Greetings,
We are pleased to release the 2011 South Asia Data Pocketbook. This edition
contains several changes that we hope contribute to its usefulness. For example,
we have added new indicators, incorporated new measurements of well-being from
the 2010 UNDP Human Development Report, and reorganized the formatting of
information for greater clarity and concision. The most notable change to this year’s
pocketbook is the inclusion of equity-related data. Six countries contain an equity
matrix, which reveals the extent of inequity between groups for several indicators
across various demographic characteristics.

How to Read the Equity Matrix: The equity matrixes in this pocketbook provide
statistics for key health, education, and protection indicators, disaggregated across
several demographic characteristics of a child’s life (ex: male/female, urban/rural).
The values in the “Disparity Gap” row represent the absolute percentage point
difference between the best-performing and worst-performing groups for each
demographic category. Disparity gaps range from 0-100; larger values reflect greater
inequity while smaller values reflect less inequity. For child mortality rates, the value
is the absolute difference in the number of deaths per 1,000 live births. For negative
indicators (child undernutrition and mortality), disparity gaps are calculated in the opposite
direction. Negative disparity gaps indicate that a generally deprived group performs
better on a specific indicator than a generally advantaged group.
Note on Data: All data in the equity matrixes come from the most recent published
country-level DHS or MICS reports.

Definitions of the indicators
Adult literacy rate: Number of literate persons aged 15 and above, expressed as a
percentage of the total population in that age group.
Attitudes towards domestic violence: Percentage of women 15–49 years old who
consider a husband to be justified in hitting or beating his wife for at least one of the
specified reasons i.e., if his wife burns the food, argues with him, goes out without
telling him, neglects the children or refuses sexual relations.
Birth registration: Percentage of children less than five years old who were registered at the moment of the survey.
Central government revenue: Comprises all non-repayable receipts, both current
and capital, plus grants.
Child disability: Percentage of children 2-9 years old who screen positive to at least
one of the questions on disability.
Child labour: Percentage of children 5–14 years old involved in child labour at the
moment of the survey. A child is considered to be involved in child labour under the
following conditions: (a) children 5–11 years old who, during the week preceding the
survey, did at least one hour of economic activity or at least 28 hours of household
chores, or (b) children 12–14 years old who, during the week preceding the survey,
did at least 14 hours of economic activity or at least 28 hours of household chores.
Child marriage: Percentage of women 20–24 years old who were married or in union
before they were 18 years old.
Current account balance: It is the sum of the balance of trade for merchandise, net
trade in services and factor income and net transfers.
Debt service: Sum of interest payments and repayments of principal on external
public and publicly guaranteed long-term debts.
Enrolment and attendance ratios: female as a % of males – Girls net enrolment and
attendance ratios divided by those of boys, as a percentage.
Estimated adult HIV prevalence rate: Percentage of adults (aged 15–49) living with
HIV as of 2009.
Gross Domestic Product per capita: Gross domestic product (GDP) is the sum
of value added by all resident producers plus any product taxes (less subsidies) not
included in the valuation of output. GDP per capita is gross domestic product divided
by midyear population. Growth is calculated from constant price GDP data in local
currency.
Gender Inequality Index: A composite index measuring loss in achievements in
three dimensions of human development – reproductive health, empowerment and
labour market, due to inequality between genders.
Gini coefficient of income inequality: Measure of the deviation of the distribution
of income (or consumption) among individuals or households within a country from a
perfectly equal distribution.
Gross National Income per capita: It is the sum of value added by all resident
producers, plus any product taxes (less subsidies) not included in the valuation of
output, plus net receipts of primary income (compensation of employees and property
income) from abroad. GNI per capita is gross national income divided by midyear
population.
Human Development Index: A composite index measuring average achievement in
three basic dimensions of human development – a long and healthy life, knowledge
and a decent standard of living.
Infant mortality rate – Probability of dying between birth and exactly 1 year of age,
expressed per 1,000 live births.
Iodized salt consumption – Percentage of households consuming adequately
iodized salt (15 parts per million or more).
Life expectancy at birth – Number of years newborn children would live if subject to
the mortality risks prevailing for the cross section of population at the time of their birth.
Least developed country status: Criteria for inclusion in the list of least developed
country status are population less than 75 million; per capita GNI less than US$ 750;
Human assets index less than 55, and Economic Vulnerability Index greater than 37.
A country must meet all the criteria.
Maternal mortality ratio – Number of deaths of women from pregnancy-related
causes per 100,000 live births during the same time period.
Multidimensional Poverty Index – The share of the population that is multidimensionally poor adjusted by the intensity of deprivations.
Neonatal mortality rate – Probability of dying during the first 28 completed days of
life, expressed per 1,000 live births.
ODA – Net official development assistance.
Percentage of population below international poverty line of US$1.25per
day – Percentage of population living on less than US$1.25 per day at 2005 prices,
adjusted for purchasing power parity. The new poverty threshold reflects revisions to
purchasing power parity exchange rates based on the results of the 2005 International
Comparison Program. The revisions reveal that the cost of living is higher across the
developing world than previously estimated.
Primary school net enrolment ratio – Number of children enrolled in primary school
who are of official primary school age, expressed as a percentage of the total number
of children of official primary school age.
Primary school net attendance ratio – Number of children attending primary or
secondary school who are of official primary school age, expressed as a percentage
of the total number of children of official primary school age.
Skilled attendance at birth – Percentage of births attended by skilled health
personnel (doctors, nurses or midwives).
Survival rate to the last grade of primary school – Percentage of children entering
the first grade of primary school who eventually reach the last grade of primary school.
Total fertility rate – Number of children who would be born per woman if she lived to
the end of her childbearing years and bore children at each age in accordance with
prevailing age-specific fertility rates.
Under-five mortality rate – Probability of dying between birth and exactly 5 years of
age, expressed per 1,000 live births.
Underweight (NCHS/WHO) – Moderate and severe: Percentage of children aged
0–59 months who are below minus two standard deviations from median weight for
age of the National Center for Health Statistics (NCHS)/World Health Organization
(WHO) reference population.
Vitamin A supplementation (full coverage) – The estimated percentage of children
aged 6–59 months reached with two doses of vitamin A supplements.
Youth literacy rate – Number of literate persons aged 15–24, expressed as a
percentage of the total population in that age group.

In Afghanistan, the intersection between female exclusion, extreme poverty and ongoing conflict results in extreme
deprivation of millions of children. A standardized equity matrix is not possible at this time for Afghanistan as the
equity analysis relies exclusively on recent DHS or MICS reports. Data from the most recent MICS (2003) are too
dated given the significant changes in the country over the past seven years.

In Bhutan, the intersection between geographical exclusion due to rugged terrain and associated pockets
of poverty, and vulnerability to frequent natural disasters results in multiple deprivation of children. A
standardized equity matrix is not possible at this time for Bhutan as the equity analysis relies exclusively on
recent DHS or MICS reports, which have not yet been carried out in Bhutan.
