Board Of Directors
Candidates to be
submitted to BOD
at July 6th meeting
by Rick Hammell
On Wednesday, September
5th, four board members will
be elected. Three will be elected
to three year terms and the fourth
to a two year term. The reason
for electing four is provided in
our bylaws when a vacancy on the
board is filled for whatever reason;
the individual filling the seat can
only serve the time remaining
before the next election. Hank
Rullman, who placed fourth in
last September’s election, was
very gracious in accepting this
responsibility knowing full well
he must now decide if he will face
election to keep the seat.
The first four candidates in the
vote total will serve on the Board
immediately following the annual
meeting September 8, 2012. The
three candidates receiving the
highest votes will serve three years
and the fourth highest will serve
two years.
Two current board members,
Chuck Abrams, President, and
Warren Kempf, Vice President,
cannot run again because they have
served two terms..
This
year’s
nominating
committee is comprised of Jack
Bradish (733-6961), Jim Gahring
(733-0683), Ty Prior (733-5006),
Pam Sabella (733-5774) and Dave
Zell (737-0800).
The nominating committee
is accepting names of candidates
until Thursday, July 5th for the
four POA board positions.
Please contact any member of the
nominating committee (telephone
numbers listed above) if you
are willing to serve or know of
a qualified person that might be
willing to serve. The nominating
committee is required to submit
the names of all candidates that
meet the requirements of the POA
Bylaws.

Board of Directors Candidates
After selecting
candidates, the Nominating
Committee will submit their names to the BOD at
the regular BOD meeting on July 6th. Candidates
will speak at the August 4th Information Meeting.
Election Day is September 5th and the newly elected
Directors will take office after the Property Owners
Annual Meeting on Saturday, September 8th.
Traditionally the Harbor Lights Editor, Rick
Hammell, poses five questions to the candidates to be
included in the candidate’s articles that appear in the
August issue. It is pointed out that it is entirely up to
the candidate to choose whether or not they want to
answer the questions. The questions provide you, the
property owner, with factual information so that you
may compare their answers and thoughts.
Here are the questions
for Board Candidates:
1. What special qualifications would you bring to the BOD?
The Four Seasons Club will be
participating in the annual yard sale again this
year in August. If you have items to donate,
please call
Ellis Bennett, 737-9589 or
Butch Phillips, 737-6830.
Four Seasons Duplicate Bridge
The Four Seasons Duplicate Bridge season begins
Monday. May 14th at the card room in the rec. hall at
1:00 pm. We are not a sanctioned group only a social
duplicate. Must have reservations and a partner. Cost:
$1. Prizes will be awarded. For reservations call: Jean
Bennett, 737-9589 or Danny Jacobson, 733-0885.

Would you like to play early, early morning golf?
Early morning golf with no tee time required. Friday
and Saturday mornings a group unofficially known as
the “Dew Sweepers” tees off at 7 A.M. If you are
up this early, looking for a game, forgot to make a tee
time, or would like to meet some golfers, this is a great
way to play the game. Several of our weekend golfers
have found this very convenient. Come out and join
the fun, all are welcome. Meet at the Golf House by
6:45 A.M. Fridays and Saturdays
2. What do you consider is the biggest responsibility
being a Board Member?
3. What would be your first priority as a Board Member?
4. Do you have any programs or improvements that
you would like to see implemented by the Board?
5. What do you see as the biggest challenge facing
Land Harbor right now and how would you handle it?

what’s the rule?
...Bill Bremser
Question: The player marks his ball on the green, picks
up the ball and then replaces it correctly.
1. As he steps up to address the ball but doesn’t actually
address the ball, the ball moves. Is there a penalty?
2. If he actually addresses the ball and it then moves,
is there a penalty?

