Health Insurance Enrollment for
2014 & Health Care Reform
New health reform regulations mandating insurance coverage go into
effect starting January
1, 2014. The changes are
meant to help expand
access to adequate and
affordable health care
coverage.
Beginning next year,
most people will be required to have qualified
health insurance or pay
a penalty. This is the
“individual mandate”.
To help individuals shop
for health insurance
coverage and avoid any
penalties, Health Insurance Marketplaces
(online exchanges) are
being established in
each state, with insurance marketplace open
enrollment beginning on
October 1, 2013.
For 2014, Allen County
will offer coverage that
meets all the health
care reform requirements to eligible full
time and part-time 30
employees and that will
meet the individual
mandate obligation.
Eligible County employees will enroll during
the usual open enrollment period with Allen
County beginning October 16.

County Parks Department to Take Over Operations of Deer Run
The Deer Run Wilderness Facility
near Spencerville has officially become part of the Allen County Parks
Department.
The Board of Commissioners on Aug.
9 approved a three-year agreement
giving the County Parks and Recreation Board authority to operate the
107-acre site and provide wilderness
programs for young people. Those
programs are expected to include
camping, rope courses, a zip line and
team building activities.
The Park Board will be able to
charge fees for the programs and can
opt out of the agreement if it has a
negative effect on revenues.
Deer Run had been used for youthoriented programs run by the courts,
county school districts and other
groups. But the facility’s use has
declined over the past several years
and ownership of Deer Run was relinquished to the Board of Commissioners earlier this year. The Board
of Commissioners will continue to
own the property as part of the
agreement.
The County’s other parks are Cook’s
Landing Park at Coldwater and
Shoaff Roads, Fox Island Park on
Yohne Road, Metea Park on Union
Chapel Road, and Payton Park on
Dunton Road.

Bobay Appointed to Allen Superior Court Bench

Appointed to the Allen Superior
Court bench by Governor Mike Pence
on June 24, Judge Bobay serves in
the Civil Division.
Judge Bobay is a graduate of Bishop
Dwenger High School and obtained
his B.A. from Indiana University at
Fort Wayne (IPFW), and his J.D.
degree, cum laude, from the Indiana
University School of Law
(Bloomington) in 1991. He served as
Law Clerk to U.S. District Court
Judge William C. Lee. Thereafter,
he practiced with the firm Hunt,
Suedhoff, Kalamaros. Since 1997, he
served as Magistrate of the Allen
Superior Court and later as Magistrate of the Circuit Court.
“I’m honored and humbled to be given this opportunity by Governor
Pence to serve the citizens of Allen
County in my new role as Judge of
the Allen Superior Court,” Bobay
said.

Allen Circuit Court Launches Website
The Allen Circuit Court has launched
an interactive website designed to provide services to the citizens of Allen
County.
"The community now has access to various forms that both the public and
attorneys can use when filing a case in
Allen Circuit Court; links to helpful
legal resources, including information
on free legal assistance; access to court
rules and guidelines; and an introduction to Circuit Court," according to
Allen Circuit Judge Thomas Felts.

Fall 2013 “County Night Out” Locations Announced
Allen County government will visit
Woodburn, Fort Wayne’s Georgetown
neighborhood and Aboite Township
during this fall’s “County Night Out”
events, the Allen County Commissioners’ office has announced.
The City of Woodburn and the Woodburn Chamber of Commerce will host
the first “County Night Out” meeting
on Tuesday, September 10, at the
Woodburn Community Center located at 22735 Main Street.
The second meeting is scheduled for
Tuesday, October 1, at the
Georgetown branch of the Allen
County Public Library, 6600 East
State Boulevard. The Georgetown
Square Shopping Center is helping
coordinate the event.
The final “County Night Out” meeting is set for Thursday, October 17,
at the Aboite Township Community
Center at 11321 Aboite Center Road,
with the help of the Aboite Township
Trustee’s office and the Aboite Township Fire Department.
All three meetings start at 6:30 p.m.
and end by 8:00 p.m.
“County Night Out” features an open
-house format designed to allow citizens the opportunity to meet the
Commissioners and other elected
officeholders face-to-face and get information about programs and services offered by various County departments. Among the County departments and elected officeholders
which will be represented at the
meetings are the Parks Department,
Highway Department, NIRCC, Human Resources, the Department of
Planning Services, Building Department, the Fort Wayne-Allen County
Health Department, Solid Waste
Management District, County Extension Service, Election Board, Sheriff,
Recorder and Assessor.
The City of New Haven was one of the
hosts for County Night Out events in 2012.
Woodburn, the Georgetown neighborhood
and Aboite Township will host meetings in
2013.
FamilyWize Savings Continue to Climb in Allen County
Use of the FamilyWize prescription
drug discount card continues to grow
in Allen County, according to figures
released by the Board of Commissioners and the United Way of Allen
County.
For the first six months of this year,
the free card was used 9,242 times by
residents and resulted in savings on
prescriptions totaling $146,153. The
number of claims was up 369 compared to the same period in 2012 and
the amount of money saved increased
by $13,487.
Since March 2007 when the program
was first established in Allen County,
72,179 claims have been filed. The
amount saved on those claims totals
over $1.19 million. The average
amount saved on a prescription is
31.5%, or $16.49.
FamilyWize cards immediately lower
the cost of medicine for people without insurance or who take medications not covered by their plan. The
cards can also be used by people with
health benefits, including Medicaid
or Medicare. The free cards are accepted at most major pharmacies
throughout Allen County. There are
no age or income restrictions and no
enrollment or personal information is
needed to get the cards.
FamilyWize cards are available at
the YMCA of Greater Fort Wayne's
four Allen County facilities and its
Childcare Services Branch, the Associated Churches of Fort Wayne’s 28
food banks, and a variety of local
partner agencies, municipal and
county agencies and departments.
You can also print a card, look up
drug prices and find a list of participating pharmacies by going to
www.familywize.org.
In addition, you can now text the
word “family” to 700700 to get a free
FamilyWize prescription discount
card sent to your cell phone by text.
Just show the text to your pharmacist and they will automatically apply
the discount to the cost of your medicine.
The United Way of Allen County began offering the program to residents
through its member agencies in
March of 2007. In April 2008, the
Board of Commissioners teamed up
with United Way to help publicize
the program and distribute cards in
the community.

