Introduction
Each year the State Records Office of WA (SRO) marks Western Australia Day by
publishing online a Guide to State Cabinet records of the previous calendar year, all
of which have been released from their 30-year restriction access period. This year’s
Guide comprises information from Cabinet minutes and decisions from 1985, the
third year of Brian Burke’s Labor Government.
State Cabinet records are historically significant documents which reveal the
decisions made by the government of the day. These unique records are the primary
source documents for information about the issues raised at Cabinet meetings. The
online Guide assists the Western Australian community with access to these
records.
A selection of over 30 of the issues considered by State Cabinet in 1985 is
presented in this Guide, revealing some of the deliberations of government over 30
years ago. An Index to the all of the 1985 Cabinet Minutes and Decisions is also
included to encourage further research into the records. The Guide provides an
overview of Western Australian state issues in 1985, as well as highlighting a few of
the more prominent national and international events of that year.
Unlike the release of Cabinet papers at the Commonwealth level, where records
comprising more sensitive information can be embargoed beyond the restriction
access period for the remaining records, all of the State Cabinet records for Western
Australia are released for public access 30 years after the records are created.
The State Records Office of Western Australia (SRO)
State Cabinet Records are held by the SRO, the authority responsible for identifying,
managing, preserving and providing the community with access to the State’s
Archives. They can be found by accessing the SRO’s online catalogue, and the
originals are available at the SRO’s Search Room situated on the Ground Floor of
the Alexander Library Building in the Perth Cultural Centre. The SRO Search Room
is open Monday – Friday, 9.30am – 4.30pm.

Description of the 1985 State Cabinet Records
The primary set of State Cabinet records referred to in this Guide is called ‘Cabinet
Minutes and Decisions.' State Cabinet Minutes and Decisions include agendas and
submissions to Cabinet and are listed chronologically. The State Cabinet records for
1985 are the records the meetings of State Cabinet held between 16 January to 9
December 1985, and comprise the State Cabinet Minutes and Decisions (Series
1228, Consignments 2884 and 4736), and other State Cabinet records which
complement the Minutes and Decisions, such as Cabinet Summaries (Series 1230,
Consignment 4823), and submissions, reports and other accompanying documents
to the Minutes and Decisions, each of which are described as a “Cabinet Record”
(Series 1228, Consignment 6150).
Cabinet Minutes and Decisions
State Cabinet Minutes and Decisions are the primary original source documents that
provide a record of government decisions made at Cabinet meetings. These
documents contain the names of the Ministers present and absent at each meeting,
copies of submissions to Cabinet (including ministerial recommendations),
supporting reports, summaries or reviews for these submissions, and a record of
relevant decisions, approvals, deferrals and rejections by State Cabinet.

Events and Issues in WA Politics in 1985(1)
1985 was the third year of the Burke Labor government. In February the State
government launched the West Australian Exim Corporation which had grown out of
election promises for a marketing corporation for the South East Asian market as
well as markets further afield. The State Government also announced in February
that it would acquire a 20% stake in the South West aluminium smelter project
although this project fell into difficulties later in the year due to the consortium
running into financial difficulties.
Throughout the first half of 1985 the government also endeavoured to finalise
contracts for the North West shelf gas project. In April the visit of Chinese
Communist Party General Secretary Hu Yaobang raised hopes of further Pilbara
development and the re-opening of BHP’s blast furnace at Kwinana. Also in April
Lang Hancock and the Romanian Government announced an Iron Ore joint venture
at Marandoo in the Pilbara. In June the US oil producer Amoco commenced
exploration of the Great Sandy Desert and the WA Government shelved plans for a
sugar industry on the Ord River.
In March 1985 the government introduced the Aboriginal Land Bill to Parliament
which provided for 7.5% of the State to be available to be held freehold by Aboriginal
people. But in April the Bill was defeated in the Legislative Council. Later in the year
Aboriginal/White conflict and ‘Black Deaths in Custody’ became a controversial
subject in WA when a serious riot broke out in Mullewa and the media highlighted
the large number of prison deaths of Aboriginal people in WA. Media reporting on
these issues drew strong criticism by the Police and Prison Officers’ Unions.
The first ‘Technology Park’ in WA opened in Bentley in July 1985 and the
government also announced the setting up of a public trust to assist the expansion of
small business, jointly sponsored by the WA Development Corporation (WADC) and
the Small Business Development Corporation. Comedians Rodney Rude and Austen
Tayshus were arrested, charged and prosecuted for using obscene language in their
performances in Perth, the actions of the Police being much criticised by WA’s
theatre and arts community. In September work on the Sorrento Marina commenced,
the government also releasing a draft environmental management plan including a
proposed marine park stretching from Trigg to Burns Beach. In the same month
Cabinet announced the electrification of the suburban rail system at a cost of $146
million.
In 1985 important legislation passed by Parliament included changes in the areas of
adoption, sexual assault, AIDS, criminal law reform, and industrial training.
Legislation also allowed for administrative changes such as amalgamations of
various offices, commissions, and boards, such as creating a new State Planning
Commission out of three existing bodies, and the creation of new organisations such
as an authority for intellectually handicapped children independent of the Health
Department. The Water Authority of WA adopted the State’s first equal opportunity
management plan to ensure equality for women, migrants and Aboriginal people.

