OPEN SPACES, CEMETERIES AND
ALLOTMENTS COMMITTEE.
9th April, 1935.
Part I.
Recommendations.
1. Swimming Bath Charges and Regulations.—The Clerk
reported that the proposed scale of charges approved by the Council at
their Meeting on the 5th March, 1935, for admission to and use of
apparatus at the open air swimming baths within the District, had been
duly advertised, pursuant to the provisions of Section 85 (2) of the Public
Health Act, 1925, and that no objections had been received.
Moved by Councillor Hannibal, seconded, and Resolved :
29.
That the following Regulations as to the use of Open Air
Swimming Baths within the Urban District of Harrow,
together with the Scale of Charges set out at the end of
such Regulations, be authorised and adopted, viz. :—
REGULATIONS
as to use of Open Air Swimming Baths in the Harrow Urban
District.
(1) ADMISSION.—No person shall be allowed to retain the use of a
dressing-box for longer than 45 minutes if required for another person.
No person to remain in any part of the bath premises after closing time.
(2) CLOSING TIME is approximately half-an-hour after sunsetThis may be varied at the Wealdstone Bath on week-days only, accord­
ing to the time allowed for flood lighting. Alterations to the time table
will be posted at the entrance to the Bath.
(3) GALAS, ETC.—The use of the Bath for gala performances, etc.,
can be reserved from time to time. Notice will be given at the entrance
to the Baths of any performances which entail alterations in the time
table. Discount tickets will not admit persons to such performances.
(4) INJURY.—The Council cannot accept any responsibility for
injuries to bathers and others whilst in the Baths or on their premises.
(5) Loss OF PROPERTY.—The Council will not be responsible for
any property lost or damaged on their premises, including the car park
in Christchurch Avenue.
(6) COSTUMES.—Bathers to wear approved Amateur Swimming
Association costumes at all times, and men to wear slips in addition to
costumes. Children under 10 years of age may wear slips only.
(7) DOGS.—No dogs admitted.
(8) CHILDREN.—For the purpose of these Regulations, persons
under the age of 16 years shall be regarded as children.
(9) No PERSON who is suffering from skin disease, ulceration or
open sores, acute catarrhal affections causing expectoration, persons in

dirty or verminous condition, or known to be suffering from any form
of notifiable infectious disease, will be allowed to enter the Baths. In
cases of doubt the Superintendent is authorised to ask for a medical
certificate before admission or refer the applicant to the Medical Officer
of Health of the Council.

MIXED BATHING to take place at all periods throughout the season.
CLOSING TIME to be half-an-hour after sunset. This may be varied
at the Wealdstone Bath on weekdays only according to the time allowed
for flood-lighting, such times to be exhibited at the entrance to the Bath.
DEPOSIT OF VALUABLES.—Valuables may be deposited with the
Baths Superintendent, free of charge.
CLOTHES BASKETS are available for the use of individual bathers at
no extra charge. These have been provided in an effort to create more
accommodation and to offer safe custody for bathers' clothes. Bathers are
requested to return the empty baskets to the Bath Attendant at the
basket-rack shelter.