July 2012
On
Campus
by Rick Hammell
I wrote the following article
five years ago. It appeared in our
September, 2007 Harbor Lights.
Today I feel this message is even
more important than when I wrote it.
Keep in mind this was five
years ago. I am presenting it again,
unchanged. Hopefully you will find
the article helpful and interesting.
“A private community or club
consists of like minded individuals
who have chosen to gather together
to pursue common interests. Its very
nature makes a private community
exclusive and somewhat separate
from the rest of the world. Yet,
those responsible for managing the
community and planning for its future
cannot ignore its neighboring world.
They must insure that their community
not only competes favorably with
other communities, but with public
enterprises
(developments,
golf
courses, etc.) courting those sufficiently
able to afford their community. They
need to retain existing property
owners and to attract new and younger
members to the community.”
I thought the above statement
written by William Dawson and
Michael Diggs and published in a
national publication for private clubs
and communities, was both timely and
appropriate and could be of interest to
Land Harbor at this particular time.
Timely because owners in Land
Harbor, like the rest of the country,
are upgrading our homes and our
facilities to meet the needs and desires
of a new buying generation who
ultimately will determine the future of
our community.
Appropriate because as the real
estate market “adjusts,” more demands
will be placed upon us. We’ve gone
from a boom and “sellers” market to a
“buyers” market.
As the buyers gain more control
of the market, demands increase.
Demands for more modernization.
Demands for amenities. Demands for
newer and more modern homes, better
roads, increased sports amenities,
more security.
July 2012
Competition is increasing rapidly
as development escalates in our area.
Population in our area has soared in the
last several years and shows no sign
of slowing. Along with the increase
in residential development, we are
seeing a strong increase in commercial
development. To top it off, tourism is
bigger than ever despite the economy.
The “Boomers” are starting to
retire and think about retiring. Their
intention in retirement is “activity.”
As with generations before them, they
have different ideas about second
homes and retirement communities.
If they cannot find what they are
looking for in one community, they
will continue searching until they
do.
According to a recent national
report, over 40% of the Boomers
will be looking for new or almost
new retirement
housing.
Older
homes in sound and clean condition
are acceptable but they must be
well maintained with attractive
landscaping.
There are 82 million
“Boomers” getting
ready to retire.
That is an
enormous market!
Modernization of our homes
and our community is more than
just appealing to younger buyers.
Modernization creates a better market
and better price for the homeowner’s
real estate investment and it keeps
the community competitive. Just as
importantly, modernization provides
a better lifestyle for current home
owners.
Community improvement does
not just happen. It must be planned and
nurtured. Pride begets pride. Keeping
a community alive and vigorous is up
to the inhabitants and what they do
with it.
At a Board of Directors meeting a
couple of years ago, former President
Jim Watson presented his views for
what should be considered in long
range planning (modernization). He
spoke of the dam and lake projects,
the water and sewer, initiation fees,
the property surrounding Land Harbor,
a second water tank, our 30 acres
behind Bear Creek, combination lot
agreements, maintenance, the impact
of rising gas costs.
The former President did not
fully elaborate on any one subject but
clearly indicated all matters brought
forward would sooner or later impact
Land Harbor in some way. He felt
we should start planning for that
eventuality immediately.
He was exactly right. Our
sewer plant and dam restoration are
examples. Our efforts to modernize
our community with attractive street
lamps, common area landscaping
throughout Land Harbor and a new
waterfall at the entrance is another
example. And these are just a few
of the many, many community
improvements that have been made.
We have to recognize that for us
to prosper, we must maintain our
facilities to insure the grand lifestyle
that we now have. We must have
a constant infusion of new and
younger members and additional
revenues. This is vital to our future.
In fact, it may even be critical.
We are fiercely competing to
attract younger residents. If we are
going to protect our real estate values,
we have no choice but to do whatever
is needed to attract buyers. NOW,
right now....more than ever before.

Pennsylvania Post became the
Evening Daily Post. Our freedom
has allowed our nation to
presently have nearly 1500 dailies
and approximately 6000 weekly
newspapers. This is not many
dailies when you consider the size
and population of our country.
A lot of focus has been on
newspapers losing circulation but
not much attention has been given
to the newspaper giants (USA
TODAY and The Wall Street
Journal) and man others that have
gained circulation. With dramatic
changes in our nation’s reading
habits with the internet, electronic
gadgets and a rough economic
period, daily newspapers are
presently finding it difficult
financially. But there is a comfort
edge....most
newspapers
historically operate at respectable
profit margins compared to most

