INVITATION FOR QUOTATION
Quotations are hereby invited for the supply of a Charpy Impact Tester – Manual Model
for the Composites Innovation Centre (CIC) at Nelson Mandela Metropolitan University
(NMMU) in Port Elizabeth.

QUOTATION REQUIREMENTS

2.0 and 7.5 Joule Hammers
Charpy support and shoulders for 2.0 and 7.5 Joule Hammers
Pendulum-type machine for impact tests, electronically controlled
Built according to ISO 13802, for Charpy, IZOD and tensile impact methods
Fixtures and hammers must be easily interchangeable
Speed of the hammer is electronically measured by means of a magnetic, noncontacting encoder
Touch screen for operator input and parameter selection and results
Ethernet, USB and RS-232 for direct PC control must be included
A safety enclosure must be fitted around the pendulum
Main characteristics:
o Monolithic single column structure, made of cast iron for maximum rigidity
and accuracy





o Energy range from 0.5 to 25 Joules (0.37 to 18.4 ft-lbs) (up to 50 Joules
(36.8 ft-lbs) with optional heavy plate integrated into the pendulum base or
additional support table)
o Manually operated disk brake for stopping the hammer swing
o Contact-less, friction-free encoder, for accurate measurement of the hammer
angular position
o Integrated drawer to collect broken specimens
o Vice seat with quick locking system (vice not included)
o Quick change hammer system (hammers not included)
o Automatic hammer identification
o Automatic detection and check of lost hammer energy
 Control and software characteristics:
o Electronic control with embedded-PC, Windows-CE based
o Large 6.5" display with touch screen, resolution 640x480 pixels, 262k

o Complete and intuitive man-machine interface
o Display of real time results during test execution
o Possibility to input and store the type of break
o Management of specimen lots and statistical calculations
o Capability to store more than 100 test parameters and test results
o Possibility to export stored data
 Connectivity characteristics:
o Ethernet port for local area network connection for data export
o USB port for external flash memory connection and printer connection, with
built-in driver suitable for HP and Epson printers (list of compatible printers
available on request)
o RS232 serial port to connect an external PC (visual impact software not
included) or to connect a digital gauge to measure the specimen dimensions
(gauge not included)
o Electrical supply: 115/230V, 50/60Hz

o Set of allen keys
o Hexagon screw driver, socket size 8 mm

EVALUATION CRITERIA
3.1
Selection of suppliers will be based on the 80/20 preference point system.
3.2
Indicate valid B-BBEE status on quotation. No B-BBEE status will equal zero points.
3.3
Indicate CSD number (National Treasury Central Supplier Database) on quotation. If
not registered yet on CSD, use www.csd.gov.za to register.

No order will be issued or no contract will be signed without a valid CSD number.

PRICING QUOTATION
Price needs to be provided in South African Rand (excl. VAT), with details on price
elements that are subject to escalation and exchange rate fluctuations clearly
indicated.
Price should include additional cost elements such as freight, insurance until
acceptance, duty where applicable, etc.
Payment will be according to the CSIR Payment Terms and Conditions.

OTHER TERMS AND CONDITIONS
5.1
The supplier shall under no circumstances offer, promise or make any gift, payment,
loan, reward, inducement, benefit or other advantage, which may be construed as
being made to solicit any favour, to any CSIR employee or its representatives. Such
an act shall constitute a material breach of the Agreement and the CSIR shall be
entitled to terminate the Agreement forthwith, without prejudice to any of its rights.
5.2
A validity period of 90 days will apply to all quotations except where indicated
differently on the quote.

No goods and/or services should be delivered to the CSIR without an official
CSIR Purchase order. CSIR purchase order number must be quoted on the
invoice. Invoices without CSIR purchase order numbers will be returned to
supplier.