Part II. Matters not the subject of Recommendations.
I. RECREATION GROUND, STANMORE HILL.—We have agreed to
the request of the Stanmore Jubilee Committee to be allowed the free
use of the Recreation Ground, Stanmore Hill, on the 8th May, 1935, for
the purpose of holding a sports meeting for local children to be followed
by a dance.
II. WEST HARROW RECREATION GROUND.—We have agreed to the
request of the Chairman of the Sports Committee of the Harrow Boy
Scouts' Association for facilities to be granted to the Association to hold
a sports meeting on either the llth or 18th May next, on a section of the
West Harrow Recreation Ground immediately in front of the tennis
courts.
III. BYRON RECREATION GROUND.—We have agreed to the
request of the Headmaster of the Belmont Senior School for the School
to hold a sports meeting on the afternoon of Friday, 17th May next, at
the Byron Recreation Ground.
IV. ALLOCATION OF CRICKET PITCHES.—(a) The Clerk reported
that the allocation of cricket pitches in the recreation grounds within
the district had been made and clubs notified accordingly.
(b) We have agreed to the request of the Headstone Cricket Club,
for the use of the cricket pitch on the Headstone Manor Recreation
Ground on the following dates in the present year, at no extra charge
to the £30 payable for the Saturday and Sunday matches already
arranged, viz. :—Monday, 6th May ; Whit-Monday, 10th June ; Monday,
22nd July ; Tuesday, 23rd July ; and Bank Holiday, 5th August.
In view of the number of matches already arranged to be played
on this pitch, we have given instructions for no further bookings to be
made.
(c) The Welldon Park, South Harrow and Roxeth Institute Cricket
Clubs have objected to the increased charges made for use of cricket
pitches on the Roxeth Recreation Ground during the coming season and
have requested a reduction thereof.
These charges are made in accordance with the scale already adopted
by the Council, and we have intimated that no such reductions can be
made.
On the motion of Councillor Hannibal, duly seconded, the Council
Resolved :
30. That Part II. of the Report of the Open Spaces, Cemeteries
and Allotments Committee of a meeting held on the
9th April, 1935, be approved and adopted.
On the motion of Councillor Rust, the Council Resolved :
31. That the following Report of the Special Committee on
Open Spaces of a meeting held on the 9th April, 1935,
be received.

REPORT OF THE
SPECIAL COMMITTEE ON OPEN SPACES.
Part I.—Recommendations.
NIL.
Part II.—Matters not the subject of Recommendations.
I. CHAIRMAN OF COMMITTEE.—We appointed Councillor Rust as
Chairman of the Committee.
II. FURTHER OPEN SPACE RESERVATIONS.—We considered, as
requested by the Town Planning Committee, the question of the
reservation of the further open spaces mentioned below, together with
the Surveyor's Report thereon, and came to the decisions shown :—
(1) FIELD OFF HEADSTONE LANE, NORTH OF HEADSTONE LANE
STATION.—We instructed the Surveyor to negotiate terms for the pro­
posed purchase of this site with a view to a report being submitted to
the Council at a later date.
(2) LAND NORTH-EAST OF L.M.S. RAILWAY, NEAR HEADSTONE.
LANE STATION.—This site was considered as an alternative to No. 1,
and we decided to take no action in connection with its reservation.
(3) FIELD OFF ROYSTON PARK ROAD AND ROYSTON GROVE,
HATCH END.—We decided to make an inspection of this site.
(4) LONDON PLAYING FIELDS, STANMORE.—We deferred con­
sideration of this site, pending a further report thereon by the Surveyor.
III. GREEN GIRDLE.—We considered the report of the Surveyor
on the letter from the Technical Adviser for the Greater London Regional
Planning Committee, and the maps submitted by him showing the
suggested additional reservations to be embodied in the Town Planning
Scheme.
(a) GREEN GIRDLE RESERVATIONS.—The report gave particulars of
the Green Girdle reservations which are already scheduled in the Scheme,
together with the additions suggested by the Greater London Regional
Planning Committee, as follows :—

Regional Committee suggest that the whole of the land of the
Artizans', Labourers' and General Dwellings Co., Ltd. (on whose Estate
this open space is situated), in Hertfordshire should be reserved as an
open space.
We are of opinion that there may be difficulty in carrying out this
suggestion owing to its effect on the general layout of the estate in its
relation to the shopping area which is being provided, and have decided
to take no action in connection therewith.

The Regional Committee suggest an extended reservation spreading
northwards into Hertfordshire, and, while the scheduling of such areas
is outside the Council's jurisdiction, the successful accomplishment of the
Regional Committee's ideas depends chiefly on the attitude of the
Authorities in the neighbouring County. We have, therefore, decided
to view this site when inspecting the sites suggested for further open
space reservations.