2013 Trailblazers Kickoff Set for Sept. 1
The 2013 Allen County Trailblazers
program will officially begin with a
kickoff event on September 1 at Metea County Park starting at 2:00 p.m.

Allen County has an array of incredible natural areas, parks and nature
preserves to serve the population
with opportunities for hiking. All
provide a setting to enjoy the beauty
of our natural environment, places

The program reward is a bronze medallion that can be mounted on a
hiking stick. A sticker to attach to
the walking stick will have the logos
of all participating agencies and be
included. Sticks will be available at
a cost of $3. Awards may be picked
up at Metea or Fox Island County
Park Nature Centers, the New Haven Parks office and the Fort Wayne
Parks office. This program will run
from September 1 to November 30,
with last awards given out by January 30.
Cooperating agencies have assembled
a list of 16 trails at various natural
areas, each about a mile in length.
Hikers who complete 10 of the trails
will receive an award.
Forms can be downloaded online or
picked up at agency offices after completing a short sign-up form so the
number of participants can be
tracked. The Trailblazers form will
have space for the date hiked and

Memorial Coliseum On Pollstar's 2013 Mid-Year Worldwide Top 100
A pair of recent industry rankings
list the Allen County War Memorial
Coliseum among the most successful
arena venues in the world.
Pollstar, a leading concert industry
publication, listed the Memorial Coliseum as No. 88 on its 2013 Mid-Year
Top 100 Arena Venues for Worldwide
Ticket Sales report with 78,905 concert tickets sold between January 1
and June 30. This ranking is among
all arenas worldwide, regardless of
seating capacity. It includes the following sold out concerts held at the
Memorial Coliseum already this
year: Zac Brown Band on January
11, the Winter Jam Tour Spectacular
on January 20, Luke Bryan on February 21 and Carrie Underwood on
April 14, as well as, six other concert
events. The Memorial Coliseum is
the only Indiana venue to make the
Pollstar 2013 Mid-Year Top 100 list.
During the first half of the year, the
Memorial Coliseum hosted eight of
the 2013 Pollstar Mid-Year Top 100
Worldwide Tours. The eight top tours
included Kenny Chesney (13), Carrie
Underwood (31), Luke Bryan (44),
Zac Brown Band (56), Kid Rock (71),
Barry Manilow (72), Winter Jam (89)
and Shinedown & Three Days Grace

Additionally, Venues Today, an industry leading publication, recently
ranked the Memorial Coliseum as
the No. 10 “Top Stop” among worldwide venues seating 10,001 to
15,000, for the reporting period of
May 16 through June 15, 2013. The

