Official Drawing Rules
“2017 Raffle Launch Party Drawing”
November 5, 2016
1.1. Name of Promotion
The name of this promotion will be the “2017 Raffle Launch Party Drawing”.
2.1.

Definitions
A.
“Tickets” means any Minnesota Lottery scratch or lotto game.
B.
“2017 Raffle Launch Party Drawing” or “Promotion” means the drawings
conducted by the Lottery in conjunction with the 2017 Raffle Launch Party
Drawing second chance promotion.
Duration
A.
4.1.
The Promotion will begin at approximately 12:00 p.m. on November 5, 2016,
and conclude at 2:55 p.m. on November 5, 2016.
Eligibility
A.
A person may enter the Promotion by:
1.
Purchasing, in one transaction, $10 in any combination of Minnesota
Lottery Tickets to receive an official entry slip;
2.
Completing an official entry slip, including a mailing address and phone
number; and
3.
Depositing the official entry slip into the official Minnesota State Lottery
entry drawing box in the Mall of America Rotunda between approximately
12:00 p.m. on November 5, 2016 and 2:59 p.m. on November 5, 2016.
B.
Players may enter more than once. A player may win more than once, but each
official Lottery drawing entry may only win once.
C.
The official entry slip is the only acceptable form of entry.
D.
A facsimile or photocopy of the entry form is not an eligible entry.
E.
Entries will be void if mutilated or illegible.
F.
Employees (including immediate family members residing in the same
household) of the Minnesota Lottery, Digiknow Inc., Clockwork Active Media
Systems, LLC, and any other company that is not eligible to receive a prize from
the Lottery under Minnesota law or pursuant to a contract with the Lottery are
ineligible for any of the Drawings.
The person who submits an entry must be 18 years of age or older. No prize
may be paid to a person under 18 years of age.

By participating, players agree to these official rules and to the decisions of the
Minnesota Lottery which will be final and binding in all respects.

An entry will be considered invalid if it does not meet all of the requirements for
eligibility stated in this section
The Drawings
A.
To enter the 2017 Raffle Launch Party Drawing, a player must enter via the
process described above. The Minnesota State Lottery will conduct twelve (12)
drawings. The eligibility and schedule for each drawing are set forth in the chart
below:

The Lottery will, by use of mechanical or other devices, randomly
determine which of the entries submitted are selected.
C.
One (1) prize will be awarded in each of twelve (12) drawings. The Minnesota
State Lottery reserves the right to substitute prizes based on availability.
D.
A list of all winners will be posted on the Contest Winners page of the
mnlottery.com website following the Drawing and after winners have been
verified. The list will remain on the Contest Winners page for the duration of the
Claim Period (as defined below).
E.
Each person entering the Promotion and winning a prize from the promotion
consents to the use of his or her name and/or likeness for advertising, trade or
promotional purposes without further compensation.
F.
A prize won in the Promotion may not be assigned or transferred to another
person. Unless otherwise stated, federal, state or local taxes on any prize are the
sole responsibility of the winner. All applicable federal, state or local laws apply.
G.

Claiming Prizes
The winners of Drawing #1 through #11 must fill out a prize affidavit and submit it to the
Lottery to claim their prize. The prizes for Drawings #1 through #11 may be claimed in
person by 3:15 p.m. CT on November 5, 2016 at the Mall of America Rotunda, if the
prizes are not claimed by 3:15 p.m. CT they will be shipped to the address listed on the
prizewinner’s official entry slip. The Lottery is not responsible for lost or misdirected
delivery. Prizes returned to the Lottery may be claimed by the prizewinner during the
Claim Period (as defined below). It is the responsibility of the prizewinner to provide
correct contact information, mailing address, and to check the Lottery’s website to
determine if a prize was returned to the Lottery.
The winner of Drawing #12 must fill out a claim form and submit it to the Lottery. In the
event that the claim is not validated by the Lottery, the claim shall be denied and the
player shall be notified immediately.
If the Drawing #12 prize winner is delinquent in the payment of state taxes or owes a
debt as defined in Minnesota Statutes § 270A.03, subdivision 5, the amount due will be
deducted from the value of the prize including, but not limited to, the cash portion of the
prize, and the cash value of the merchandise or non-cash prizes. If the person owes a
debt as described above, the person will be given thirty (30) calendar days from the date
that the Lottery notifies the person that he or she has won a prize in which to fully satisfy
the debt, as determined by the Minnesota Department of Revenue. In the event that the
person fails to completely satisfy the debt within 30 days, the Lottery will liquidate the
non-cash prize and it will forward any proceeds it receives to the Department of
Revenue to satisfy or partially satisfy the debt on the winner’s behalf. If any cash

remains after the Lottery has forwarded the proceeds of a non-cash prize to the
Minnesota Department of Revenue, the winner will receive the remaining cash.
5.3.
Claim Period
Prizes for each drawing must be claimed within one (1) year of the date of the drawing at
which the prize was awarded. If, however, the one (1) year deadline is a Saturday,
Sunday or a legal holiday, a claim must be submitted by the close of business the
following business day. The Minnesota Lottery reserves the right to substitute prizes
based on when the prize is claimed during the claim period. The Lottery will provide the
end of the claim period on its website. Questions may be referred to the Lottery at (651)

5.4.
Allowance for Delay of Payment
The Lottery may delay payment pending a final determination by the Lottery under any
of the following circumstances:

if a dispute occurs or it appears likely that a dispute may occur regarding the
prize;
if a dispute occurs or it appears likely that a dispute may occur regarding the
ownership of the entry;
if there is any question regarding the identity of the claimant;
if there is any question regarding the validity of the entry or the claim presented
for payment; or
if the claim is subject to any setoff for delinquent debts owed by the claimant
under Minnesota Statutes, Section 349A.08, subdivision 8.
5.5. Emergency Termination
If, for any reason, all or any part of the Promotion is not capable of running as planned
due to, without limitation, errors in these official rules or advertising for this promotion,
tampering, unauthorized intervention, fraud, technical failures, human error or any other
cause beyond the control of the Minnesota State Lottery that, in the sole judgment of the
Minnesota State Lottery, could corrupt or affect the administration, security, fairness,
integrity or proper conduct of this promotion, the Minnesota State Lottery reserves the
right, at its sole discretion, to cancel, terminate, modify, or suspend the promotion.
6.1. Governing Law
By submitting an entry into the Promotion, the person agrees to comply with and abide
by these game procedures; Minnesota Statutes, Chapter 349A (the State Lottery Law);
Minnesota Rules, Chapter 7857 (the Lottery’s Prize Payment Rules); and all final
decisions of the Director of the Lottery. All applicable federal, state or local laws apply.
Second chance entry offer void where prohibited by law.
