mentor. Wherever she has worked for the Department
of the Army, Duncan has participated in SAME Posts, and even
helped establish a new Post in 2007 in Kabul, Afghanistan. She has
been President of the Pikes Peak and Blue Ridge Posts, as well as a
member of the SAME National Committee. Her immersive leadership re-energized the Blue Ridge Post after a period of relatively
inactivity and resulted in it being designated a Distinguished Post
in the Small Post category in 2011. Duncan since 2004 has served
as Deputy for Programs and Project Management, Transatlantic
Programs Center, USACE Middle East District. In this role, she
has overseen a team taking on an unprecedented MILCON program, been forced to challenge the status quo in a contingency
environment, and creatively managed and awarded large construction projects. Additional senior assignments include Chief
of Engineering and Construction, USACE Japan District; and
Chief, Technical Services Branch, USACE Seattle District. Earlier,
as Chief of Utilities Branch at Fort Carson, Colo., Duncan’s work
drove more than $1 million in annual utilities savings, working
with the local gas provider and making changes to infrastructure
that allowed purchase of less “firm” and more “interruptible” gas.
John M. Gerstenlauer, P.E.
John M. Gerstenlauer, P.E., has been a dedicated member of
SAME for more than 19 years, serving the Boston Post in leadership positions from Chairman of the Education and Awards
Committees to Spring Meeting Chair and Treasurer to Post President. He proposed the initial relationship with MATHCOUNTS,
leading to the annual program helping students develop their interest in mathematics. Long a volunteer throughout his community, Gerstenlauer gives presentations to college students on the
intricacies of international construction, with specific examples
of work in war zones. He continues serving the Boston Post as
a Director and in 2006 led its efforts to support the 618th Engineer Company (The Nasty) during their service in Mosul, Iraq.
As a leader in industry, Gerstenlauer has been engaged in government programs since 1989, managing projects from environmental remediation to Early Warning Radar upgrades, U.S. Air Force
runway replacements, design-build projects for Afghan National
Army bases, and electrical infrastructure design and construction
work in Iraq. Currently Gerstenlauer is Senior Vice President of
Operations at Perini Management Services Inc., where he is the
Program Manager on a $108 million USACE Southern Electrical
Power System project in Helmand, Afghanistan.

W. Robert “Bob” Ivarson, P.E.
W. Robert “Bob” Ivarson, P.E., has been an SAME member for a
total of 16 years since first joining in 1992. He has served as a Post
Program Chair and Director and on numerous SAME Post committees. He was President of the Rock Island Post in 2010 and the
Chicago Post in 2011. He currently serves as Great Lakes Region
Vice President. During his tenure as Post President, Rock Island
was rated Best Small Post in SAME. While Chicago Post President, among many contributions, he helped establish the Al Behring Memorial Scholarship jointly with the Lake Michigan Post.
Ivarson has been a tireless and enthusiastic advocate of SAME’s
goals by fostering relationships through networking, developing
alliances and expanding membership. His professional career
has included work on numerous large-scale and critical national
infrastructure projects, including most recently as Technical Expert in preliminary planning and value engineering for the Lake
Borgne Surge Barrier—the largest of its kind in the world—and
he also was Engineering Design Manager for the new West Closure Complex Pump Station, the world’s largest interior drainage
pump station. Each is part of the historic Greater New Orleans
Hurricane Storm Damage Risk Reduction System implemented
after Hurricane Katrina. Since 2004 Ivarson has been Technical
Practice Director, Water Resources Engineering, for HNTB Corp.
Col. R. Scott Jarvis, USAF
Col. R. Scott Jarvis, USAF, has supported numerous Posts in his
20 years as an SAME member. He has served three times as a Post
President and also as European Regional Vice President. As Minot
Post President, he energized industry/government teamwork and
communication to increase membership by 115 percent. While
Gem State Post President, he fostered relationships between government and industry that were crucial to blending 10 contracts,
four fiscal appropriations, and five general contractors towards
the on-time, under-budget completion of a $27 million runway
reconstruction project. As President of the Okinawa Post and then
Field Chapter, Col. Jarvis reinvigorated a struggling Post by developing strong relationships with industry, the parent Tokyo Post,
and sister service engineers stationed on Okinawa. Col. Jarvis has
harmonized his professional capacity as U.S. Air Forces in Europe
Civil Engineer with his role as SAME Europe RVP to strengthen
bonds between military engineers spread out in numerous countries across Europe, forming partnerships that previously did not
exist. He previously served as Chief, Programs Division, HQ U.S.