other businesses so this does
cushion somewhat the present fall.
I predict most will regain
profitability although perhaps
down from the past years. Many
have now successfully combined
with the internet to expand news
and advertising services and boost
their bottom lines. Editorial
quality has not suffered although
news coverage has become more
selective.
Our nation has allowed free
newspapers and in return newspapers have helped make
this nation great. I consider
myself very lucky and very
blessed to have had the privilege
of owning newspapers and
maybe, just maybe, in some small
way, contributed something to my
beloved country.
There is no doubt in my mind
newspapers will continue to serve
our nation and will remain the
cornerstone of our freedom.
Thomas Jefferson said “If I were
to choose between a government
with
no
newspapers
or
newspapers with no government, I
would not hesitate to choose the
latter.”
That statement is perhaps more
true today that it ever was when
Jefferson said it over 200 years
ago. The change in today’s world
is overwhelming and I believe the
changes are here to stay - good or
bad. America has we have know it
is gone and sadly never to return.
I am not judging what it will be, I
am expressing sadness on losing
what it was. Individual love and
dedication and hand work solely
for the good of the country and not
entirely for one’s self may be a
thing of the past and is an
American tragedy.
What does a continued free
press have to do with the kind of
world trouble we see today from nuclear fears to economic
calamity?
It keeps you
informed...in depth and detail.
Factual information, not state
run information. Factual data,
not created data. Real life data to
show the pain and sadness and
the losses of acting in total
disrespect of the rest of the world.
Newspapers have been the
world’s watchdogs for over 200
years. We have been blessed to
sleep at night without worry
thanks to newspapers on the job.
It is no coincidence that we
should celebrate the 229th
birthday of newspapers along
with the 236th birthday of our
great nation.

2012 Summer Speaker Series
July 8th
Two Land harbor residents will discuss their experience
as children in W.W.II. Roland Zill grew up in Germany
and Birte Hogan grew up in Denmark. This will give
insight into experiences most of us cannot image.
August 12th
Avery County has two outstanding facilities for
children. Grandfather Home for Children, founded in
1914 and The Crossnore School founded in 1913.
Jim Swinkola, CEO of Grandfather and Mylanda
Pepple, Chief Advancement Officer of Crossnore will
discuss their programs. This will give you a better
understanding of these programs and their differences.
September 16 to be announced
Speakers presentation will be followed by
questions from the audience.

Please....do not call Police Dept. when
TV Cable or power goes off.
We also ask that you please
check your green 911 signs
We are starting to get calls at the Police Department
when the TV cable or the power goes out, Please do
not call us or the POA because we have no idea when
the power will resume or why it went out and the same
for the cable. Our phones stay jammed and we cannot
respond to emergency calls because of that reason.
Please DO CALL the cable company 1-888-345-7139
(be sure to identify yourself as a Land Harbor tenant).
For electric call Mountain Electric 733-0159.
Also, please check your green 911 signs at your
home entrance. Many are broken, placed in high weeds
or not turned properly. This is VERY important and
could mean the difference between life and death. Any
questions, please call me!
Thank you!

what’s the rule?
...bill bremser
Answer to Question on Page 2
1. There is no penalty as he had not addressed
the ball and the ball must be played from the
new position.
2. Yes, there is a one stroke penalty as it is
assumed he influenced the ball to move and
the ball must be replaced. Grounding the putter
behind the ball is an act of address.
Note: Jack Nicklaus was observed to have very
seldom grounded his putter prior to putting just
to avoid the possibility of having a penalty.

July 2012
Greetings Land Harbor, A few reminders for you:
10th Annual July 4th Festivities
Help make this year the best ever! We are inviting everyone to please take part in the Golf Cart
Parade and the games at Overlook. Prizes will be awarded for the best dressed cart for individuals
and clubs. There is fun to be had for all.
Flea Market - September 3rd.
Sign Ups -August 16 8:00 AM
For LLH residents your first space is free and any additional space is $10.
Each space is 8' and a table will be provided.
THUNDER AND LIGHTNING
The safety of our swimmers is always our first priority. When lightning is first seen or thunder is
first heard (meaning lightning is somewhere in the area), swimmers, sunbathers and picnickers will
be asked to leave the pool, the pool deck and picnic area and seek shelter on the upper ramp. The
National Lightning Safety Institute (NLSI) Standard for staying out of the pool during bad weather
is 30 minutes, and Land Harbor lifeguards will be instructed to use this guideline. Every time
lightning is seen or thunder is heard, another 30-minute countdown is started again until the pool
can be safely re-entered. Remember, this is for your safety. Pool 733-8315.
Have a safe and fun summer,

and putting forth ways to increase income for the Golf
Course and also to make play more available to all POA
members and guests. We welcome any suggestions
or comments. Please contact any Golf Committee
Member. We are also presenting to the BOD how to
make it possible for anyone to play in 9 or 18 hole
Scrambles.
Please note that yardage marks have now been put
on the cart paths as well as in the fairway to help our
golfer’s
We would like to thank Jeanette who has worked
in the Golf Shop for 32 years for her dedicated service.
We wish her well in her retirement. She will be greatly
missed.
At the BOD meeting held June 1st, a presentation
to the Board to change wording in the Information
Hand Book, that would allow any person to play in
9 or 18 hole Scramble, was accepted and approved
unanimously by the Board. The word current will
be deleted. Anyone who has an established Land
Harbor Handicap may play in the Scrambles. Anyone
not having a Land Harbor handicap, must play 5 rounds
for the Handicap Committee to create a handicap. The
Inactive Roster will only show golfers that do not have
5 rounds.

