But why am I rambling on about it? The reason is that it’s a number that will affect almost every single person in our industry. In fact, over the next three years, Wisconsin will need 82,246 new skilled craftsmen and women to fill the jobs openings in construction. Think about that. We could take every single person that watched the last Packers home game from the comfort of Lambeau, and it would still not be enough to meet the demand. Not to mention, it would take a heck of a lot of training to get all those fans ready for the job site. That is why everyone in the industry needs to pitch in and do his or her part. At ABC of Wisconsin, we are out recruiting and training the future leaders in construction. Over the past two years, ABC CER – a national foundation that provides curriculum and training to develop a safe and productive workforce – more than 150 high school students have received their Core Certification. To prepare more young people to enter the industry, the Core program provides students with introductory construction techniques and knowledge. Many of the students who have completed Core are now working in construction, and more high schools are taking advantage of the successful program. In addition to the partnership with NCCER, ABC of Wisconsin has amped up its promotion of tunity for them to develop future workers. ABC of Wisconsin is training more than 1,100 apprentices in 12 different trades – that makes it the largest ABC apprenticeship program in the country. And our work does not stop there. On a national level, ABC member contractors spend $1.1 billion each year on workforce development. Contractors should continue to invest in their workers to ensure projects are being built to as high of a quality and as safely as possible. High schools and Tech Ed teachers need to promote the trades as a viable option for students – not everyone needs to or should attend a four-year university. Buildings with broken windows and sagging walls are almost completely obscured behind trees and bushes. The platform that once served as the base for the search radar is now the home to a hopeful sapling. In a rural area near Antigo, the base is easily missed, the USA Today Network-Wisconsin reported. Its driveway is nearly a quarter-mile long and has been patched over and over, making for a bumpy drive. The small single-level houses in front of the base have been kept up, all 12 of them still filled by renters. But the base behind has grown into a jungle; the only signs of the past are the buildings that poke up above the weeds and shrubs. The 676th Radar Squadron was decommissioned in 1977 and has sat abandoned ever since. Today the empty Air Force base stands as a haunting reminder of the Cold War, those days of underground shelters and nuclear fallout drills when U.S.- Soviet tensions could break out into full-blown nuclear war. Today, they serve mainly as mementos. In Marathon County, shelters still lie beneath churches and in the backyards of homes, and those who lived through the Cold War — especially folks who experienced the Cuban missile crisis — remember just how scary it was to go through every day with a gnawing fear of the Soviets. A knock on the door of one of the small houses was the culmination of a month of research into the base by a USA Today Network-Wisconsin reporter. The house was one of about a dozen on the former base, arranged in neat little rows. The tiny resi- dences once served as housing for officers who staffed the 676th Radar Squadron, a minute's drive away. During the height of the Cold War, the base served as a state-of-the-art warning system, searching for Communist planes or missiles. Today, the base stands empty, owned by civilian Roy Kleisch. Kleisch is a 65-year-old man with a large smile and an interest in the history of the base. He bought the property about 15 years ago, hoping that he could reuse the buildings to create a source of renewable energy. When he bought the base it had been decommissioned for years, and all the buildings had been stripped of metals and other valuable remnants. Curtains still hang in the windows of the barracks, tattered and weatherworn. The radar base can now be likened to more of a ruin than a military outpost. The 676th Radar Squadron opened in 1952, as the threat of nuclear attack by the Soviet Union reached a crescendo. The base was outfitted with three radars, a tall radar, that reached hundreds of feet into the air for detecting potential threats, and two smaller radars, used to find the height of the threats. Those radars have been removed since the base closed in the late '70s, but at the time, they helped to make up a highly sophisticated first line of defense for the northern part of the country, called the Pine Tree Line. The line stretched from coast to coast and was on alert for attacks that would have been launched over the North Pole. Walking through the base now, which has been stripped of metals and used for storage for years, it's impossible to see the history behind the buildings with chipped paint and cracked walls. Of course, the Cold War threats never materialized into attacks in Wisconsin, only long-abandoned shelters, a grown-over radar base, a few childhood memories and faded signs left in place for nostalgic effect. Proposal would up towns’ transportation aid by $14.6M GREASE, from page 1 tion that he plans to bump up the next budget’s transportation aid for towns from $8.9 million to $23.5 million, an increase of 8.5 percent. The increase would bring towns much more in line with other units of local government. Counties, for instance, are to get an 8.1 percent bump in their general transportation aid, which is money that helps offset the cost of building and maintaining local roads. Mike Koles, executive director of the towns association, said Wisconsin towns have a long history of seeing other types of local governments get more money for every mile of road they oversee. When the Wisconsin Department of Transportation released its initial budget proposal in September, it appeared they might be left behind again. “There was an equity concern,” Koles said. “We are now very pleased that we are moving onto where (Walker will) support that equitable distribution of funds.” Lee Engelbrecht, president of the towns association’s board and chairman of the town of Two Creeks in Manitowoc County, said towns bear much of the responsibility for the upkeep of local roads, “yet we always seem to get shortchanged.” He says his town of 435 people has 25 miles of roads within its jurisdiction. A study released earlier this month by the nonpartisan Wisconsin Taxpayers Alliance found that the amount of gas-tax and vehicleregistration revenue the state could put toward new transportation projects had decreased by 21 percent between 2000 and 2015. The chief