Air Forces in Europe, Logistics, Installations and Mission Support
Directorate, Ramstein AB, Germany; and before that, was Commander, 18th Civil Engineer Group, Kadena AB, Okinawa, Japan.

Col. Robert B. Keyser, P.E., USA (Ret.)
Col. Robert B. Keyser, P.E., USA (Ret.), has been an active
member of SAME since 1983, having participated in six different
Posts while on active duty with the U.S. Army and since 2004 in
the private sector. Col. Keyser served as Philadelphia Post President 1996–1997, and then as Mobile Post President 2002–2003.
More recently he has served on the Mobile Post Board of Directors and on the Program Committee of the 2006 SAME South
Atlantic/South Central Regional Conference. He presently is a
Corporate Advisor for the University of South Alabama Student
Chapter. Col. Keyser helped establish the Industry Day Programs
at the Montgomery and Mobile Posts. He helped establish a Student Chapter at the University of South Alabama; served on the
Mobile Post Scholarship Committee; and facilitated an annual
joint SAME/ASCE meeting with Congressman Jo Bonner as the
featured speaker for the past decade. Col. Keyser’s senior-level assignments in the Army included Commander, USACE Mobile
District, where he was responsible for one of the nation’s largest
combined MILCON and Civil Works programs. He also served as
Deputy Director of Facilities and Housing, Office of the Assistant
Chief of Staff for Installation Management, HQ Department of the
Army; and Commander, USACE Philadelphia District. He currently is Chief Operating Officer for Thompson Engineering Inc.
Col. Philip G. Loftis, USAR (Ret.)
Col. Philip G. Loftis, USAR (Ret.), has been an SAME member
for 28 years, serving in numerous positions within the Huntsville
Post, including Golf Chairman from 2004-2008 and Post President from 2008–2012. He also served as Committee Chair for the
1996 Regional Conference and he has long helped foster relationships with other associations. During his tenure as President, the
Huntsville Post participated in regional and state science fairs,
established a Student Chapter at Alabama A&M University, and
sent several high school students to SAME Engineering & Construction Camps. In 2012, the Post awarded $17,000 in college
scholarships—its most ever. Col. Loftis served in a number of demanding positions in the U.S. Army and Reserves, culminating
as Director, U.S. Army Forces Command Mobilization Planning
Support Unit, Facilities Engineer Group, 416th Engineer Command. Among his many assignments as a civilian in the U.S. Army
Corps of Engineers, he was the Program Manager, Russian Chemical Demilitarization Program for the U.S. Army Engineering and
Support Center, Huntsville. He later served as Program Manager,
Ballistic Missile Defense Program, where he led a team of project
managers and engineers in the planning and design of facilities for
President Bush’s mandated missile defense program. Col. Loftis
recently retired as a Principal Project Manager with Parsons.

Command Sgt. Maj. William D. McDaniel Jr., USA (Ret.)
Command Sgt. Maj. William D. McDaniel Jr., USA (Ret.), has
been involved with SAME since 1998 and a member since 2002.
He currently is the NCO Council Chair and a member of the
Warrior Transition Task Force. He also is 1st Vice President of the
Fort Leonard Wood Post, and has been a member of numerous
committees, including Chair of the Post’s Awards Committee and
Small Business Committee. He chaired the 2012 NCO Council
Education Forum, spoke at the 2012 JETC Mentoring Session and
was a member of the Wounded Warrior Task Force. His nearly 33
years of service as a soldier in the U.S. Army took him to the pinnacle of his profession as a Nominative Command Sergeant Major
in three major commands: U.S. Army Maneuver Support Center,
U.S. Army Engineer School, and USACE Gulf Region Division,
Baghdad, Iraq. He served directly for four general officers, with
two during a combat tour in Iraq. He has been instrumental in the
training, teaching and mentoring of thousands of officers, NCOs,
civilians and enlisted men and women from all services. In 2006,
Command Sgt. Maj. McDaniel was the first recipient of the SAME
NCO Medal. Upon his military retirement, the Army awarded
him the Distinguished Service Medal for Exceptional Meritorious
Service in duties of great responsibility. He is currently Program/
Project Manager-Forward, USACE Kansas City District.
