Making Reservations
1. To schedule a trip, call between 8:00 a.m. to
12:00 p.m. Monday through Friday. ADA trips may
be scheduled from 8:00 a.m. to 4:30 p.m. Monday
through Friday as well as from 1:00 p.m. to 4:00
p.m. on Sunday and or the day prior to a holiday
observed by ECAT.
2. Identify yourself as Non-Sponsored, or Medicaid.
3. Have the following information ready
 Your name
 Medicaid and /or social security number
 Date of birth
 Phone number
 Complete pick up address (apt. #, lot, or
building #)
 Complete destination address (suite and
building #)
 Business name or doctor’s name
 Notify reservationists of special needs (vision,
hearing, mobility, cognitive, child safety seat)
 Include personal care attendant or
companions on trip
 Ask reservationists to repeat trip information
 Ask reservationists for trip confirmation
number
 Write down trip confirmation number
 Write down your pick up time
“No Show” Policy
A “No Show” occurs when a driver arrives and
you are not ready or refuse the ride.
Suspension
1. If you accumulate three “no shows” in 60 days,
you will be suspended from community
transportation for 30 days.
2. Once reinstated, if additional three no shows
occur within another 60 days, the suspension will
be extended to 45 days.
3. After the third infraction of three no shows, the
suspension is for 60 days.
4. A rider may be suspended for one week per
occurrence, if a parent/caregiver is not at the
residence or facility to receive a rider, who due to a
disability cannot be left unattended.
Riders will be notified by mail before suspension of
service. If an individual continues to misuse
community transportation, a reinstatement fee may be
charged.
Cancellations
Cancellations must be made two hours before pick up
time. After hours, a recording explains cancellation
procedures. Contact the dispatcher at 850-595-0501.

RIDER’S
HANDBOOK
Non-Sponsored Transportation
Non-Sponsored transportation is state subsidized
and has limited funding.
 Trips are provided on first come, first serve,
time, space, and funding availability basis.
 Trips must be reserved by noon, the day before
transportation is needed.
 Escambia County service hours are 24 hours a
day.
 No more than three-one way trips per day
permitted.
Eligibility
1. Persons with no other means of transportation
and not living on a bus route.
2. Persons age 60 or older.
3. Persons with disabilities preventing use of bus
routes.
4. Persons that fall below poverty guidelines.
5. An application with proper documentation must
be submitted.
6. The application process is 7 to 10 working days.
Fare
Non-Sponsored Fare: $1.50 each way (per
person).
Medicaid Transportation
Medicaid Transportation is provided to Medicaid
covered services, to Medicaid providers only.
Escort over 15 allowed for medical necessity.
 Medicaid funding is limited, you may be asked
to reschedule your appointment for a day funds
are available.
 Appointments should be scheduled to go to
the closet provider to your home.
 Clients living with ¾ mile of a bus route will be
issued Single Ride bus tickets. Riders with
several rides a month may qualify for a 30-Day
bus pass.
 Greyhound bus tickets provided for clients
needing out of county transportation.
 Trips must be reserved by noon, the day
before transportation is needed.
 No more than 2 one-way trips per day permitted,
unless the CTC authorizes otherwise.
 Nursing home patients, persons under age 21,
pregnant women, and family planning clients are
exempt from co-payments.
 Stretcher trips that do not require the
administration of life support or medication may be
arranged within 72-hour notice.
Eligibility

Fare
Medicaid Fare: $1.00 each way.
HMO (Health Ease / Well Care)
Must call 850-595-0501 to schedule rides 3 days in
advance.
Transportation Guidelines
1. Drivers are limited to a 5 minute waiting period for
passengers.
2. Drivers are prohibited to make unscheduled stops.
3. Drivers should arrive within 30 minutes of pick up
time.
4. When scheduling trips, allow time for dropping off
and picking up other riders.
5. Avoid peak hours, by scheduling
appointments between the hours of 8:30 a.m.
and 1:30 p.m.
6. Be prepared for delays due to traffic, road
construction, or bad weather.
7. Next day trips cannot be scheduled after 4:30 p.m.
8. Medicaid trips can be reserved 2 weeks in advance.
9. Trips must be reserved at least 1 day before
appointment

Pick-Up Window
Once you have given the reservationist at
Escambia CCT your pick up and drop off
locations and scheduled time, the
reservationist at Escambia CCT will provide
you with a time to be ready for your pick up.
The “pick up window” for your trip will be
30 minutes before or 30 minutes after your
scheduled pick up time. The driver will only
wait five minutes for you to board from the
beginning of the pick-up window. If you do
not board within five minutes, the driver will
notify dispatch, and depart without you and
you will be considered a no-show. If your
disability makes it impossible for you to
board the vehicle in five minutes, then
please notify Escambia CCT so the five
minutes boarding requirement can be
modified and recorded in your personal file.
For example:
Be ready at the beginning of the pickup
window. If your pick-up window begins at
7:45 a.m., be ready at 7:45 a.m. If your
driver arrives early, he or she is only
required to wait five minutes into the pick-up
window.
Holidays
Limited service is available in Escambia
County on holidays. Call the reservation
office for holiday transportation
availability.
Escambia CCT office will be closed the
following holidays:
 New Year’s Day
 Memorial Day
 Independence Day
 Labor Day
 Thanksgiving (Thursday & Friday)
 Christmas Day (also day after)