World Events that Made the News in 1985 (2)
1985 was the year that Mikhail Gorbachev came to power in the Soviet Union and a
blood test for AIDS was developed. The discovery of the Ozone hole in the
atmosphere was first announced, and Commodore launched the Amiga Personal
Computer. The computer game Super Mario Brothers was first released on
Nintendo. The wreck of the Titanic was found in the North Atlantic and the
Greenpeace ship Rainbow Warrior was bombed and sunk in Auckland Harbour by
French special agents.
The famine that had ravaged Ethiopia since 1983 continued into 1985 and relief
efforts included the release of the charity hit single ‘We Are the World’, written by
Michael Jackson and Lionel Ritchie. The ‘Live Aid’ concerts in the USA and London
in July 1985 saw the largest satellite link-up and television broadcast in the world at
that time: an estimated global audience of 1.9 billion, across 150 nations.
In 1985, an Air India Boeing 747 from Montreal to Delhi via London was blown up by
a terrorist bomb above the Atlantic Ocean killing all 329 aboard. The passenger ship
Achille Lauro was hijacked by Palestinian terrorists. Marc Chagall, Yul Brynner and
Orson Welles died in 1985, as well as Rock Hudson who died of AIDS.
Australian and WA Events that Made the News in 1985 (2)
In January 1985 Paul Hogan was named as Australian of the Year. In March the TV
soap Neighbours was launched by the Seven network. In September John Howard
replaced Andrew Peacock as Federal Opposition Leader. In November the first
Australian Formula One Grand Prix took place in Adelaide and ‘What a Nuisance’
won the Melbourne Cup. East Fremantle won the WAFL Grand Final.
The Australian Film Mad Max 3: Beyond Thunderdome was a box office success in
1985. Starring Mel Gibson and Tina Turner, the film’s theme song We Don’t Need
Another Hero, topped the charts internationally as well as Australia. As well as Mad
Max 3 other popular films of the year were Back to the Future, The Colour Purple, A
Room with a View and Out of Africa. Madonna, Dire Straits, Bruce Springsteen, Phil
Collins, Eurythmics and Mental as Anything dominated the singles and album charts
in 1985.
In WA in 1985 a litre of milk cost 99 cents, strawberries were 69 cents a punnet,
125g of Camembert cheese was $1.09, and tomatoes were $1.29 per kg. If you
wished to purchase a three bedroom house in Warwick you would need to spend
$65,900, and a new Holden Commodore from Skipper Mitsubishi was $17,999. In
1985 the annual earnings for a Sheet Metal Foreman in Bunbury was $20,000.
In 1985, electricity and gas charges rose by 3.8%, domestic water by 2.4% and there
was a $5 a day increase in hospital bed charges. Bus, train and ferry fares remained
the same as in 1984.