Capt. Nelson N. Mix, P.E., CHMM, USPHS
Capt. Nelson N. Mix, P.E., CHMM, USPHS, joined SAME in
2002 and has served in a number of positions in the DC Post, including Post President. He has served on the National Board of
Direction and was National Readiness and Homeland Security
Chair 2004–2006. He currently is the DC Post Audit Committee
Chair. While DC Post President in 2008, Capt. Mix was instrumental in establishing the Student Chapter at The George Washington University. The DC Post had the highest net increase in
membership for a large Post that year, receiving the Membership
Streamer with Distinction. Capt. Mix has served with the Indian
Health Service and with the U.S. Environmental Protection Agency,
where, after 9/11, he was hand-picked to lead its Emergency
Operation Center for six months, ensuring leadership was fully
briefed on recovery and clean-up operations. After the 2003 Space
Shuttle Columbia disaster, he coordinated EPA’s involvement in
the largest-funded disaster mission assignment for the collection
and mapping of shuttle debris. During Hurricane Katrina, he led a
team of doctors and nurses in New Orleans, caring for more than
1,000 people. Capt. Mix is currently an Environmental Engineer
and EPA’s Representative to the Surgeon General’s Policy Advisory
Council, Environmental Protection Agency, Washington, D.C.

Rear Adm. Douglas G. Morton, P.E., CEC, USN
Rear Adm. Douglas G. Morton, P.E., CEC, USN, first joined
SAME in 1983 and has served in a number of leadership positions, including President of the Jacksonville Post 2009–2010 and
the Hampton Roads Post 2007–2008. Adm. Morton has been a
member of the National Board of Direction as Chair of the Young
Member Council; a member of the Engineering & Construction
Camps Committee; and Chief of Staff to the SAME President
2011–2012. As Hampton Roads Post President, he established the
Student Chapter at Virginia Tech, reinforcing SAME’s relationship
with the school, and teamed with the Virginia Peninsula Post to
plan and execute a regional conference. While Young Member
Council Chair, he engaged members to participate in engineering
camps and work as mentors. Currently he is involved with SAME’s
initiative to establish a certification process to provide NCOs
with more education, training and career opportunities. During
his 30 years as a Civil Engineer Corps officer, Adm. Morton has
led troops in harm’s way in Bosnia and Iraq and provided superior engineering and acquisition services while leading NAVFAC
commands. Among his assignments are Commanding Officer,
NAVFAC Southeast; Chief of Staff, First Naval Construction Division; and Commanding Officer, Naval Mobile Construction Battalion 133. He is currently Commander, NAVFAC Atlantic.
Rear Adm. Christopher J. Mossey, P.E., USN (Ret.)
Rear Adm. Christopher J. Mossey, P.E., USN (Ret.), has been
an active supporter of SAME since becoming a member in 1981,
culminating in his service as National 1st Vice President and then
2011–2012 SAME President. Adm. Mossey led SAME through
a period of unprecedented success, with more than 20 percent
growth in membership and revenues these two years—including
a nearly 50 percent jump in uniformed service and public sector
membership. He championed support to wounded warriors. Under his leadership SAME raised more than $60,000 and provided
support to local wounded warriors and support organizations.
While President, Adm. Mossey helped develop SAME’s new governance model and established the Uniformed Services Advisory
Group of which he was a charter member. Previously, he served
as Chief of Staff to the 2005–2006 SAME President and was Japan
Post Programs Chair 1997–1999. Adm. Mossey has dedicated his
life to the engineering profession, ascending to Chief of Civil Engineers and Commander, Naval Facilities Engineering Command.
In this role, he led 19,000 civilian and military employees and
executed an annual workload of $15 billion in support of global
contingency engineering operations, and U.S. Navy and Marine
Corps installations. Adm. Mossey retired from the Navy in 2012.

