DURING THE August 17, 2015 BOARD MEETING…
The meeting was called to order by President David Barratt. Board members present: Jennifer Armstrong, Ellen
Behrle, Andrew Daga. Philip Foret, Pat Gillespie, Carol Palmaccio and Mary Ravenfeld. Stephanie Gunderson joined by
phone.
Presentations
Secretary’s Correspondence
Following the Pledge of Allegiance, Mr. Barratt stated that Mrs. Gunderson was joining the meeting by phone. He
welcomed Dr. Speaker Palubinsky to her first board meeting as Superintendent. He then thanked student
representative, Jack Talley, for attending the meeting prior to the official opening of school.
Mr. Barratt announced that the board met in Executive Session prior to this meeting to discuss personnel and legal
issues and also met on the following dates to discuss personnel issues: June 19, July 23, and August 11.
Mr. Barratt then asked Mr. Linderman if there was any Secretary’s Correspondence. Mr. Linderman sadly reported on the
passing of former High School cafeteria manager, Hilda Luczkowski. He also stated that the board continues
discussions with the GVCO regarding the sale of a portion of the Bacton Hill property. It is anticipated that this item will
be included on the September 14th work session agenda for discussion.
Chester County Intermediate Unit Report
Mrs. Palmaccio reported that the IU board met on June 17th and heard presentations on both the NOCTI (National
Occupational Competency Test Institute) test and on the 2015-16 IU goals. The board also met on July 15th. That
meeting opened with the election of new officers. CCIU Board dates were approved at this meeting. Goals were also
discussed in depth and Mrs. Palmaccio read the list of the top 10 goals. The next meeting is scheduled for September 16
to be held at the Educational Service Center.
Legislative Report
LEGISLATIVE
REPORT
Mrs. Behrle spoke about the PSBA Delegate’s Assembly and requested that she and Mrs. Gillespie be appointed as the
2015-2016 Great Valley delegates. There were no objections to the appointments.
Recognition
Mr. Barratt announced the dates of the 2015-2016 recognition meetings. They are: November 16, 2015, February 16,
2016, April 18, 2016, and May 16, 2016. Recognition takes place at 6:30 p.m., prior to the board meeting.

Student Representative to the Board
Jack Talley stated that freshmen and new student orientation will be held on Thursday, August 20th from 7 – 8:30 p.m. at
the High School. Students and parents will hear a presentation and watch a video to help them learn more about the
school. Class schedules and maps will then be distributed to help students become familiar with the building, and senior
ambassadors will be conducting tours of the building and providing pertinent information on high school life. Booths will
be set up in the lobby where students can obtain information on clubs and extracurricular activities. Jack reported that fall
sports and band have begun. He also stated that there will be a senior picnic and bar-b-que hosted by parents in the
near future.
Superintendent’s Report
Dr. Speaker Palubinsky gave a presentation on the 2015-2016 district goals.

Mrs. Beck gave an update on new and revised curriculum for 2015-2016. She stated that the English Language Arts
curriculum was updated during the summer.
Mr. Linderman spoke about key dates of the budget calendar. He stated that since the PA Primary election is in April,
the board will need to decide by December whether or not to stay within the Act 1 Index and adopt a Resolution to that
effect.
Mr. Linderman introduced Michael Lillys, Dan O’Brien, Jim Grey, Tim O’Neill, and Helen Mountain, whoOPENING

with the District on a bond refinancing initiative. Mr. Lillys gave a presentation detailing the refinancing of the 2006 bonds
and the options being considered on financing by bond or bank loan. Mr. O’Neill spoke about the proposed Parameters
Resolution.
Dr. Speaker Palubinsky spoke about opening day activities for staff scheduled for Tuesday, August 25th. Board
members are invited to attend the breakfast and assembly being held at the high school beginning at 7:30 a.m.
Dr. O’Toole spoke about updates to the procedure for volunteers to submit security clearances. He stated that a School
Messenger notice is scheduled for release this week as a reminder that the clearances are required. A “quick link” titled
School Volunteer Information may be found on the district website. Forms are to be submitted through the website and
any paperwork should be delivered to the District Office building.
Dr. Speaker Palubinsky spoke about support staff who achieved perfect attendance during the 2014-2015 school year.
Mr. Linderman stated that there were 15 staff members who qualified for perfect attendance.

The 2016-2017 Budget Calendar was approved by a vote of 9 to 0.
The board voted 9 to 0 to approve the Resolution Authorizing and Directing the Incurrence of Non-Electoral Debt of Great
Valley School District, Chester County, Pennsylvania through the issuance of one or more series of General Obligation
Bonds or a Note in an aggregate principal amount not to exceed Fourteen Million Dollars ($14,000,000) to provide funds
to (1) refund all or a portion of Great Valley School District’s outstanding General Obligation Bonds, Series of 2006, and
(2) pay the costs of issuing the Bonds or Note; authorizing each of the other actions described in said Resolution; and
further authorizing and directing the proper officers of Great Valley School District to execute any and all agreements,
papers and documents, and to do or cause to be done any and all acts and things necessary or proper to carry out the
purposes of said Resolution. Mr. Linderman took the roll call vote: Mrs. Armstrong, aye; Mrs. Behrle, aye; Mr. Daga,
aye; Mr. Foret, aye; Mrs. Gillespie, aye; Mrs. Gunderson, aye; Mrs. Palmaccio, aye; Mrs. Ravenfeld, aye; and Mr.
Barratt, aye.
The board voted 9 to 0 to ratify the filing of August 1 tax appeals, and to approve the contract with Valbridge for appraisal
consulting related to the appeals.
The Settlement Agreements for special education student #190256 and special education student #018191 were
approved by a vote of 9 to 0.
Mr. Barratt stated that the dates of the Board Finance/Facilities Committee are published. He also stated

Mr. Barratt announced that there will be a meeting of the Board Facilities Committee on Tuesday, September 29th at 7:00
