

The Final Draft Downtown Community Plan is being launched. There
is an event on Wednesday, April 6, 2017 at the Downtown Farmers’
Market. A release event is scheduled for Wednesday, April 12, 2017
at the Civic Center Auditorium, east wing, at 6:30 – 8:00 p.m.

Promenade be removed from the Consent Calendar for discussion.
Chairperson Pearson made the motion to move Item 7.4, 16-ARB-0432
from the Regular Calendar to the Consent Calendar and Item 7.1, 17-ARB0060, 1410 Third Street Promenade be removed from the Consent
Calendar to the Regular Calendar for discussion. The motion was
seconded by Vice Chairperson Hamilton and unanimously approved by
voice vote.
Chairperson Pearson made the motion to approve the revised Consent
Calendar that was seconded by Vice-Chairperson Hamilton and approved
by roll call vote 4-0.

signage plans for review/approval prior to the
issuance of a sign permit.

be completed within this timeframe.

WITH CONDITIONS
CONDITIONS:
1.
This approval shall expire in six months from the
date of approval or six months from the date a
certificate of occupancy is granted for
construction-related projects. All conditions of
approval and the final inspection process must
be completed within this timeframe. The
applicant shall submit a color photograph of all
installed signs demonstrating compliance with
the Architectural Review Board approval to the
staff liaison, prior to Planning final.

The height of the proposed projecting sign shall
have a minimum 8’ clearance from the sidewalk.

All fences, walls, or hedges located within the
front yard setback shall not exceed a maximum
height of 42 inches, unless otherwise allowed
pursuant to Section 9.21.050 of the Zoning
Ordinance.

project with staff conditions that was seconded by
Board member Rosen and approved by the following

project with revised conditions that was seconded by
Board member Tighe and approved by the following roll
call vote 4-0.
RECOMMENDATION
A.
Recommendation from the Board to find an
alternate plant for the Pennisetum Setacetum
‘Rubrum’ and to include Aristida Purpurea in the
plant palette.
CONDITIONS
1.
Bring the floor of the gallery closer to grade to
enable future doors to be installed.
2.
Conceal gutters and downspouts on the art
display/gallery space facing Michigan Avenue
and the tenant space facing 26th Street.
3.
Coordinate the drawings prior to Building and
Safety plan check, and in particular, remove the
irrigation shown in front of the art display/gallery
space where decomposed granite is now shown.
4.
This approval shall expire
when the
administrative or discretionary entitlements, not
including any Subdivision Map approvals,
previously granted for the project have lapsed. If
no such entitlements have been granted, this
approval shall expire 24 months from its effective
date, unless appealed.
5.

component on the east wall (along the passage)
shall be reviewed and approved by the

Approval of building design, colors, materials, and
landscape plans for an existing multi-family residential
building.
ACTION: CONTINUED AT THE APPLICANT’S
REQUEST
Chairperson Pearson closed the public hearing.
Jack Hollander was present to discussion the project.
Chairperson Pearson made the motion to continue the
project that was seconded by Board member Tighe and
continued by the following roll call vote 4-0.
RECOMMENDATIONS:
1.
Provide more information on the existing
building, including better photos and/or
elevations
2.
Provide a section through the proposed design,
particularly at the central bay
3.
The stone pattern should be more simple, and
detail should be lighter, not the heavy detail
shown in the drawings.
4.
Stone finish should align with sill of windows in
the central portion of the building. The stone can
remain higher at the south portion of the front
(west) façade, and can be removed from the
north portion for greater differentiation.
5.
Potential to reconsider the dark color of the
stucco in the central portion of the building.
6.
Proportion of central portion of the building
should be modified. Suggestions include:

enlarge windows in central portion by
making them taller; or

provide panel over the windows to visually
extend height of the windows with panel
or cornice-type detail; or

maintain dimension of the existing
columns all the way to the roof element.
4 x 4 wood members should be used at the
trellis.
Review the wood-type panel proposed to ensure
joints are tight and materials provides clean look
Propose trees at the front that will thrive in
shade- in particular the Cercidium ‘Desert
Museum’ (Palo Verde tree) will not thrive in
proposed location due to the canopy of the street
trees.

DISCUSSION: Public input permitted.
1.
Reports from Board members regarding community and/or public
meetings they have attended.
ACTION: DISCUSSION HELD
Board member Rosen updated the Board on the February 22, 2017,
Urban Forestry Task Force monthly meeting and reported on public
street trees and expressed interest in becoming a liaison between the
task force and the ARB. Board member Rosen encouraged Board
members to attend the meeting at the main public library.
10.
FUTURE BOARD AGENDA ITEMS: Staff thanked Vice-Chairperson
Hamilton for taking the lead to tape the Boards and Commission Annual
Meeting video that will be taking place on Cloverfield and Pico. Stephanie
Reich informed the Board that she has sent out by e-mail a doodle pole to
gather dates of availability for the future retreat. Staff informed the Board
that the next meeting of the ARB will contain a very full agenda with two
Concept Reviews.
