not something I would choose to do regularly, but it’s easy to

Chester is typical of most “racinos.” On this W ednesday
afternoon, the casino area was thriving while about 100
people were watching the races. They race for good money
at Chester, but the betting pools are anemic.
I never once bet on a horse during the Chester visit.
Instead, I played various casino games while chatting with
the patrons, asking them why they had no interest in playing the horses. The answers were just what you would have
expected: the slots are more fun, the races are all fixed, I
don’t understand how to bet on the horses, etc. Some
people just shrugged their shoulders.
I even experienced firsthand one of the reasons why
people like slots over horses. You can bet very little and
have some sort of chance of going home a big winner. I hit
a slot machine for $2,400 on a $1 wager.
W inning that money had an awful lot to do with dumb
luck, but at least I was playing a game where I had a fair
chance. That wouldn’t have the case had I instead been
betting horses.
Bettors are no different than any other consumers. They
are buying a product, in this case entertainment, excitement
and the hope that they can win money. W hether it’s a conscious decision or not, there is a certain price they are
willing to pay for that product. It’s no different than if they
were buying peanut butter. I pay $3.99 for a jar of peanut
butter. If they raised the price to $10 I would stop buying it

Playing the horses and betting the slots is not, of course,
the same thing. But it’s still gambling. W hen one form of
gambling costs 9 cents to make a bet and the other costs
30 or 32 cents, why would anyone choose the form that is
so much more expensive?
The irony is that racing’s marriage with casinos have
provided the sport with its best opportunity yet to drastically
cut the price of making bets. At places like Chester, as well
as a handful of thoroughbred tracks, the take from race
horse wagering has become a tiny fraction of the amount
that goes into purses and the coffers of track owners. You
could cut takeout rates to 4 or 5 percent and quite possibly
reinvent racing, creating a wildly popular and successful
game that a gambler could actually beat. The worst thing
that could happen is that the negligible amount of money
now coming in from pari-mutuel bets would drop some. As
long as the slots money keeps rolling in it wouldn’t matter
one bit.
Until the unlikely event that that happens, horse racing
continues to ask people to go against unreasonably high
takeout rates that make it impossible to win. The only players that have so much as a prayer are the whales getting
huge rebates.
Imagine if the takeout on a slot machine at Chester was
the same as a superfecta, 32 percent. I never could have
sat there for 20 odds minutes and lost only a few dollars.
My money would have been sucked away by that machine
in an instant. And I would have been playing in an empty
casino.
So eager to judge slots players and label them simpletons, it took me a little time to figure this out. As consumers,
they’re making a more rational decision than horseplayers
are. W e are the ones paying $10 for a jar of peanut butter,
and that’s the main reason so few people now partake in
wagering on horses.
I’ll be back at Chester in the summer to cover some of
their big races. This time, I’ll be sure to look over at the 100
or so people that chose the horses over the slots and perhaps I’ll think to myself, “look at those dummies.”
Sirius XM Radio To Cover Dozens of Major
Harness Races
In conjunction with Creative Media Productions, Sirius XM
radio will air more than 20 hours of live coverage of major
harness races this year, including many of the sport's biggest events like the Hambletonian, Little Brown Jug and
Breeders Crown.
"Tonight at the
Races" will kick off
June 2 with live coverage of the Art
Rooney Pace from Yonkers and will undergo a necessary
name change to "Today at the Races" for the Hambletonian
and Little Brown Jug. The race broadcasts will air on Sirius
Ch. 93 and XM Ch. 209.
Dave Johnson and Bill Finley will host the shows and
owner-trainer Peter Kleinhans will be the featured analyst.
The series was made possible due to the generosity of
five sponsors-the United States Trotting Association, Yonkers Raceway, the Hambletonian Society, the Pennsylvania
Harness Horsemen's Association and the Jeff Gural-owned
tracks, Tioga Downs, Vernon Downs and the Meadowlands.
"We're pleased to expand our harness racing coverage
this year," said the show's producer, Lucas Marquardt.
"W e've done a number of races in recent years but have
never had a schedule like this. W ith few exceptions, we will
be covering every major harness event in North America this
summer, plus the Little Brown Jug and the Breeders Crown
in the fall."
Sirius XM radio has more than 21 million subscribers in
North America.

