1. TheMeetingofNationalCouncilwillbeheldinaccordancewiththeConstitutionand
RulesandtheseStandingOrders
2. ChairpersonofNationalCouncilwillbeinaccordancewiththeConstitutionandRules
3. AdoptionofStandingOrders
3.1. StandingOrdersshouldbeproposedatthestartofNationalCouncilbyamemberofthe
NationalManagementCommitteeandshallbeadoptedbyasimplemajorityof
memberspresentandvoting.
3.2. IntheeventoftheproposedStanding Ordersnotbeingadopted, theStanding Orders
adoptedfortheprevious meeting oftheNationalCouncilshallbedeemedtobe
adopted.
3.3. Amendments totheproposedStanding Ordersmaybeproposed andseconded byany
member ofNational Councilexceptthosewhoaremembers oftheNational
Management Committee. Amendments canonlybeproposed atthestartofthe
meeting.Anychangesshallbeadoptedbyasimplemajority.
4. RulesofDebate
4.1. Eachmemberoncommencingtospeakshallannouncehisorhernameandthename
ofthebodythatappointedhimorher.MembersshalladdresstheChair.
4.2. Amotionmaybeproposedonlybyadelegateofthebodythatsubmittedit.
4.3. Theproposer ofamotionshallhavetherighttospeakbeforeallotherspeakers onthat
motionandwillbeallowedrebuttal onceallspeakers havefinished. Speakers willnot
beallowed furthercomment unlessonapointoforderandwiththepermissionofthe
Chair.
4.4. TheChairmaylimitthenumberofspeakersonanymotion.
4.5. Amemberwhopersistsinirrelevanceorrepetitionindebateorwho,intheopinionof
theChair,isspeakingforthepurposeofobstructingbusinessmaybedirectedbythe
Chairtodiscontinuehisorherspeech.
4.6. Intheeventofanamendmenttoamotionbeingproposed,thevotingonsuch,shall
takeplacebeforethevotingonthesubstantivemotiontowhichtheamendment
relates.
4.7. Ifamotiontoproceed tothenextbusiness isproposed, theproposer ofthemotion
underdebateshallhavetherighttospeakbrieflyinopposition theretoandthemotion
mustthenbeput.Ifthemotioniscarried,thedebateontheoriginalmotionshallbe

abandoned andthemeeting shallproceed tothenextbusiness ontheagenda. Ifthe
motionislost,thedebateontheoriginalmotionshallberesumed.
4.8. Amotionthatthequestion benowputmustbeproposed, seconded anddecided
withoutdebate. Ifthemotioniscarried,theoriginalmotionshallbeputanddecided
withoutfurtherdebateotherthan,atthediscretion oftheChair,abriefreplybythe
proposer oftheoriginalmotion. Ifthemotionislost,thedebateontheoriginalmotion
shallberesumed.
4.9. TheChairmustnotacceptamotionifitappearstohimorherthatthemotionisan
infringementoftherightsofaminorityorthatthemotionisotherwiseanabuseof
theseStandingOrders.
4.10. Aftertheproposer hasbeencalledupontoconclude thedebate, ordoesnotclaimthe
righttospeakagain,nofurtherdiscussion shalltakeplaceonamotion oramendment
andtheChairshallcallforavote.
4.11. Thedecision oftheChair,inallmatters, shallbefinal.
5. Suspension ofStanding Orders
5.1. Standing Ordersmaybesuspended ormodified ineffectforaparticular purpose by
motion proposedandsecondedbyanymemberandpassedwiththesupport ofasimple
majority ofthemembers present andvoting.Noproposal toamendorrepealthe
Constitution ortosuspend ormodifytheeffectofthisOrdermaybeproposed byway
ofamotion underthissection.
5.2. Thetimeforwhichsuspension isrequired isspecified withinthemotion.
6. VotingProcedures
6.1. NoScoutorScouteristoengageinanysortofcanvassing/lobbyingortryingtopersuade
othermemberstovotefororagainstanyparticularcandidateinsideorintheprecinctsof
thevenueofNationalCouncil.
6.2. VotinginelectionstobeheldatNationalCouncilshallnotopenuntilatleast30minutes
afterthestartofthemeeting.Theannouncementoftheopeningoftheballotboxeswillbe
madebytheChairpersonofthemeeting.
6.3. Wheneverachangeoccursinrelationtothesituationofcandidatesforelection,a
statementclarifyingthesituationwillbemadetoNationalCouncilafterthemeetinghas
openedandbeforevotingcommences.
6.4. Acandidatesnamecanberemovedfromtheballotpaperupto72hoursbeforethestartof
aNationalCouncilMeeting.Awithdrawalnotifiedafterthattimewillresultinthenameof
thecandidateremainingontheballotpaper,however,anannouncementorastatement
fromacandidatemaybereadoutatthestartoftheNationalCouncilMeetingstatingthat
theydon’twanttheirnameconsideredinthevoting.Thisstatementmustbewithlodged