Marjorie M. Namba
Marjorie M. Namba joined SAME in 1993 and over the last 20
years she has served the Sacramento Post in nearly every Board
position. She was a Director as early as 1994, then Secretary, Vice
President and then Sacramento Post President 2004–2005. Recently, Namba has served on several committees, including the
Outreach and Mentoring, Awards and Scholarship, and Engineering and Construction Camps, and has represented the Post at a
number of regional conferences. As Post President, Namba conducted outreach with local families of fallen warriors and raised
funds to help provide support. The Sacramento Post earned the
Distinguished Post honor that year. Since 2000, Namba has been
a tireless SAME liaison to the Mathematics, Engineering, Science
Achievement organization, helping advance the development of
students in these fields and, for the past four years she has worked
to send a student to the SAME/U.S. Army Engineering & Construction Camp in Vicksburg, Miss. Namba has more than 26
years of professional experience in the environmental engineering and construction industry. She has led winning proposals for
projects across the federal spectrum, including for the U.S. Army,
U.S. Air Force and Bureau of Land Management. A founding
member of the Groundwater Resources Association, Namba is
currently Federal Program Manager, Granite Construction Inc.
Lt. Col. John H. Osborn, USA (Ret.)
Lt. Col. John H. Osborn, USA (Ret.), has been an active member of SAME since 1990 and has contributed to the success of numerous Posts over the last 23 years. In recent years he has served
the Baltimore Post as Vice President, Programs Chair, U.S. Naval Academy Student Chapter Co-Chair and as Post President
2009–2010. His efforts driving membership growth and improved
operations as a leader of the Baltimore Post were instrumental in
it being recognized as Top Large Post in 2008. He also has been
devoted to increasing small business opportunities. Previously as
a member of the Huntington Post, Col. Osborn was part of the
first-ever SAME Regional Conference. He also was a member of
the Honolulu Post while stationed at Schofield Barracks, Hawaii;
and a part of the Fort Riley Chapter of the Greater Kansas City
Post while assigned to Fort Riley, Kan. Col. Osborn’s outstanding 20 years of service to the nation as an Area Engineer in Iraq,
an Engineer Planner in Afghanistan, a Construction Company
Commander in Haiti, and an Engineer Liaison Officer during
the support response to Hurricane Andrew among many other
critical assignments are a clear demonstration of his capability as
a leader and engineer, and his dedication to military engineering.
He is now a Vice President with ARGO Systems LLC.

Col. David L. Reynolds, P.E., USAF
Col. David L. Reynolds, P.E., USAF, has actively supported
SAME since joining the society in 1984. He has spearheaded efforts at multiple Posts to improve activities and develop relationships between industry and government. He served the DC Post
as Marketing and Publicity Director for the highly successful 1995
SAME National Conference, and has been Vice President, President and Past President at both the Kaiserslautern and Panama
City Posts, each of which he led to Distinguished Post recognition. In Kaiserslautern, he helped initiate the very first SAME University in Europe in 2009, which has led to successful Regional
Conferences each year since. In Panama City, he oversaw the 2011
Regional Conference, which generated $180,000 for college scholarships and $9,000 for the Wounded Warrior Foundation. Under
his leadership, the Post established a $25,000 endowment at Gulf
Coast State College and grants to a technical school and STEMbased middle school totaling $49,000. Col. Reynolds has served
the Air Force for 29 years in a wide range of assignments around
the globe, from Civil Engineer Squadron Commander to Expeditionary Mission Support Group Commander and he has served
at the Pentagon on the staffs of both The Air Force Civil Engineer
and the Secretary of the Air Force. He is currently Deputy Director, Air Force Civil Engineer Center, Tyndall AFB, Fla.
Col. Steven T. Rose, USAFR
Col. Steven T. Rose, USAFR, has been a member of SAME for
more than 26 years. He has been President of the Scott Field and
Virginia Peninsula Posts, as well as Rocky Mountain Regional
Vice President. In 2004 he was Co-Chair of the inaugural TISP
National Conference, as well as the SAME Missouri River Regional Conference. He served on SAME’s Wounded Warrior Task
Force and currently is a member of the National Executive Committee. Perhaps most impressively, Col. Rose was Founder and
inaugural President of the provisional Northern Iraq Post in 1990.