In Ontario, Still More Questions Than Answers

Following an agreement with the New Democratic Party
on April 23 to support its recent budget, the Ontario Liberal
government has agreed to provide unspecified transitional
aid to help horsemen, who will be hard hit if, in fact, the
current revenue-sharing program with slots ends March 31,
2013.
The program, introduced in 1998, annually gives racetracks and horsemen 10% each of money bet on slots. Last
year that totaled $345 million, while the government collected $1.1 billion as part of its 75% share of the revenues.
The municipalities where the racetracks are based collect
5%. The horse racing industry considered it a win-win-win
situation for the government, the horsemen and the racetracks when the racetracks slots program began.
The province introduced the program to offset the loss of
money taken away from betting on horses and directed into
slots. It worked out well, but almost 15 years later the Ontario horse racing industry is concerned that removing slots
from racetracks and repositioning them at other locations
will impact on the betting, thus creating problems for the
businesses and individuals affected by it. The breeding
industry has already suffered damage because of concerns
from horse owners that purses which rose substantially
from the program will drop precipitously.
"W e don't know whether it's retraining or it's money or it's
a new deal or anything," Brian Tropea, general manager of
the Ontario Harness Horse Association, told Harness Racing Update. "There are lots of questions."
"W e've had conversations with all three (provincial) parties about sustainability for the industry and certainly transitional money has been discussed on numerous occasions,
but it has never been a first choice for us," Sue Leslie,
president of the Ontario Horse Racing Industry Association,
told the Niagara Falls Review. "I don't think they have the
details yet, or we would have been made aware of it."
The Ontario government indicated heading into its proposed budget in late March that it subsidized racetracks,
causing a furor among the horse racing industry, which
began a campaign to refute the misinformation directed to
the public, including emails to politicians, rallies and a media
public relations blitz. The horse racing industry contends the
program has generated the greatest annual revenue of any
other government program and is providing value for money.
In addition to announcing the March 31, 2013 dropdate
deadline, the government also served notice to three of the
17 provincial racetracks that their slots would be shut down
as of this April 30, although they would still be paid for the
remainder of the year. The three tracks - W indsor, Sarnia
and Fort Erie - have been going through difficult times for
several years.
The government's revised thinking on the racetracks slots
program is part of a strategy by the Ontario Lottery and
Gaming Corporation to expand the regulated private sector
delivery of lottery and gaming. The plan is to give people
places other than racetracks and casinos to play the slots.
The OLG has indicated the possibility of creating a
full-service casino in Toronto featuring gaming and tables
some time in the next few years. Woodbine Entertainment
Group, which operates harness and thoroughbred racing at
W oodbine, has indicated interest in becoming the site for the
casino.

Liberal government needed support from more members of
the legislature, which required making some concessions
for the NDPs. The Liberals agreed to place a surtax for the
next five years on people earning $500,000 or more. Only
23,000 people in Ontario fall under that category, but that is
expected to raise $470 million a year and help to reduce the
deficit that now stands at $15 billion. The tax increase for
the rich was the big item on the NDP's wish list.
"I spoke to (NDP leader) Andrea Horvath and she's disappointed she wasn't able to get anything more than she did
for us," Tropea said. "We're obviously very thankful that she
put horse racing as one of the things on the list of concessions she needed to get to support the budget. She was
able to get us something. The most disturbing thing is that
there has been no pre consultation or post consultation
(from the government). Nobody has been able to speak with
anybody from the government about what their plans are or
how they plan on transitioning. Transition can mean a number of different things. It could mean they're going to give us
a payment and say, 'sorry you've lost a lot of money on
your farm and your equipment and the value of your horses.
Here's some money to offset your losses.' It could mean
they're going to say, 'we're putting some money aside to
retrain all you people who are no longer in the horse racing
industry.' It could mean a revenue-sharing arrangement
where the industry continues on. I'm hopeful the word transition means we're going to transition from one revenue-sharing arrangement and hopefully into another one
that allows the industry to sustain itself."

Opened in 2006, Vernon Downs Casino Hotel occupies a
34,000 square foot gaming facility featuring over 750 video
gaming machines, restaurants, lounges and arcades in
addition to live and simulcast racing. The property also
offers an all-suites hotel and employs over 375 people.
In 2011, Vernon Downs expanded the hotel to accommodate small conventions, weddings, and meetings and have
plans for further expansion in the future if it receives one of
the seven casino licenses proposed as part of a constitutional amendment allowing casino gambling in New York
state. Vernon Downs Casino Hotel generated more than
$15.1 million for education during the 2011-2012 fiscal year,
according to the recently released data by the Division of
Lottery.

sharp win in a qualifier at Pocono Downs. W ith trainer Ray
Schnittker in the bike, last year’s champion won by 14 3/4
lengths and covered the mile in 1:55.
On the other side of the border, Up The Credit (W estern
Terror) had his first 2012 qualifier, finishing second at Mohawk. His time for the mile was 1:53.4 and he finished 3 1/4
lengths behind Dalhouse Davie (Astreos).
Riders Race Pacers Again at Northville
Pacing under saddle will be featured for the second
straight week at Northville Downs on Friday night.
Realgoodkisser (Real Desire) will be seeking to repeat his
victory last week with Natalie Zambrzenski in the stirrups.
The 7-year-old gelding was a winner in 2:10 over the
half-mile oval last Friday. Chasing the winner across the
wire were pacers ridden by Staci Chrastek and Kris
Konesto.
The runners-up will be back in action tonight at Northville
hoping for revenge. Chrastek will ride Andy’s Black Colt
(Fit For Life) and Konesto will saddle Fantasy Beau (Island
Fantasy).
