INTRODUCTIONS – Guest Speaker: Matt Davey, Prevention &
Community Safety Officer, Smithers. Matt spoke for 20 minutes on
Bylaw Enforcement issues and suggested an informal NW Bylaw
Officials group to share techniques and tips. He regularly attends
LIBOA conferences. Many BIs in zone share bylaw duties.

BUSINESS ARISING FROM THE PREVIOUS MINUTES:
• PearsonVue exams—Kitimat: no, New Hazelton: pending, Burns Lake:
no. Possible new provider—‘Yardstick’. Paper exams to continue.
• Regional issues—construction costs & bp rates comparison. NW & N Central Zone

Bylaw training: Bylaw Enforcement pamphlets distributed.

a) BOABC Business
• Swearing in of new member—Darren Dyck, Vanderhoof.
• Building Act Feb 28/17—re building officials membership and certification
• Building Bylaw—Core bylaw pending from MIA and Don Lidstone Law re
two years to implement. Technical references not legal.
• Energy Step Code Amendment to BCBC—four steps in four code editions
to NetZero in 2032.
• Courses and exam prep—Education Coordinator, Jo-Anne Roosen. Ed
Strategy. BCIT on-line, Camosun You-tube for plumbing.
b) BOABC Calendar of events
• BOABC Spring Conference & AGM—6 to attend

BUILDING REGULATIONS
• TECA Ventilation Guidelines—response to course held in October 16.
Contractors encouraged to use Checklists 1 to 4.
• Pre-Engineered Fabric buildings—CAN/CSA-A660. Regulated by zoning
bylaw.
• Old building upgrades—‘substantially comply with current code’—
discussion.

CODE REVIEW
• boabc.org site: members forum & 2012 Interpretation Requests
--Potentially useful forum but not many using it. Suggestion that BSSB
file responses on forum.
--Review: pot light penetrations thru air & vb—discussion on techniques
approved.

ROUND TABLE
• BC Housing/Licensing requirements for Owner/Builders—RD BulkleyNechako sharply critical of need for certification where 74% of 2016
residential construction is by owner/builder. Also HPO has no presence
in Prince George, thus all verification is thru BI site reviews.
