Introduction
1.
On September 13, 2013, the Alberta Utilities Commission (AUC or the Commission)
issued Decision 2013-349 to EPCOR Distribution and Transmission Inc. (EPCOR) regarding the
Celanese substation and transmission line 761L.

In paragraph one of Decision 2013-349, the description of EPCOR’s portion of
transmission line 761L to be decommissioned and salvaged was incorrectly stated as going from
Celanese substation to East Edmonton 38S substation. EPCOR’s portion of transmission line
761L to be decommissioned and salvaged is approximately 805 metres in length and goes from
EPCOR’s Celanese substation to a point where it connects with the AltaLink Management Ltd.
portion of transmission line 761L in the Edmonton area. Also in paragraph one, transmission line
7L61 should be designated as 761L.

The decision states in paragraph four that “In 2013, a portion of the site upon which the
substation is located, was sold to Keyera”. EPCOR advised that the Celanese substation is
located on property owned by Eco-Industrial Park Inc.
Section 48 of AUC Rule 001: Rules of Practice indicates that “the Commission may correct
typographical errors, errors of calculation and similar errors made in any of its orders, decisions
or directions.” Accordingly, this errata decision has been issued to correct the errors.

Paragraphs one and four of Decision 2013-349 have been amended to include the correct
information outlined above and is attached to this Decision 2013-349 (Errata).

Introduction
1.
EPCOR Distribution and Transmission Inc. filed Application No. 1609763, on
July 16, 2013, pursuant to Section 21 of the Hydro and Electric Energy Act. In the application
EPCOR requested approval to:


decommission and salvage EPCOR’s portion of existing 138-kilovolt transmission line
761L (Permit and Licence No. U2000-0371) from EPCOR’s Celanese substation to a
point where it connects with the AltaLink Management Ltd. portion of transmission line
761L in the Edmonton area
decommission and salvage existing Celanese substation. (Permit and Licence
No. U2000-0122)
Permits and Licences No. U2000-012 and No. U2000-037 were issued to Edmonton Power
Transmission Inc.; now EPCOR Distribution and Transmission Inc. (EPCOR).

EPCOR owns and operates the Celanese substation and transmission line 761L, located
in the south west quarter of Section 17, Township 53, Range 23, west of the Fourth Meridian.

The Celanese substation is located on property owned by Eco-Industrial Park Inc. (EcoIndustrial). Eco-Industrial has leased the property to Keyera Corporation. Transmission line 761L
is located on property owned by Keyera and Eco-Industrial.

The Celanese substation and transmission line 761L were originally commissioned in
1977 to provide service to the operations of Celanese Canada Inc. In 2004, Celanese ceased
operations and, in 2007, sold the property to Eco-Industrial.

In April 2013, Eco-Industrial requested that EPCOR discontinue electrical service to the
site and remove all equipment. Eco-Industrial made the request as a safety precaution while
ongoing demolition activities are being carried out in the vicinity of the transmission line
facilities.

On May 31, 2013, EPCOR and the Alberta Electric System Operator terminated the
electric service agreement.

EPCOR Distribution and Transmission Inc.
EPCOR conducted public consultation programs regarding the project including:



delivery of information packages to local area occupants, residents and landowners
situated within 800 metres of the proposed project
personal consultation with occupants, residents and landowners of land that are directly
adjacent to the Celanese substation
an open house was held on June 26, 2013

EPCOR indicated that there are no outstanding objections or concerns related to the
project.

EPCOR committed to undertake a phase 1 environmental site assessment and a soil
sampling program based on Alberta Environment and Sustainable Resource Development
(AESRD) guidelines to determine the extent of any potential contamination from EPCOR’s
activities on the site.

Findings

The Commission finds EPCOR’s participant involvement program satisfactory pursuant
to AUC Rule 007: Applications for Power Plants, Substations, Transmission Lines and
Industrial System Designations.
11.
Due to the fact the application is for the decommissioning of transmission facilities and
no one is objecting to the project, the Commission considered its decision or order would not
directly and adversely affect the rights of a person, pursuant to Section 9 of the Alberta Utilities
Commission Act. Therefore, a notice of application was not issued and a hearing was not
required.
12.
The Commission finds that there are no outstanding technical, routing or noise concerns
associated with the decommission and salvage of the substation and transmission line.
13.
Prior to salvaging the Celanese substation, EPCOR shall fulfill a commitment to
complete a phase 1 environmental site assessment in accordance with AESRD guidelines and use
the findings of that investigation to design and implement a soil sampling program, also in
accordance with AESRD guidelines. EPCOR shall submit to AESRD’s environmental site
assessment repository, complete copies of the phase 1 environmental site assessment and soil
sampling report, endorsed by qualified members in good standing of a professional organization
of Alberta.
14.
Based on the foregoing, the Commission considers the application to be in the public
interest in accordance with Section 17 of the Alberta Utilities Commission Act.

Decision
15.
Pursuant to Section 21 of the Hydro and Electric Energy Act, the Commission approves
the application and grants to EPCOR the approvals set out in Appendix 1– EPCOR Celanese
Substation – Approval No. U2013-423, September 13, 2013 (Appendix 1 will be distributed
separately) and Appendix 2 – EPCOR Transmission Line 761L - Approval No. U2013-424,
September 13, 2013 (Appendix 2 will be distributed separately).