theNationalSecretaryatleast18hourspriortothestartofNationalCouncilandmustbe
signedbythecandidatethemselves.
6.5. Allvotesfortheelectionofpositionsareheldbysecretballot
6.6. TheChiefTellerisappointedbyNationalCouncilhavingbeennominatedbytheNational
Secretary.HeorsheshallbeassistedbypersonsapprovedbytheNationalCounciltostand
appointedasAssistantTellers
6.7. WhenthecountiscompletetheChiefTellerputstheresultofeachelectionintoaseparate
sealedenvelopeandhandsthisdirectlytotheElectionsOfficertobeconveyedtothe
NationalSecretaryfortheannouncementoftheelectionresults.
6.8. AllCandidatesforelectionareallowedtoappointanobservertobepresentintheCount
Roomtoobservethecount.TheyhavenorighttocommentoraddresstheChiefTellerthey
aretheresolelyasobservers.ThenameoftheScoutorScoutertheCandidatewishestoact
astheirobservermustbegiveninwritingtotheNationalSecretaryatleast7dayspriorto
NationalCouncilMeeting.NoobserverwillbeallowedtoentertheCountRoomunless
theirnameisonthelistprovidedtotheChiefTeller.
6.9. Allcandidatesareentitledtoseetheresultsoftheelection.
6.10. Intheinterestoffairnesstoeachcandidateseekingelection,theywillbeinvitedtojointhe
ChiefTellerand/ortheElectionsOfficerinaprivatearea15minutesbeforetheelection
resultsareannouncedtotheNationalCouncil.Theywillbegiventheresultoftheelection
inwhichtheywereacandidatetoallowthemtocomposethemselvesbeforetheresultis
announcedtotheNationalCouncil.Theelectionsofficerwillinvitethecandidatestorejoin
themeetingatwhichtimetheresultsoftheirparticularelectioninwhichtheywerea
candidatewillbeannounced.
6.11. Allmembers ofthe National Council are entitled toone vote. Allvoting shallbeby
open show ofvoting cardsexcept where:
• An election for any Appointment(exceptfortheappointmentofhonoraryvice
president’s)by the National Counciltakes place;or
• Aproposalfrom the floor to hold asecret ballot isacceptedbyatleastone third of
those memberspresent andvoting.
6.12. All elections,save wherethereis one candidatefor a position,shall bebyproportional
representationbysingle transferablevote. Where there isonlyone candidate seeking
election, the candidateshallonly bedeemedelectedif theyreceivefiftypercentplus
onevoteof thevotescast.The votescast shall include anyspoiledvotes cast.
6.13. Inthe event ofanequality ofvotes theChairshallhaveacasting votewhether ornot
the Chairpersonexercisedanoriginal vote. Motionsshall bepassed byasimple
majoritysave where otherwiseprovidedforintheConstitutionand Rules.
6.14. DuringthevotingonMotions members areaskedtostayinthesameplaceuntilthe
Chairperson declares aresult.Onceavotehasbeencalled,nooneispermitted toenter
orexitfromthemeetingroomuntiltheChairdeclaresaresult.

7. Counting ofvotes
7.1. TheChiefTellerisappointed byNational Councilhavingbeennominated bythe
National Secretary. Heorsheshallbeassisted bypersons approved bytheNational
Counciltostandappointed asAssistant Tellers.
7.2. ItshallbethedutyoftheChiefTellertoarrange forthecounting andrecording ofthe
votesoneveryoccasion onwhichadivision istaken.Hisorherdecision astothe
numbers recorded onanyvoteshallbefinalsavethat,wheretwoormoretellers
disagree onavote,theChairmayorderarecount ofthatvote.
7.3. Nopersonwhoisacandidate inanyelection attheNational Councilshallbeappointed
aChieforAssistant Teller.
8. Election Results
8.1. Theresultsofallelections areannounced assoonastheChiefScout'sclosingaddress is
completed.
8.2. AnymemberoftheNationalManagementCommitteewhoisacandidateforelectionfor
anypositionorwhosetermofofficehasfinishedshallvacatethepodiuminadvanceofthe
electionresultsbeingannounced.
8.3. Allcandidates whotookpartintheelection areentitled toseetheresultsofthe
election count.
8.4. Election resultswillbepublished ontheScouting Irelandwebsite withinthirty(30)days
oftheresultsbeingannounced.
9. Conclusion oftheMeeting
9.1. Themeeting shallbeformally closedbytheChair.
