I’Overview
This directive outlines a promotion by the Michigan Bureau of State Lottery (Bureau) that begins
on August 5, 2014 and ends on or before February 4, 2015. During the promotional period,
participants can earn entries into a drawing that awards one (1) 2014 Cadillac® CTSTM when they
submit the Game Number and Validation Number sequence from Eligible Tickets at the website
developed for this promotion.
1. Definitions – as used in this directive.
a. Eligible Ticket – a non-cash prize winning ticket from instant game #701-Cadillac Riches.
b. Game Number – the 3-digit number printed on the front and back of each Eligible Ticket.
c. Validation Number – means the imaged 8-digit number with a hyphen between the third
and fourth digits concealed under the ticket scratch-off material. The last five (5) digits are
underlined.
2. Promotion Description
a. One (1) drawing will be conducted to award one (1) 2014 Cadillac® CTSTM.
b. The drawing will be conducted on the earlier of two possible dates:
i.
February 4, 2015, or
ii. Fourteen (14) days after retailer distribution of instant game #701-Cadillac Riches has
been terminated.
c. The date of the drawing will be announced by the Lottery at least thirty (30) days prior.
Mediums used to communicate the date may include, but are not limited to, the Bureau’s
monthly retailer newsletter (Gameline), media press releases, Players Club member
emails, and website banner ads.
d. Deadline to enter Eligible Tickets is two (2) business days prior to the drawing date.
e. Eligible Tickets must be entered online at MichiganLottery.com/Cadillac. Entries mailed to
the Michigan Lottery will not be accepted or returned.
f.
Only Validation Numbers found on Eligible Tickets will be accepted for entry.
g. Each eligible Validation Number will be accepted only one (1) time in this promotion.
h. A participant will receive one (1) entry into the drawing for each Eligible Ticket submitted.
i.
The number of entries a participant may have in the drawing pool is limited only by the
number of Eligible Tickets that he or she submits.
j.
All entries have an equal chance of winning the prize. The odds of being selected as the
winner depend on the number of entries received for the drawing.
k. Because instant win cash prizes may still be unclaimed, Eligible Tickets may continue to
be sold after the drawing entry deadline.
l.
Eligible Tickets sold after the drawing entry deadline will not be eligible for this promotion.

m. All entrants must be at least 18 years old, present in the State of Michigan at the time of
entry and be a State of Michigan resident with a valid State of Michigan address.
3. Prize
a. A total of one (1) 2014 Cadillac® CTSTM will be awarded in this promotion. In the event
that such vehicles or production year models are unavailable, a vehicle of equal or greater
value may be awarded.
b. A single trim level and equipment package for the 2014 Cadillac® CTSTM has been preselected by the Bureau and cannot be changed. The equipment package will consist of:

c. Prize does not include vehicle registration or insurance.
d. Winner may transfer the prize one (1) time only.
e. The Bureau will withhold and deposit the required state and federal withholding taxes on
behalf of the vehicle prize winner. Any additional federal, state and/or local taxes are the
responsibility of the winner. The Bureau is not responsible for additional taxes that may be
due when the winner files tax returns.
f.
In accordance with 1994 PA-11, as amended, before payment of a prize of $1,000 or
more, the Bureau is obligated to determine both of the following: (a) whether department
of treasury records show that the lottery winner has a current liability to this state or a
support arrearage; and, (b) whether unemployment insurance agency records show that
the lottery winner has any current liability for restitution of unemployment benefits, penalty,
or interest under section 15 of the Michigan employment security act, 1936 (Ex Sess) PA
1, MCL 421.15.
g. Subject to the outcome the 1994 PA-11 debt check, vehicle prize winner will be given the
option of receiving the cash value of the vehicle prize in lieu of receiving the vehicle.
4. Prize Fulfillment
a. Winner will be contacted by telephone by Bureau Public Relations within forty-eight (48)
hours after the drawing. Winner will be provided with a Ticket Receipt Form to complete
and return, along with a copy of a valid, signed identification and proof of social security
number, within ten (10) business days after receipt. If all attempts to reach a winner fail

within twenty-one (21) business days, the winner will be disqualified and an alternate
winner will be designated in accordance with the promotion drawing procedures.
b. Upon receipt of the winner’s completed Ticket Receipt Form, copy of a valid, signed
identification and proof of social security number, the Bureau will conduct a debt check as
stipulated in Section 3(f). If the winner is identified by the Bureau as owing an outstanding
debt to a state agency, this outstanding debt shall be deducted from the cash value of the
merchandise prize and the balance, if any, paid to the winner, less applicable taxes. If the
winner is identified as owing a debt to a state agency that is greater than the cash value of
the merchandise prize, the entire cash value amount, less applicable taxes, shall be
applied towards that debt.
c. Vehicle prize will be delivered to the authorized General Motors dealership nearest to the
winner’s residence.
5. Eligibility
All participants must be residents of the State of Michigan to be eligible for this promotion,
excluding Bureau employees or any officer or employee of any contractor or subcontractor of
the Bureau who has access to information that is not readily available to the public, or any
spouse, child, brother, sister or parent residing as a member of the same household of the
restricted individual.
6. Promotion Duration
The Cadillac Riches second chance promotion is in effect from August 5, 2014 and ends on or
before February 4, 2015. Upon reasonable notice, the Commissioner may announce a change
to this or any other promotion offered by the Bureau at any time.
7. Governing Law
a. All decisions made by the Commissioner including prize declaration and prize distribution
are final and binding on every person making a claim.
b. This promotion in no way alters the Bureau’s other directives except as provided herein.
8. Disclaimer
The only basis for a valid lottery claim is compliance with the lottery statute, lottery rules, and
directives. No valid lottery claim may be premised on human, electronic, or other error in the
communication, display or transmission of data, however recorded, displayed or transmitted.
No valid lottery claim can be premised upon any intentional human, electronic or other form of
communication or transmission of data, which has not been authorized by the Commissioner.
