Promoting inclusion, tolerance and active citizenship are not new goals for European
educational systems. Yet, given the current societal challenges faced by the European member
states, devising strategies to address the integration of different ethnic, immigrant and social
groups through education and to ensure that young people become active citizens is essential.
This report, produced by the European Commission’s Centre for Research on Education and
Lifelong Learning, jointly with academics and researchers from University of Bath, Harvard
University, University of Groningen, the Australian Council for Educational Research (ACER) and
the International Association for the Evaluation of Educational Achievement (IEA), documents
the determinants of young people’s attitudes towards equal rights for immigrants and
ethnic/racial minorities in Europe. Integrating insights from several theoretical perspectives and
building on data from the IEA’s International Civic and Citizenship Education Study (ICCS) 2009,
the authors illustrate the relevance of large-scale assessments in education at the European
level for the development of a knowledge-base on the determinants of tolerant attitudes
toward immigrants and ethnic/racial minorities.

The five chapters were originally prepared for the invited paper session “Tolerance through
Education” at the IEA’s 6th International Research Conference (IRC), held in Capetown in June
2015. This session was the result of a long-standing fruitful collaboration between the IEA and
the European Commission in the field of civic and citizenship education, following on from a
successful international research seminar held in Rome in December 2013. The presentations

aimed to illustrate the relevance of large-scale assessments in Civic and Citizenship Education,
and especially the IEA CIVED and ICCS studies, for the development of the knowledge-base on
determinants of tolerance. The focus was on developing positive attitudes toward immigrants
and ethnic minorities.

ICCS 2016 will allow countries to:
•
Investigate the ways in which young people are prepared for citizenship, providing
internationally comparable indicators of civic knowledge and engagement to inform
policies and practices.
•
Monitor changes in students’ civic knowledge and engagement over time (for countries
that participated in the previous cycle).
•
Follow new challenges in civic and citizenship education, to improve countries’
understanding of issues such as students’ role in the peaceful functioning of school
communities, how to help students become effective participants in the complex world
of economics, and the role of new social media in students’ civic engagement.
•
Explore specific topics of common interest, through the establishment of optional
regional instruments.