What started as two Air Force captains having lunch in the back of
a Humvee somewhere west of Sirsenk, Northern Iraq, eventually
blossomed into an official Post of more than 100 members. Col.
Rose has served with distinction in the U.S. Air Force and the U.S.
Army Corps of Engineers in Active Duty, Reserve, or Civilian status for more than 27 years, including overseeing two of the most
important runway repair projects in recent Air Force history: at
Tuzla, Bosnia-Herzegovina, and Sirsenk, Northern Iraq. In his dual
career as both a Department of Defense civilian and Air Force
Reserve officer, he is, currently, the Deputy Director, 721st Mission Support Group, Cheyenne Mountain AFS, Colo., and Deputy
Chief Engineer, NORAD-USNORTHCOM, Peterson AFB, Colo.

Richard A. Rubin, P.E., AICP, LEED AP
Richard A. Rubin, P.E., AICP, LEED AP, has been a member
of SAME since 1983, with all 29 years in the San Diego Post. He
also is a member of the Orange Country and Southern Nevada
Posts. He has served on the San Diego Post Board of Direction
since 2005; was Chair or Co-Chair of the Scholarship Committee
from 2006–2011; and now is a Trustee for the Post’s Education
and Mentoring Trust. As San Diego Post President 2011–2012, he
helped establish a Student Chapter at San Diego State University.
The Post also supported three wounded warrior programs, including QL+ at Cal Poly. Rubin has continued to oversee the Post’s
Wounded Warrior Sponsorship Program, which helps veterans
increase their exposure to industry and find jobs as they transition
to civilian life. Rubin has worked on numerous federal projects
in his more than 36-year career, including serving as Principalin-Charge of Liberty Station at the former Naval Training Center,
San Diego. He helped develop the Navy Housing Quality of Life
Program of the 1990s and authored the Wholesite Revitalization
Guide that won a NAVFAC worldwide Honor Award in 1997.
More recently, he was Principal-in-Charge on engineering designs
supporting the Grow the Force initiative that resulted in needed
construction support for the Marines. Rubin is an Executive Vice
President for RBF Consulting, a Company of Michael Baker Corp.
Capt. David J. Sasek, P.E., CEM, CEC, USN
Capt. David J. Sasek, P.E., CEM, CEC, USN, has been an active
SAME member since 1992. He was Aide to the SAME President
in 1994, has been Vice President of the Kintai Post, a member
of the San Diego Post Board of Direction and most recently was
President of the Oxnard/Ventura Post 2010–2012. During his tenure as President, Oxnard/Ventura received the Distinguished Post
award and grew in membership from a small to medium-sized
Post. He helped establish the Student Chapter at Pepperdine University and was a two-time host of the SAME/U.S. Navy Seabee
Engineering & Construction Camp. In his 26-year Navy career,
Capt. Sasek has served throughout the United States and overseas
in Iraq, Kuwait, Italy, Japan, Saudi Arabia and Diego Garcia. As
a junior officer, while deployed in support of Operations Desert
Shield and Desert Storm, he met all immediate Marine Corps war
preparations despite temperatures over 120-°F, and some of the
most adverse conditions imaginable. More recently as Executive
Officer of NAVFAC EURAFSWA, he oversaw a $90 million business base, effectively supporting three Combatant Commanders,
two Fleet Commanders, two Regional Commanders, U.S. Air
Forces in Europe, U.S. Army in Europe and Combined Joint Task
Force-Horn of Africa. Capt. Sasek is currently the Chief Staff Officer of Naval Base Ventura County, Port Hueneme, Calif.

Brig. Gen. Joseph Schroedel, P.E., USA (Ret.)