State Cabinet Deliberations in 1985 (Selected)
Following is a selection of subjects deliberated by State Cabinet in 1985. The
description of the subjects and dates of deliberations are stated as recorded in the
1985 Minutes and Decisions of State Cabinet, in Cabinet Minute Summaries and the
1985 State Cabinet Index.
In 1985 State Cabinet met four times in regional centres – Kalgoorlie (18 March),
Port Hedland (17 June), Mandurah (16 Sept) and Carnarvon (25 November).
Robb Jetty future/rationalisation

In January Cabinet decided to continue to operate the Robb Jetty abattoir and to
meet the costs of upgrading it, though this also meant that some employees would
be made redundant and redeployed. In October a proposed grant to the Meat
Commission of $1 million for upgrading the abattoir was referred to the Cabinet
Budget Committee.
Iron Ore (Goldsworthy - Nimingarra) Agreement Act

Cabinet decided to reduce the royalty on iron ore for Sunrise Hill under the Iron Ore
(Goldsworthy – Nimingarra) Act as it was undertaking infrastructure works in the
Pilbara.
Burswood Island Casino/ Burswood Park

In January Cabinet approve the preparation of legislation necessary to enable the
commencement of the Burswood Island casino/resort complex. In June Cabinet
approved the formation of a “Burswood Park Technical Committee” to make
recommendations about the development of Burwood Park to the Minister for Racing
and Gaming.
38 Hour Week

In 1985 State Cabinet considered proposals for 38 hour weeks for Nurses, Prison
Officers and Social Trainers. They were approved subject to trade-offs and
submission to the Industrial Commission.
Sexual Assault Reform
21 Jan, 17 June
State Cabinet approved the drafting and printing of a Bill to amend the Criminal Code
and Evidence Act to reform the laws relating to rape and sexual assault.
Domestic Violence Inquiry/Task Force
21 Jan, 15 April
The establishment of a task force to inquire into and report on domestic violence in
WA received State Cabinet approval.

North West Gas Shelf Development

In January Cabinet approved negotiations with Woodside joint venturers to
restructure the development project into two separate joint ventures. In June Cabinet
approved an amended agreement and the drafting, printing and introduction of a bill
in Parliament to formalise it “as a matter of priority”.
Members of Parliament (Financial Interests) Bill

State Cabinet approved the printing of a bill to require Members of WA Parliament to
publicly disclose their financial interests.
AIDS

Cabinet approved proposed amendments to the Contraceptives Act in the campaign
against AIDS, and extra Health Department funding and staff for AIDS screening and
counselling.
Closure of Fremantle Prison
25 Feb, 24 June, 8 July, 14 Oct
A Cabinet sub-committee led by the Minister of Prisons considered sites for “two
prisons to replace Fremantle Prison and report to Cabinet urgently”. But a final
decision to locate replacement sites was deferred throughout 1985.
Frozen French Fry Processing

Cabinet approved a proposal to review the financial viability of frozen french fry
processing at the Manjimup Cannery, but later declined to support its establishment.
Aged/Elderly Portfolio

Cabinet noted moves to develop the new ‘Aged’ portfolio held by Minister Keith
Wilson and in April approved the public release of an amended Aged policy. Cabinet
also approved the creation of an “information Hot-Line for the elderly”.
Exim Corporation

A proposal for the Treasurer to guarantee borrowings of $8 million to fund the
activities of Exim Corporation was approved by State Cabinet. Exim was set up to
exploit export markets Western Australian products.
Western Australian Planning Commission

In March State Cabinet approved the drafting of legislation to establish a Western
Australian Planning Commission.
Strata Titles Act 1985

Cabinet considered legislation for a new Strata Titles Act. This included examination
of proposals for strata titling for caravan parks, and the approval of the appointment
of a “Strata Titles Referee”.

Mindarie Keys
18 Mar, 11 Nov
Smith Corporation sought to develop the Mindarie Keys. State Cabinet approved of
the proposed development subject to conditions relating to land exchange, lease of
the sea-bed and maintenance of the proposed harbour entrance.
Aluminium Smelter
25 Mar, 6 May, 13 May, 23 Sept
In March Cabinet endorsed the steps taken to secure a 20% interest in the project,
with final commitment dependent on resolving outstanding issues, one of these
being the need for the Environment Protection Authority to report on the project by
30 June 1985.
9 Day Fortnight