July 2012
May 2012 Treasurers Financial Report
At the end of May, 2012 our financial condition is GOOD. Annual Dues and Assessments
th
received as of May 30 are $2,742,700 out of the projection of $2,783,700 or $41,000 below our
projected dues and assessments budget. We have collected 95.9% of the 2012 dues and
assessments.
Total General Fund Revenues are at $2,810,600, out of the projection for May 2012 of
$2,892,400 or 89.9% of our total projected General Fund revenue.
We are $138,100 below our Total General Fund Revenue plus Golf Revenue budget of
$3,187,600 as of 5/30/2012. The $138,100 revenue shortfall breaks down: Dues
-$41,000; initiation fees -$22,500; misc. income -$18,400; and golf -$56,200 so all revenue areas
are below our May 2012 revenue projections. The weak economy and 2012 dam payments are
continuing to cause total revenue to be slow again this year.
Home sales at the end of May were 7 ($31,500) out of the 30 the board forecasted for 2012.
There is 1 sale pending. The 30 initiation fees may be spent during 2012 on capital improvements
such as road improvements or on new capital items.
Actual total expenditures including golf as of 5/30/2012 were $1,304,600 compared to our
projected cumulative year to date expense budget of $1,482,400. We are $177,800 below our
expense budget including golf as of 5/30/2012.
We are investing our reserves in a money market account & a very conservative US Government
guaranteed investment at 3.5% and taking as little risk as possible to get a moderate return on our
investments.
We had $837,232 in total reserves at the end of 2011, $242,289 in our restricted Capital Reserve
Fund and $594,943 in the unrestricted reserve fund balance.
$1,057,600 Dam loan balance (4.5%, 4 more years) as of 5/31/2012. We are holding $168,600 in
the dam checking account for the rest of our 2012 interest payments, recent principal payments
collected and a small reserve. 98.1% of our Land Harbor members have either paid in full or
paid their 2011 & 2012 $500 dam payment. 21 members owe $500 for just 2012, 2 have made
partial 2012 payments, and 7 have not paid either the 2011 or 2012 payment. Notices were sent to
th
th
all on February 14 , March 28 & May 15th.

Reminder about dumpsters
being moved
We have moved the dumpsters from the Police
parking lot over to RV Storage.
There is a new gate arm for which you will need
the code. Just come by or call the Police Office, 7338333 and we will give it to you but PLEASE..... do
not give it to anyone who does not live here or is not
renting here.
After you go through the automatic arm, look to the
right and you will see a ramp to drive up. At the top,
you can drop your trash into a large dumpster which
sits on the ground at the end of the ramp.
Please do not put garbage bags on the ground near
or around the dumpster if it gets full. Animals scatter it
and our folks have to pick it all up. Call us or operations
(733-8310) and let us know that it is full.
Thank you for your cooperation.

Increased snake sightings
should not alarm residents
Only one venomous snake in this area
by Rick Hammell
You are probably not even aware that snake
activity is a little high now. Don’t let it concern you it is happening because we have had a mild winter,
warm weather and a fair amount of rain. Normally
snakes do not show up in abundance until early July.
Chances are you may never see a snake. They are
more afraid of us than we are of them.
Snake bites do happen but not often. If a bite
does occur chances are it is a nonvenomous snake
such as the common Black Snake, Black Racer, King
Snake and a very small (12”) Brown Snake. We have
only one venomous snake in this area, the
Copperhead and they are very, very rare. The
Copperhead bite can be very painful but rarely fatal.
If you know for sure the bite was from a Copperhead,
fast action on your part can save a lot of anguish .head straight to the emergency room. Rumors of
Rattlers here apparently are just rumors.
The Brown Snake does likes flower beds but will
normally move away quickly if the flower bed is
disturbed in any way. As said above, they are only
about twelve inches and of course, nonvenomous.
They are reddish brown, have some back spots and a
pale stripe down its back. Because of the color,
people confuse it with the Copperhead.
The
difference is the Copperhead has a thick body with
brown hour-glass shaped crossbands and a pale
background. With snakes the best thing to do is leave
them alone. They are really no threat to you.
Accidents happen when we step on them or reach into
a plant or leaves without protection on our hands.
Most of the time biting occurs simply because we are
not looking at what we are doing. If you go into the
woods (their home of preference), wear heavy shoes
and full pants, not shorts.
If you are bit by any animal, there is a potential
for serious side effects if it isn’t addressed as quickly
as possible. The first line of defense once you’ve been
bitten is cleaning the bite with fresh clean water and
mild anti-bacterial soap (no perioxide, no alcohol) to
get rid of bacteria Immediately go to a doctor or the
emergency room for treatment against infection.

