*VTA’s instrument did limit access by source computer to one vote, but all individuals polled did so at
their own initiative, based on their access to information about the poll and their motivations to
participate. While invited participants included VTA labor unions and community based organizations, it
seems likely the average commuter has no idea what is going on, nor would they understand the
significance that may be attached to the results. Therefore, it is obvious the exercise is neither random
nor representative and only of some usefulness to the extent one wishes to understand varying
priorities among the transit users, but certainly not for determining the will of the voters with regard to
dividing funds between roads and transit, which was formally tested and resolved by Measure B in 2002.