CCP, IPFW Announce Cooperative Effort
Take Indiana University–Purdue
University Fort Wayne (IPFW) and
the Fort Wayne-Allen County Consolidated Communications Partnership
(CCP) has announced adoption of a
landmark agreement that will provide a one-stop service for students,
faculty, and staff of the university as
well as surrounding residents in that
all public safety needs will be met by
one centralized regional facility.
In January 2011 the former Allen
County and City of Fort Wayne Communications centers consolidated to
become one entity to better service
the citizens of Allen County and the
Public Safety Personnel that protect
them. In early 2012 the CCP started
down the path of evaluating the
needs of the community and the desire of public safety to provide a more
proficient communications platform
that created interoperability and
redundancy while reducing duplication of resources where they are not
truly needed.
“As we look to the future of creating
a Public Safety Hub that provides the
highest level of community service,
we focus on quicker responses of resources and public safety,” said Timothy Lee, executive director of CCP.
“Through cooperation and consolidation we have raised the bar for others
to follow. The Consolidated Communications Partnership focuses on
community needs and the response
mechanism to facilitate those needs.”
Over the past several months as the
university researched ways to reduce
its operating cost to respond to a decreasing budget the concept of joining
the CCP in their efforts to provide
high quality communication became
a reality. The partnership showcases
IPFW’s desire to maintain the highest level safety for the campus community.
“Building on the foundation of the
long term cooperative agreement that
IPFW has with the City of Fort
Wayne we felt that using the CCP as
our dispatch service for the IPFW
Police Department will strengthen
the good working relationship that
we already have with the Fort Wayne
Police Department,” said Walt Branson, vice chancellor for financial affairs.
As part of the change in procedures,
the campus (260) 481-6911 number
will be deactivated. The campus community will call 911 for any emergencies. The only emergency number for
the university, 911, will go directly to
the CCP, which will then dispatch
IPFW police, Fort Wayne fire, and
EMS as needed. It is anticipated that
the response time to emergencies will
be the same, if not quicker since 911
calls will not have to be transferred
to campus for dispatching of university officers. Non-emergency calls to
the IPFW Police Department should
continue to be placed by calling the
department central phone number

First Summer '13 Case of West Nile Virus Found in Allen County
Everyone is being reminded to mosquito-proof themselves and their
homes after the first signs of West
Nile virus activity this summer were
identified in Allen County.
West Nile virus is commonly found
throughout the state each summer
and there is usually an increase in
activity as the season progresses.
Starting in late June, the Department of Health has been trapping
and testing mosquitoes for disease
such as West Nile virus (WNv), Eastern Equine Encephalitis (EEE) and
St. Louis Encephalitis (SLE) as part
of its mosquito control program.
The Department of Health no longer
routinely sprays when West Nile virus is detected. The focus is now on
primary prevention measures, such
as education, source reduction and
larviciding.
While most cases of West Nile virus
are mild, a small percentage can result in central nervous system problems that can be life-threatening. In
2012, Allen County had 12 humans
cases of West Nile virus, including
two deaths.
“As we do every summer, we urge
people to take precautions by wearing insect repellent when working or
playing outdoors and to rid their
yards of mosquito breeding areas,”
said Dave Fiess, director of Vector
Control and Environmental Services.

Hepatitis
Overview
"Hepatitis" means inflammation of the liver and also refers to a group of viral infections that affect the liver. The most common types are
Hepatitis A, Hepatitis B and Hepatitis C. Hepatitis A gets the most notoriety in the media as it has the potential to cause outbreaks because of the way it is transmitted, but does not usually cause long term complications. But Hepatitis B and C are the leading causes of
liver cancer and the most common reason for liver transplantation.
Hepatitis C is usually spread when blood from a person infected with the Hepatitis C virus enters the body of someone who is not infected. This can happen through multiple ways. Before widespread screening of the blood supply began in 1992, Hepatitis C was spread
through blood transfusions and organ transplants. People with clotting problems who took blood products prior to 1987 were also exposed to Hepatitis C. Sharing needles or other equipment to inject drugs was and is a very efficient way to transmit the virus, even if it
was done a few times. People have also become infected with the Hepatitis C virus from body piercing or tattoos that were given in prisons, at home or in other unlicensed facilities.
Although uncommon, outbreaks of Hepatitis C have occurred from blood contamination in health care settings. In rare cases, Hepatitis C
may be sexually transmitted. Babies born to mothers with Hepatitis C can get the infection during childbirth. Some people do not know
how or when they became infected.
Unfortunately, symptoms of chronic Hepatitis C can take up to 30 years to develop and are often a sign of advanced liver disease. Because there can be many years between initial infection and the long term complications, many people are not aware that they have the
disease. An estimated 4.4 million Americans are living with chronic hepatitis; most do not know they are infected. We also know that more
than 75 percent of adults infected are known as baby boomers, people born from 1945 through 1965. Again, most people with Hepatitis C
do not know they are infected. For that reason, the U.S. Centers for Disease Control and Prevention (CDC) has recently recommended
that all baby boomers be tested for Hepatitis C in addition to other high risk populations.
What You Can Do


Talk to your doctor about being tested for Hepatitis C if you were born from 1945 through 1965.
If you do have Hepatitis C, avoid alcohol and marijuana and maintain a healthy weight.

