Key Theme Community Risk Title Minorca lane, Migrant worker & traveller site visits Function/Team Community Safety Date Aug 2014 Service Priority Prevent, Protect Issue/Background Minorca lane, Bugle is a migrant worker/traveller site consisting of 251 static trailers and caravans. Minorca Lane is made up of 11 different caravan sites owned by 13 different landlords/owners, this has always caused some division when dealing with local authorities. Historically the Lane and residents have suffered from a serious lack of or no facilities and poor living conditions this has had a major effect on a wide range of adults and families with children who live across the Lane. Action Taken Cornwall fire service have been and are currently working in partnership with Children’s social services to enhance the safety and wellbeing of all residents, we have provided multi language fire safety and Family services information to Portuguese, Lithuanian, Latvian and Polish nationals working in Cornwall on short and long term contracts, we have also provided guidance and information for the small group of Cornish Romany gypsy travellers who live on site. This initiative also enabled us to fit 10 year life smoke alarms and 7 year life carbon monoxide detectors to 251 Trailers and caravans across the site. We have also been working with the families on site to enhance safety for children as the Lane has no designated play area facilities anywhere on site, and suffers from no lighting on the public highway. This will be an ongoing programme that will involve bi-monthly/quarterly multi agency surgeries with a greater empathise on continual improvements not only for site amenities but also to continue to enhance the reputation of this small community. Outcomes for Communities & Staff This initiative has improved the overall safety of every resident on site, it has also allowed us to spend a great deal of time across all 11 sites working with Landlords and owners. This has enabled us to build a much better level of trust and this will help with future projects across this community. CFRS have fitted smoke and CO detection to 196 static caravans/trailers to further enhance the safety of all residents on Minorca Lane. Children’s social services have successfully mapped all children (71 in total) across the Lane, providing important information regarding health matters, GP surgery registration, Schooling issues and this will aid us as we look to fully integrate Minorca Lane into local community life within the Bugle/Roche area. As a result of this initiative it will improve our standard operating procedure for accessing the Lane for operational incidents and improve response times.