Brig. Gen. Joseph Schroedel, P.E., USA (Ret.), has been a strong
advocate, spokesman and active member of SAME for 22 years
during his active duty military service and private sector career. He
has served SAME as Western Regional Vice President, as a member of the Board of Direction, and as Founder and inaugural President of the Baghdad Post in 2004. He worked actively with SAME
HQ to reduce dues for Iraqi engineers and convinced Americans
to sponsor membership for several Iraqis. These actions increased
membership and benefited the society by enhancing the understanding and reputation of SAME in Iraq. Gen. Schroedel also supported SAME activities while serving in senior U.S. Army Corps
of Engineers positions as the South Pacific Division Commander,
the South Atlantic Division Commander and as USACE Chief of
Staff. He has made lasting contributions to the SAME Engineering and Construction Camp Program through multiple visits and
as a graduation speaker. Among numerous career achievements,
he recently was Program Director on the 4,800-MW, $18 billion
Medupi Power Station from October 2010 to September 2012. In
2004 he was responsible for establishing USACE Gulf Region Division in Iraq to provide program and project management for the
$12 billion Iraq Reconstruction Program. Gen. Schroedel is now
Assistant Vice President at Parsons Brinckerhoff.
Col. Richard B. Stonestreet, P.E., USAF (Ret.)
Col. Richard B. Stonestreet, P.E., USAF (Ret.), has actively
served SAME for 29 years, holding many Post, regional and national leadership roles. He served as the Air Force’s SAME Liaison,
and was Committee Chair for the Academy of Fellows Golden
Eagle Award Dinner 1999–2000. He was the Peninsula Post Vice
President and served as Gem State Post President in 2001–2002
after he helped rejuvenate the inactive Post while he was the Base
Civil Engineer at Mountain Home AFB, Idaho. Currently he is a
member of the Scott Field Post. Col. Stonestreet has long emphasized strong networking between military and civilians, and Sustaining and Young Members. He is a proponent of public/private
efforts, and stresses the importance of sound mentoring programs
for young and aspiring engineers. As U.S. Air Force Academy Civil
Engineer, he promoted the benefits of SAME to engineering cadets and SAME Engineering & Construction Camp attendees. In
his Air Force career, he deployed on numerous occasions. Among
his assignments, he led advance engineering teams to Southwest
Asia and constructed two bare bases in support of Operations
Desert Shield/Desert Storm and Enduring Freedom. Col. Stonestreet’s military career culminated as Deputy Director, Installations
& Mission Support, Air Mobility Command, 2009-2012.

Denise Tegtmeyer, P.E.
Denise Tegtmeyer, P.E., joined SAME in 1996 as a college student and founding member of the University of Delaware Student
Chapter. She has been a member of the Baltimore Post since 1999.
Tegtmeyer presently is a member of the Baltimore Post’s Board of
Direction. She has served as Post President 2010–2011; as 1st Vice
President (Membership); 2nd Vice President (Programs); and as
Young Member Director. She also serves on the Post’s Education
and Mentoring, Philanthropic, Regional Conference and Young
Member Committees. Her tireless efforts, especially in championing Young Member involvement in SAME, have contributed
greatly to growth in membership and improved operations for
the society’s third-largest Post. As Baltimore Post President, Tegtmeyer executed successful programs and workshops by uniting
private and public engineering and related sectors. She created
a positive environment on the Board of Direction, with publicand private-sector representation. She also has enhanced SAME’s
partnerships with other professional associations, hosting joint
meetings with both ASCE and DBIA. Professionally, she has succeeded on a number of critical federal projects, including several
munitions, groundwater and environmental remediation projects
at Fort Meade, Md. Tegtmeyer is currently Senior Project Manager and Environmental Engineer for Versar Inc.
Col. Jeffrey M. Todd, P.E., USAF
Col. Jeffrey M. Todd, P.E., USAF, has been a dedicated member of SAME since 1990. He served two years as Charleston Post
Vice President and President 2007–2009. He was then Middle
East Post President, serving in an expeditionary environment,
and is now Co-President of the Kittyhawk Post. He also has been
Virginia Peninsula Post Deputy Programs Chair and Programs
Chair of the Scott Field Post. As Charleston Post President, he encouraged active participation of his junior officers assigned to the
437th Civil Engineer Squadron and sponsored Young Member
attendance at JETC. Col. Todd represented the Charleston Post
and Charleston AFB as a government member of the Community and Regional Resilience Institute initiative. This effort, led
by Oak Ridge National Laboratory and several academic institutions, identified a critical framework for community and regional
resilience. His many Air Force achievements include transfer of
facilities in support of the Panama Canal Treaty, advocacy for geospatial information system initiatives, and full-depth replacement
of two runways and direct engineer support to warfighters in Afghanistan and Iraq. He is currently Command Civil Engineer and
Deputy Director of Communications, Installations and Mission
Support, HQ Air Force Materiel Command.