County Solid Waste Management
District honored General Motors Assembly Plant, Goodwill Industries of
Northeast Indiana, Three Rivers
Federal Credit Union and Mustard
Seed Furniture Bank for their outstanding leadership in waste reduction and recycling.
Three Rivers, GM and Goodwill were
the district's 2013 "3R Award Winners" for reducing, reusing and recycling. Mustard Seed received the
Director's Award for its work.
This is the 21st year for the District
to recognize area industries, businesses and non-profit organizations
in Allen County.
Keynote speaker Scott Glaze, local
entrepreneur, shared his history,
challenges and successes in implementing sustainable practices in his
business endeavors, specifically highlighting Fort Wayne Metals and JK
O'Donnell's Irish Pub. Glaze cited
the recognition of the "value everything" approach in waste reduction
and sustainability initiatives.

Here’s an update on construction
work going on at the Allen County
War Memorial Coliseum’s 200 Level.
On the left, drywall is being delivered
to the Coliseum side of the building;
on the right, window frames are being installed on the Parnell side.
Construction of the new food courts
and restrooms is beginning to look
like the finished product. Plus, exterior bricks are finished, meshing the
old building with the new. You can

Each school-aged child who was seen
in the FW-AC Health Department’s
Immunization Clinic prior to the
start of the school year got some cool
school supplies just for getting vaccinated.
The Allen County and City of Fort
Wayne Human Resources Departments,
the Fort Wayne-Allen County Department of Health and the County Employee Health Clinic presented the 2nd annual Employee Health and Wellness
Fair on July 16. Health screenings,
including blood pressure, glucose/cholesterol, bone density, oral cancer and hearing exam, were provided.
A joint transportation accident exercise was successfully conducted in Fort Wayne Aug. 28 by federal, state and local government
agencies and a commercial rail carrier. This exercise provided local emergency responders an opportunity to train, evaluate, and
improve their response actions to a situation involving a vehicle collision with a railcar carrying an empty Naval spent nuclear fuel
container.

New Employees

Quentin Saunders started as a Maintenance Worker at the North Highway Barn August 12.

Ashley Mosser has been hired to o a part-time position in the Allen County Assessor’s office. In addition, Colin
Whitman will be joining the County Assessor’s office as a Residential Appraisal Deputy on Sept. 4.

The Building Department welcomes Cathy Alcox as a permit specialist. Cathy began with the department on
August 5 after the retirement of long time county employee Sharon Spice.

Effective August 1, Laura E. Wyrick became the Law Clerk to Allen Circuit Court Judge Thomas J. Felts. Laura
graduated from Valparaiso University School of Law cum laude in May 2013.

In Adult Probation, Jonnie Barth was hired as Finance Clerk on July 10 and Tyler Ludwig was hired as a Probation Officer on August 21.

The Allen County Clerk of the Courts welcomes two new employees — Jen Gasparini, Court Records Deputy III
in the Records Management Division; and Kelly Hanks, Court Records Deputy III in the Small Claims Division.
Moving

Trish Gratz has moved from her position with the Circuit Court to Superior Court to continue serving as court
reporter for Judge Craig Bobay. Jennifer Jaurigue, a Circuit Court administrative assistant, filled the
vacant Circuit Court reporter position effective July 22 (By the way, Jennifer became a first time
grandma of Addison Marie Jaurigue on June 6). And Daisy Follis, an employee of the Clerk’s office,
filled the Circuit Court administrative assistant position effective Aug. 8.

Andrew Smethers has moved from the Clerk’s office to join the Wayne Township Assessor’s team as a Real Estate Appraisal Deputy.
Retirements

Kathy Dew is retiring from the Allen County Extension Service on Aug. 30 after 22 years as office manager and
bookkeeper.
Leaving

Micah Nichols ended his one-year term as Law Clerk with Circuit Court on July 31. He will be an attorney with
the law firm of Beers Mallers Backs & Salin, LLP starting Sept. 3.

Justin Eakright left the County Assessor’s office on Aug. 14 to take a position with the City of Fort Wayne.
Promotions

In Adult Probation, Steve Keele was promoted to Assistant Chief Probation Officer effective July 1 and Patrice
Gates was promoted to Probation Officer Supervisor effective July 22.

John Kitch, a Hearing Officer with the Allen Circuit Court since 2008, became a Magistrate effective July 1. Magistrate Kitch presides over the Circuit Court’s Family Relations Division.
Appointments

Gov. Pence has appointed Bernie Beier, director of Allen County Homeland Security, to the Indiana Emergency
Response Commission. Bernie will represent local government on the Commission.
Births

Auditor’s Office employee Jill Williamson and husband Gabe had Brooklyn Ann on Aug. 2. She weighed 7 lbs., 7
oz. and was 20 inches long.