Throughout the year Cabinet approved negotiations to secure 9 day working
fortnights for workers employed by State Government agencies such as Westrail, the
Government Printing Office and the WA Fire Brigades Board, and the employees of
King Edward and Princess Margaret Hospitals.
Old Swan Brewery
22 Apr, 6 May, 12 Aug
State Cabinet gave approval for negotiations with Marchap Pty Ltd, the owners of the
Old Swan Brewery site, to acquire the site by State Government. This included
considerations about a Northbridge land swap.
Retail Trading Hours Inquiry – Interim Report
22 Apr, 16 Sept
Cabinet initially approved the interim report to be released to the public “subject to no
commitment from Government”.
Forrest Place and City Station Development
6 May, 27 Aug, 14 Oct, 18 Nov, 9 Dec.
On 22 April the Perth City Council had recommended consultants for the project
management of this development project but Cabinet wished the Minister for
Planning to renegotiate the appointment of consultants in accordance with Cabinet
policy. In October Cabinet approved the printing of a parliamentary bill to enable the
development, and Ray Young was appointed as a consultant in December “to assist
with co-ordinating the agreements and responsibilities between interested parties”.
America’s Cup

Planning for the America’s Cup Defence in 1987 was well under way in 1985. To
raise funds a special America’s Cup instant lottery was initially rejected by Cabinet,
but in September Cabinet approved the lottery subject to the “proceeds being
directed through Consolidated Revenue Fund to America’s Cup activities”. Plans for
a ‘Festival of Sport’ and World 12 Metre Championships in 1986 were also
discussed.

Heritage Legislation
27 May, 21 Oct
Approval was given for the preparation of a Heritage Bill. But in October Cabinet
deferred proceeding with legislation “pending further consultation with the Ministers
for Local Government, Planning, Agriculture, and Treasury.” Furthermore, it was “not
to be introduced without Premier’s approval.”
Hillarys Boat Harbour
10 June, 22 July
Cabinet approved the construction of the Hillarys Boat Harbour and the appointment
of an Information Officer was referred to Cabinet’s Budget Sub-Committee.
Peel Estuary/Inlet
17 June, 8 Aug, 11 Nov
State Cabinet considered detailed recommendations for the management of the
Peel-Harvey Estuary and endorsed “the expenditure of $509,000 prior to its final
decision on the Dawesville Cut”.
Drought - Kimberley Region
8 July, 15 July, 22 July, 23 Sept
Freight subsidies and special loans were approved by Cabinet as a result of a
drought in the Kimberley region.
Computers in Schools
15 July (3), 9 Dec
State Cabinet requested reports from the Department of Computing and Information
Technology on proposals to introduce computers into schools for use by students, in
school libraries and in administration. There were concerns about costs and
technical issues. At the end of the year the installation of 1000 computers in
secondary schools and 1600 computers in primary schools during 1986 was
approved.
Electrification of Perth’s Suburban Railways
23 Sept
In principle approval was given by Cabinet to a recommendation that Perth’s
suburban rail system be electrified, dependent on the presentation of a master plan.
Bungle Bungle – Report of Environmental Protection Authority Working Group
14 Oct, 9 Dec
Various recommendations by an Environmental Protection Authority working group
were presented to Cabinet, and included the creation of an ‘A’ class reserve for a
national Park and the Department of Conservation and Land Management and
Western Australian Tourism Commission to jointly prepare an “interim management
programme for the park”.
Review of Western Australian Aboriginal Health Programme
28 Oct
The transfer of health functions to Aboriginal controlled medical services was
approved in principle, with the proviso that the Health Department would “closely
monitor the effectiveness of the resulting service”.

Marmion Marine Park
18 Nov
The establishment of the Marmion Marine Park was approved in principle “subject to
completion of public and EPA [Environmental Protection Authority] review of the draft
management plan.”
Submarine Project
2 Dec
With the likely decision by the Commonwealth to base submarines at HMAS Stirling,
Cabinet foresaw the potential importance to local industry, including “the possible
construction of the submarines” and “associated infrastructure” in WA. Consequently
it approved the enlargement of the WA Submarine task Force and the “development
of incentives for overseas contractors” to locate to WA, and for local industry to
participate “in all facets of the submarine project”.
