Arthur Zimmerman, the German foreign minister, wrote a coded telegram to the German Ambassador to
Mexico during the height of World War I. The message was intercepted by the British and sent to the US
government. Read the telegram below and answer the questions that follow.
“We intend to begin on the first of February unrestricted submarine warfare. We shall endeavor in spite of
this to keep the United States of America neutral. In the vents of this not succeeding, we make Mexico a
proposal of alliance on the following basis; make war together, make peace together, generous financial
support and an understanding on our part that Mexico is to reconquer the lost territory in Texas, New
Mexico, and Arizona. The settlement in detail is left to you. You will inform the President (of Mexico) of the
above most secretly as soon as the outbreak of war with the United States of America is certain. …Please
call the President’s attention to the fact that the ruthless employment of our submarines now offers the
prospect of compelling England in a few months to make peace.” Signed, Zimmerman

“The present German submarine warfare against commerce is a warfare against
mankind. It is a war against all nations. American ships have been sunk,
American lives taken, in ways which has stirred us very deeply to learn of, but
the ships and people of other neutral and friendly nations have been sunk and
overwhelmed in the waters in the same way. There has been no discrimination.
The challenge is to all mankind. Each nation must decide for itself how it will
meet it. The choice we make for ourselves must be made with a moderation of
counsel and temperateness of judgment befitting our character and our motives
as a nation. We must put excited feeling away. Our motive will not be revenge or
the victorious assertion of the physical might of the nation, but only the
vindication of right, of human right, or which we are only a single champion. …
The world must be made safe for democracy. Its peace must be planted
upon the tested foundations of political liberty. We have no selfish ends to serve.
We desire no conquest, no dominion. We seek no indemnities for ourselves, no