Lawrence J. Toimil
Lawrence J. Toimil has been an active member of the Seattle
Post since 1999 and held a variety of leadership positions. He has
consistently provided direction that has helped the Post receive
multiple Streamers and Distinguished Post awards. He served
many years as a Post Director, has chaired several committees and
was Post President 2007–2008. He established the annual “Meet
the Chiefs” event and initiated partnering and co-sponsorship of
this event with ACEC of Washington. This greatly increased the
number of Sustaining and individual members and grew membership 8 percent. As Post President, Toimil initiated several
events for Young Members including mentoring nights at local
universities and with the Puget Sound Engineering council. He
also provided leadership to “Technobowl,” an annual competition
among high school students that promotes engineering and science careers. While he was Post President, $27,000 in scholarships
were awarded to high school and college students and more than
$5,000 in merit awards were given to ROTC cadets and military
personnel. Toimil has more than 20 years of industry experience.
Among his many accomplishments are geotechnical and geophysical investigations of the Beaufort and Bering Seas, which contributed directly to the engineering and safety of Alaskan offshore
structures. Toimil is President and CEO of EHS-International Inc.
Col. Nello Tortora, RA, PMP, USA (Ret.)
Col. Nello Tortora, RA, PMP, USA (Ret.), joined SAME in 1985
after attending the West Point/SAME-sponsored dinner for graduating engineering cadets. He has been an active member for the
last 28 years with no gaps. His service includes New York City Post
President 2007–2008 and then a member of its Board of Directors
2008–2011. He served on the Huntsville Post Board of Directors
2010–2012 and is currently a member of SAME’s Energy & Sustainability Committee. He also has served on several committees
at the Post level. While a member of the Pikes Peak Post he established a mentorship program with U.S. Air Force Academy cadets,
engaging them on active construction projects as deputy project
engineers and involving them in SAME as student members. He
led the New York City Post while Post President to sponsor the
annual West Point/SAME engineer cadet dinner and also continued the Post’s mentoring relationship with Polytechnic University
of New York. Among many achievements during his Army career, Col. Tortora was the Senior Engineer in the Department of
Defense Continuity and Crisis Management Office; commanded
USACE New York District 2006–2009; and in his final assignment,
led the U.S. Army Engineering and Support Center, Huntsville.
He is now Vice President of Sales at Schletter Inc.

Lt. Col. Eric L. Warner, CEM, CFM, USAF
Lt. Col. Eric L. Warner, CEM, CFM, USAF, became a member
of SAME in 1993 and has been an active leader since. Most recently he became President of the Red River Post in 2012, spearheading the reactivation of the long-defunct Shreveport Post and
being recognized as a Distinguished Post in the first year. He reenergized the Post via monthly meetings, tours and professional
development briefings. The Post partnered with local professional
associations and attracted 30 to 40 diverse attendees per event. He
also established a new Student Chapter at Bossier Parish Community College and formed ties with Louisiana Tech University,
a chapter-to-be. Col. Warner previously served as Bragg-PopeFayetteville Post President 2010–2011, where he jumpstarted
planning for the 2012 Carolinas Regional Conference. Earlier, he
brought SAME to Al Udeid AB, Qatar, obtaining recognition of
this newest Middle East Post chapter. As a U.S. Air Force officer,
Col. Warner has been responsible for engineer and construction
efforts worldwide, including partnering with the U.S. Army Corps
of Engineers to execute $1.2 billion in projects across the Middle
East and Central Asia; building engineering and logistics support
for Special Forces wartime needs; and commanding a Civil Engineer Squadron. He is currently Chief, Installation Planning and
Development Branch, HQ Air Force Global Strike Command.
Col. Dennis Yates, CFM, USAF (Ret.)
Col. Dennis Yates, CFM, USAF (Ret), joined SAME in 1987. He
has been a Board of Direction member of several Posts. He served
as Emerald Coast Post President 2007–2008; helped establish the
High Plains Field Chapter; and is now on the Energy & Sustainability Committee. As San Antonio Post Director of Professional
Development he led a program responsible for more than $6,000
in professional development/continuing education scholarships.
