Annual Report 2007-2008 Chapter XIII USE OF OFFICIAL LANGUAGE 13.1 Hindi is the Official Language of the Union of India and the Government policy aims at progressively increasing the use of Hindi in official work. Effective steps were taken during the year in the Ministry of Micro, Small and Medium Enterprises to ensure the compliance with the Official Language Policy of the Government, implementation of the Annual Programme and compliance with the various orders of the Government of India on the recommendations of the Committee of Parliament on Official Language. 13.2 COMPLIANCE WITH THE PROVISIONS OF THE OFFICIAL LANGUAGE ACT, 1963 13.2.1 All documents such as resolutions, general orders, rules, licences, etc., under Section 3(3) of the Official Language Act and all papers laid on the Table of both the Houses of Parliament were issued bilingually, i.e. in Hindi and English. General orders meant for departmental use were issued in Hindi only. 13.3 REPLIES TO LETTERS IN HINDI 13.3.1All letters received in Hindi were replied to in Hindi. 13.4 CORRESPONDENCE IN HINDI 13.4.1Letters to State Governments, 127 Union Territory Administrations and Central Government offices located in regions ‘A’ and ‘B’ were issued in Hindi, to the maximum extent possible. Similarly, efforts were made to send letters in Hindi to Central Government offices located in region ‘C’ as per the targets laid down in the Annual Programme. About 92 per cent correspondence were made in Hindi in region ‘A’, 87 per cent in region ‘B’ and 83 per cent in region ‘C’ up to the quarter ending September, 2007. 13.4.2On 14.9.2007, the Ministry was awarded the 2nd Indira Gandhi Rajbhasha award for excellent work done in Hindi during 2005-06. 13.5 SECTIONS SPECIFIED FOR WORKING IN HINDI 13.5.1The sections of the Ministry, notified for doing hundred per cent work in Hindi, are working satisfactorily. 13.6 MONITORING AND INSPECTIONS 13.6.1In order to ensure compliance with the Official Language Policy, monitoring is done through reviewing the quarterly progress reports. During the year, 12 Sections of the Ministry were inspected, to ensure use of Hindi and compliance with the Official Language policy. MSME 13.7 TRAINING OF OFFICIALS October, 2007 in the Ministry. To encourage and motivate the employees for doing official work in Hindi, various competitions like Hindi Typing, Hindi Essay Writing, Noting and Drafting in Hindi, Dictation, General Hindi etc. were organised. A large number of officers and employees participated in these events with enthusiasm. The messages of the Hon’ble Home Minister and Cabinet Secretary were circulated in the Ministry as well as in the attached and subordinate offices of this Ministry for information and compliance. 13.7.1All officials of the Ministry have already been trained in Hindi Typing and Hindi Stenography. 13.8 USE OF MECHANICAL AIDS 13.8.1As per the provisions of the Official Language Act, bilingual mechanical facilities have been provided on mechanical equipments in the Ministry. Computers and terminals have also been installed with facility to work in Hindi. 13.9 COMMITTEES 13.9.1To review and accelerate the use of Hindi in the Ministry, a Hindi Advisory Committee has been constituted in the Ministry. Important decisions are taken by this Committee. Compliance with these decisions is also ensured at appropriate levels. 13.11 USE OF HINDI IN ATTACHED AND SUBORDINATE OFFICES 13.11.1 Micro Small and Medium Enterprises-Development Organisation (MSME-DO) 13.11.1.1 There is a full-fledged Hindi Section in MSME-DO to ensure compliance with the Official Language Policy of the Government and to implement the directives of the Government of India in this regard. During this year, 26 Sections of MSME-DO were inspected to ensure maximum use of Hindi and compliance with the Official Language Policy. During the Hindi Pakhwara celebrated in MSMEDO from 14th to 28th September, 2007 besides conducting usual competitions, 2 new competitions viz; Hindi Dictation and Hindi Essay were started for Group D employees for the first time which received overwhelming response. The Parliamentary Committee on Official Language also inspected the Headquarters and some of its subordinate offices during this period. MSME-DO also regularly publishes 13.9.2Departmental Official Language Implementation Committee under the Chairmanship of the Joint Secretary (Incharge Hindi) in the Ministry of Micro, Small and Medium Enterprises, has already been constituted. 13.9.3Quarterly Meetings of these Committees were organized and important decisions for use of Hindi in official work have been taken. Effective steps for ensuring compliance with these decisions and followup action, have also been taken. 13.10HINDI MONTH 13.10.1Hindi Month was celebrated from 14th September, 2007 to 13th 128 Annual Report 2007-2008 Laghu Udyog Samachar bilingually for wider circulation. It has also published 13 advertisement folders in Hindi for spreading awareness of various schemes/ programmes. 13.11.2 National Small Industries Corporation 13.11.2.1The National Small Industries Corporation Ltd. continuously strives to promote the use of Hindi in official work. A full-fledged Hindi Section with adequate staff is functioning at the corporate office of the Corporation in Delhi. The meetings of NSIC’s Official Language Implementation Committee and Hindi Workshops are regularly organised. During the year, Hindi Pakhwara was celebrated from 14th - 28th September, 2007 in which various Hindi competitions were organised. Literature and application forms of various schemes of NSIC have been prepared bilingually. During the year, the Parliamentary Committee on Official Language inspected its Chennai Office and the Committee was satisfied with the progress made for the use of Hindi. NSIC has already started publishing in-house magazine namely “NSIC Parivar” in Hindi. To 129 achieve the targets set by the Government, the use of Hindi is being progressively increased in NSIC. 13.11.3 Khadi &Village Industries Commission (KVIC) 13.11.3.1 During the period under report, three Hindi Workshops were organized by KVIC and 63 officials were trained to work in Hindi. Regular quarterly meetings were also organized during this period. The KVIC also regularly publishes house magazine ‘Jagriti’ bilingually for wider circulation 13.11.4 Coir Board 13.11.4.1 The Coir Board continued its efforts to implement the Official Language Policy. During 2007-08, three quarterly meetings were held by them at Alppuzha, Bangalore and Delhi. Four Hindi Workshops were also organised by them at various locations in India. Efforts were also made by the Board to prepare Audit Report, Questionnaire, Brief Note on Coir Board etc. bilingually. The publication of the Board ‘Coir News’ also had Hindi segments.
