Discounts
The full Council Tax assumes that two persons reside in the property.
If only one person has their main residence in the dwelling a 25%
discount is allowed.
In other circumstances some or all of the residents may not be counted
when looking at the number of adults in the dwelling.
Vacant/unfurnished property will receive a one month discount of 100%
after this time the full Council Tax becomes due.
Holiday homes, or vacant property that is left furnished will not receive
the 100% discount in the first month.
Property left potentially uninhabitable will still be chargeable. A request
can be to the Valuation Office Agency to remove the property from the
Council Tax list. This can be made via email to [email protected]
From 1 April 2014 the government has introduced
a 50% discount for a separately banded annexe
occupied by a relative of the person liable to pay Council Tax in the
main part of the premises. If you think this may apply to you, please

Capital Programme
The council plans to spend nearly £56m on capital projects during
2017/2018, to maintain and improve service delivery. Over the period
2017/2018 to 2020/2021 the Council plans to spend £90m on capital
projects. The capital programme will be funded primarily from a
combination of grants, sale of assets and external borrowing.
The significant areas of spend in 2017/18 include £10m for major
highways schemes, £4m for schools related projects and £23m on
regeneration projects. Other significant projects include major repairs
on infrastructure, continuing highway improvements, as well as the
development of an investment portfolio.
Adult Social Care
The Secretary of State for Communities and Local Government has
made an offer to adult social care authorities. (“Adult social care
authorities” are local authorities which have functions under Part 1
of the Care Act 2014, namely county councils in England, district
councils for an area in England for which there is no county council,
London borough councils, the Common Council of the City of London
and the Council of the Isles of Scilly.)
The offer is the option of an adult social care authority being able
to charge an additional “precept” on its council tax for financial
years from the financial year beginning in 2016 without holding a
referendum, to assist the authority in meeting expenditure on adult
social care. Subject to the annual approval of the House of Commons,
the Secretary of State intends to offer the option of charging this
“precept” at an appropriate level in each financial year up to and
including the financial year 2019-20.’

The Government’s grant funding to the Authority has reduced
by £3 million for 2017/18 from 2016/17. In the four years
from 2016/17 to 2019/20, Government funding will reduce by
24.6%, the seventh worst settlement of all the Fire Authorities
in the country. The Authority will continue to raise issues with
the Government around the problems faced by rural public
authorities.

household. This represents an increase of 1.99% compared to
the 2016/7 figure.

The policing and crime reduction element of the Council Tax is
approximately 10% of the overall council tax bill and this element
is set by the Police and Crime Commissioner.
This year (2017 - 2018), there will be an increase of 1.99% in
the policing and crime element of your council tax bill. This
represents an additional cost of £3.44 per year (at Band D) or
6.6 pence per week. As the council tax bill shows the increase
to one decimal point this may be presented on your bill as a 2%
increase. Our council tax levels are below the national average
and we have the second lowest level in the south west group
of Forces.