He also instituted an annual professional ethics training program
to assist with registration/licensure renewals. During the height
of conflict in the first Gulf War, he was Riyadh Post Membership Director, and significantly grew membership by making it
a touchstone for military and civilians alike. Sustaining Member
firms numbered 225 as the Post filled a key role in the economic
development of Saudi Arabia. In the Air Force, Col. Yates worked
key programs such as the beddown of the F-35 Joint Strike Fighter
and the Air Force Renewable Energy Program. In the private sector, he developed the first company-wide standardized approach
to asset management for Atkins/PBS&J and has served on a draft
review panel for the International Standards Organization during
its drafting of ISO 55000 Standard for Asset Management. He is
now the Asset Management Practice Manager for Atkins.

Col. Don C. Young, P.E., CCM, USA (Ret.)
Col. Don Young, P.E., CCM, USA (Ret.), has been a dedicated
SAME member since 1981, distinguishing himself by exceptional
service to SAME HQ and numerous Posts. He is a strong proponent for continual development of technical and professional
competence and has mentored young professionals on achieving
certifications to enhance their career. Col. Young has served on
several planning committees, including participating on the panel
of experts four times at the SAME Transition Workshop & Job Fair.
He has served on multiple scholarship committees to assist with
growing the next generation of engineers and architects, and as
Vice President of Programs for the Hampton Roads Post was instrumental in developing a system for awarding professional development hours and continuing education credits. This program met
all civil engineer requirements for the Commonwealth of Virginia,
with more than 1,100 certificates issued. Col. Young served 26
years in the U.S. Army Corps of Engineers, with a majority of that
time in operational and rapid deployment organizations. He served
more than six years in joint contingency operations. Among many
critical military assignments, he led Theater of Operations coordination for 1st Armored Division Engineer Brigade operations and
projects in Baghdad, Iraq, during Operation Iraqi Freedom. He is
now a Vice President at McDonough Bolyard Peck Inc.

HISTORY OF FELLOWS
Since 1972, The Society of American Military Engineers
(SAME) has bestowed the designation of Fellow on SAME
members who have rendered dedicated and outstanding
service to SAME and to military engineering.
In 1995, this group of distinguished individuals was organized into the Academy of Fellows to bring all Fellows
together to further SAME’s missions and goals. As such,
the Fellows Pledge details the role Fellows should play.
Each year, The Academy of Fellows sponsors three major
events:
• The Golden Eagle Awards Dinner, held each spring in
Washington, D.C. This dinner honors two individuals:
one an SAME Fellow, for contributions to the engineering profession; and the other a non-member, for contributions to national security.
• The AOF Investiture Ceremony, inducting new Fellows
into The Academy. The ceremony is held just prior to the
Golden Eagle Awards Dinner.
• The AOF Luncheon, welcoming new Fellows into the
Academy and allowing for networking among new and
present Fellows.
In 1995, The Academy of Fellows initiated a Mentoring
Award that is inspired from the pledge the Fellows take
when invested. First awarded in 2005, the Academy of
Fellows Mentoring Award honors one Fellow each year
who epitomizes the Fellows Charge to be a role model and
a mentor.
Today, there are more than 700 Fellows in
the SAME Academy of Fellows.

SAME GOALS & OBJECTIVES
Goal 1: Emergency Preparedness and
Contingency Operations
Support joint engineer operations, emergency preparedness,
response and recovery in the United States and abroad in
support of the National Security Strategy and the National
Response Framework.
Goal 2: Education and Training
Promote, enhance and reinforce the professional and
technical competence of present and future SAME members through outreach, training and continuing education
programs.
Goal 3: Relationships and Recognition
Foster inter-disciplinary, inter-agency, inter-service, international, and public and private sector sharing of information,
technology and business practices, and recognize accomplishments of SAME members.
Goal 4: Leadership and Mentoring
Cultivate leadership competence and mentoring within
SAME by providing opportunities for members to lead, serve
and promote the development of SAME’s vision at Post,
regional and national levels while encouraging, acknowledging and highlighting outstanding
leadership and mentoring examples.