reason for the decline was the ever greater amount of money the state had to devote to paying off debt during the same years; the state’s spending to retire transportation debt increased from $90.3 million in 2000 to $472.6 million in 2015. The Wisconsin Taxpayers Alliance found that local roads have borne the brunt of these policies. From 2010 to 2015, the share of streets whose conditions were rated “fair” or “worse” by the state rose from 29 percent to 32 percent. Although the governor’s proposal to provide additional aid might be welcome, it is not entirely clear where the money is coming from. Tom Evenson, a spokesman for the governor, said that the governor is still working on his budget plans. Many details no doubt still have to be figured out. But much of the broad outline is already known. Following direction provided by the governor, WisDOT in September released a budget proposal that would hold the line on borrowing and revenue increases at the cost of delays to various long-planned road projects. The projects that would be pushed back include the ongoing reconstructions of the Zoo Interchange west of Milwaukee’s downtown and Interstate 39/90 from Milwaukee south to the Illinois state line. Responding to lawmakers’ concerns about over-borrowing, WisDOT proposed a budget that would allow only $500 million worth of new bonding for transportation projects. If eventually approved by the Legislature, that would be the lowest amount of new borrowing authorized since 2001. Walker, meanwhile, has regularly repeated his pledge to not raise the state’s gas tax or vehicle-registration fees. Yet, even while acknowledging that these policies will result in delays for various larger projects, he has sought to draw attention to the additional money he wants to give local governments. “The governor is committed to in- creasing local road aids in the next budget,” Evenson said in an email. But Koles said he doesn’t think that more help for cities, villages, counties and towns will answer all the state’s transportation questions. There still is a need for a plan that will let the state attend to its extensive backlog of large projects without amassing a huge debt burden. Echoing the sentiments of various lawmakers, Koles said the state should first try to reduce transportation-related costs as much as possible. The state’s audit bureau is expected to release a report by the end of the year suggesting ways that WisDOT can spend its money more efficiently. Another study is looking into the possibility of using tolling to help pay for state road projects. Koles said all those efforts are welcome and necessary. Burt, for his part, said he's been on crews where at least half the workers were veterans. The Midwest Economic Policy Institute makes several dire predictions concerning Wisconsin's recent overhaul of its prevailing-wage laws. In general, the changes will eliminate the wage requirements for local projects — including schools — while leaving them in place for road and building projects commissioned by the state. The policy institute predicts the changes will cause 2,000 blue-collar veterans to leave the industry. The total loss of income is expected to come to $113 million. Proponents of prevailing wages generally argue that the laws ensure construction companies can provide workers with pay that is commensurate with their expertise and abilities. Without prevailing wages, contractors will be forced to either pay workers less or risk losing contracts to rivals with cheaper work forces. It wasn't immediately clear how the specific prevailing-wage changes adopted by Wisconsin will lead to these results. Once the overhaul takes effect on Jan. 1, veterans working on local projects will no longer receive prevailing wages. But anyone employed on the hundreds of millions of dollars of road and building projects the state commissions every year will still benefit from the wage requirements. Then there are the veterans who are employed on private jobs. Since private owners have never had to pay prevailing wages, anyone working on those jobs will have no real claim to a loss. Legion in Oneida County became acquainted with the organization. “It was a great training event for us,” Burt said. Burt, who spent six weeks working on the trail, said the experienced help the apprentices hone their abilities. Once the trail was finished, the next natural step seemed to be opening an American Legion post exclusively for operating engineers. Wisconsin has more than 500 American Legion posts, Kurtz said. Marquette building seasonal dome over athletic field Officials with Marquette University announced Friday their plans to build a seasonal dome over a portion of its Valley Fields facility. The $3.6 million project will begin immediately and is expected to finish in January. The dome will enclose the synthetic turf field next to the stadium. It will provide practice and training space for intercollegiate athletes, as well as students involved club and intramural sports. The structure is in part being built to immediately fulfill some space needs while work continues on a $120 million planned athletic performance and research center. "As we continue to plan for our athletic performance research center, it was important that we take a more immediate step in meeting the demand of our increasingly active student body," Bill Scholl, vice president and director of athletics at Marquette, said in a statement. The dome will remain up about five months over the winter and early spring each year. Anderson Farm to get improvements Dane County Executive Joe Parisi said he plans to propose a number of improvements to the Anderson Farm County Park in the town of Oregon. The improvements Parisi proposed includes $150,000 for demolition of a farmstead that the county purchased this year. The county plans to use the 8.5-acre site as the starting point for agricultural programming at the county park. Parisi also proposed setting aside money for the design and engineering of a dog park. "Dog parks are our most popular destination for our Dane County parks," he said in a news release. "The addition of agriculture programming will be a great way to allow residents the opportunity to establish small scale farming operations.” Anderson Farm County Park, established in 2014, is about 310 acres. Alliant Energy moving forward with Iowa wind project Alliant Energy's Iowa utility is moving forward with a new wind project that will generate up to 500 megawatts of energy. Officials with the Madison-based utility are working with landowners in Franklin County, Iowa, near its existing Whispering Willow Wind Farm, as well as exploring other places to develop in other areas of the state, according to a news release. The 500 megawatts the project will produce is enough to power 215,000 homes.