The Regional Committee suggest a slight extension of the area south
of Old Redding and we are of opinion that this additional area should be
borne in mind when the precise boundaries of this open space are
negotiated with the owner.
Ref. No. 4—Bentley Priory Estate, Harrow Weald and Great
Stanmore. Area 52 acres approximately,

The Regional Committee suggest that the original reservation of
this site, namely 130 acres (which was reduced to 52 acres at the request
of the Minister), and in addition all the adjacent land west of the boundary
to Clamp Hill and Common Road, north to Stanmore-Watford Road
and east to Stanmore Hill and Green Lane, with the exception that
Bentley Priory Mansion and grounds, occupied by the Royal Air Force,
and properties fronting on Stanmore Hill and Green Lane, be restricted
to their existing use and character.
We have decided to view this site when inspecting the sites pre­
viously mentioned.
Ref. No. 5—Grove Estate, Great and Little Stanmore. Area
40 acres, approximately,

The Regional Committee suggest reservation of the whole of the
land between Stanmore Common and Elstree, embracing the Orthopaedic
Hospital grounds and fields, " The Grove," " Lymes Holme," and land
north of the Watford By-Pass in the ownership of the London Passenger
Transport Board or subsidiary Companies.
We have decided to view this site.
Ref. No. 11—Warren House Estate, Little Stanmore. Area
110 acres approximately,

The Regional Committee suggest that the reservation should be
extended southwards, but, in view of the negotiations which have already
taken place, we are of opinion that it would be difficult for the Council
to suggest amendment of the boundaries at the present time, especially
as this would affect the development proposals which have already been
approved. We consider, therefore, that no variation of this open space
should be made.

The Regional Committee make no suggestion for extension of this
open space.
Field bordering the north side of Wood Lane in the ownership
of the Orthopaedic Hospital.
This site was withdrawn from the Green Girdle (Ref. No. 7) in view
of representations put forward at the Town Planning Inquiry.
The Regional Committee suggest that this site be included as an
additional reservation. We are of opinion, however, that this site should
not be included as an open space.
(b) ADDITIONAL AMENITIES.—As an additional amenity the Regional
Committee show on their map suggestions that property known as " The
Kiln," Common Road, Harrow Weald, and properties adjacent to " The
Alpine " Corner, Bushey Heath, should be restricted to their existing
density, use and character.
We are of opinion that at the present stage of the Town Planning
Scheme it would be difficult for such a reservation to be effected.
(c) FINANCIAL POWERS.—The Surveyor's report stated that, so far
as can be seen, the Greater London Regional Committee have no financial
powers and, if tangible results are to accrue, it would seem that the fund
which is proposed to be set aside by the London County Council could
usefully be applied in giving financial assistance for carrying into effect
the foregoing proposals.
(d) RESERVATIONS OUTSIDE THE HARROW URBAN DISTRICT.—The
Surveyor's report stated that the Greater London Regional Planning
Committee's suggestions provided for large tracts of land north of Pinner
Hill, embracing Oxhey Woods and the Oxhey Golf Course, and further
eastwards the portion of the Grims Dyke Golf Course within Hertford­
shire. The Hartsbourne Golf Course and the well-wooded estate at
present occupied by the Highfield School in Oxhey Lane, and considerable areas north of Stanmore Common outside the Middlesex Couijty
Council boundaries are also shown for inclusion.
On the motion of Councillor Rust, duly seconded, the Council
Resolved :
32. That Part II. of the Report of the Special Committee
on Open Spaces of a meeting held on the 9th April,
1935, be approved and adopted.

EXTENSION OF SERVICE OF SURVEYOR.
On the motion of Councillor Forbes pursuant to notice of motion,
and duly seconded, the Council Resolved :
33. (a) That in view of the illness of Mr. H. W. Rackham, the
Resolution of the Council at their meeting held on the
5th February, 1935, relating to the relinquishment by
Mr. James Percy Bennetts of his position of Engineer
and Surveyor and the appointment of Mr. H. W. Rackham to that position, be amended by the substitution
of the 31st August, 1935, for the 30th April, 1935,
in Resolution (a), thus enabling the services of Mr.
Bennetts to be retained for a further period of four
months (inclusive of one month's holiday) and post­
poning for the same period the appointment of Mr.
Rackham as Surveyor.
(b) That the General Purposes Committee be instructed to
re-assess the amount of compensation payable in view
of the increased average emoluments resulting from
this extension of Mr. Bennetts' service, the basis of
the calculation remaining unchanged.