Budget and Finance
Monthly Financial Report-Clement
At the end of May, 2012 our financial condition is GOOD.
Annual Dues and Assessments received as of May 30th
are $2,742,700 out of the projection of $2,783,700 or
$41,000 below our projected dues and assessments
budget. We have collected 95.9% of the 2012 dues and
assessments.
Total General Fund Revenues are at $2,810,600, out of
the projection for May 2012 of $2,892,400 or 89.9% of our
total projected General Fund revenue.
We are $138,100 below our Total General Fund Revenue
plus Golf Revenue budget of $3,187,600 as of 5/30/2012.
The $138,100 revenue shortfall breaks down:
Dues-$41,000; initiation fees -$22,500; misc. income $18,400; and golf -$56,200 so all revenue areas are
below our May 2012 revenue projections. The weak
economy and 2012 dam payments are continuing to
cause total revenue to be slow again this year. Home
sales at the end of May were 7 ($31,500) out of the 30
the board forecasted for 2012. There is 1 sale pending.
The 30 initiation fees may be spent during 2012 on
capital improvements such as road improvements or on
new capital items.
Actual total expenditures including golf as of 5/30/2012
were $1,304,600 compared to our projected cumulative
year to date expense budget of $1,482,400. We are
$177,800 below our expense budget including golf as of
5/30/2012.
We are investing our reserves in a money market account
& a very conservative US Government guaranteed
investment at 3.5% and taking as little risk as possible to
get a moderate return on our investments.
We had $837,232 in total reserves at the end of 2011,
$242,289 in our restricted Capital Reserve Fund and
$594,943 in the unrestricted reserve fund balance.
$1,057,600 Dam loan balance (4.5%, 4 more years) as of
5/31/2012. We are holding $168,600 in the dam

checking account for the rest of our 2012 interest
payments, recent principal payments collected and a small
reserve. 98.1% of our Land Harbor members have either
paid in full or paid their 2011 & 2012 $500 dam payment.
21 members owe $500 for just 2012, 2 have made partial
2012 payments, and 7 have not paid either the 2011 or
2012 payment. Notices were sent to all on February 14th,
March 28th & May 15th.
Warren Kempf moved to accept the Financial Report. Joe
Coleman Second and the motion carried unanimously.

Status of Property-197 Teaberry Ln-Abrams
197 Teaberry Ln is in deplorable condition. It’s full of black
mold, the roof leaks and the deck is collapsing. We have
been taking a lot of steps trying to get the property cleaned

County Building Inspector come look at it and it’s our
understanding that a letter will be written to proceed with
the condemnation for this property.

Reminder to be alert and cautious of fire ants
YMCA
Fire ants are ill tempered, vicious little critters.
They appear to be everywhere and are, in fact, everywhere.
Watch your step working on the lawn, walking and playing
golf and tennis. The fire ant is a close cousin to the wasp
and needs very little aggravation to sting. A colony of ants
can inflict serious damage to a human in just a short time.
They have been known to bring down a big animal in a very
short time. They are especially sensitive during and after
rain when their mounds become flooded.
It is a good idea to KEEP A SMALL BOTTLE OF
AMMONIA WITH YOU AND IN YOUR GOLF BAG.
The ammonia will give some relief and deter swelling. For
serious reactions consult a physician immediately. By the
way, you can move your golf ball safely away from fire ants
without a penalty.

Donated plants & shrubbery needed for walkway
There is a winding sidewalk that runs from the POA parking
lot to the pool area entrance of the Rec Center. A Land
Harbor resident has offered his time and personal supplies
to landscape the walkway area and has received the go
ahead to pursue the project. Mike Simpson, Kermit
Trammell and Michael Hobbs are providing input on plant
selection and landscape design. Property owners who have
a surplus of any variety of perennials, plants and shrubs and
would like to donate them to this project can check with the
POA office to see where they can drop off the items.
