A meeting of ACI Committee 315 was held in the C-218B Room of the Charlotte Convention Center
on March 26, 2006. Chairman Nims called the meeting to order at 2:00 p.m. with 12 members and 3

APPROVAL OF MINUTES OF LAST MEETING
The minutes of the last meeting, which was held on November 6, 2005, were distributed on January
6, 2006. Upon a motion by Dick Birley and seconded by Dennis Hunter, the minutes were
unanimously approved as distributed.

Two changes were noted to the committee roster. Mahmound Kamara’s zip code is 60077-1083 and

Attachment 1.
PRESENTATION ON THE USE OF THE ACI WEBSITE
John Glumb, a member of ACI staff, gave a presentation titled “Using the Committee Work Areas
on the ACI Web Site”. See Attachment 2. A copy of the presentation can be found on the ACI web
site.
ACI 315 DETAILING MANUAL
The committee then reviewed the draft 315 Standard and Commentary of Chapters 1, 2, and 3, which
were included with the meeting agenda as Exhibits 2 & 3. Cliff Schwinger asked what the process
would be to revise the 315 Standard. The steps were explained as:
1. The committee is responsible to write or review updates and revisions for the Standard.
Suggestions/proposals are submitted to the committee.
2. The committee comes to an agreement on the necessary revisions.
3. A ballot vote is sent out for final approval by the 315 Committee.
4. The new Standard is then submitted to the ACI Technical Activities Committee (TAC) for
their review.
5. Comments from TAC are then submitted back to the committee for response.
6. Once approved by TAC, the new Standard is released by ACI.
The committee then discussed if the 315 Standard and Commentary was necessary. Chairman Nims
stated that during the review for the current Standard, TAC commented that we should reformat the
Standard into a mandatory Standard and a non-mandatory Commentary. After discussing further it
was recommended that the Standard and the Commentary appear in the Manual as separate
documents, not side-by-side as in the ACI 318 Code.
Chairman Nims mentioned that the Manual is very similar to the first edition printed in 1946.
Dennis Hunter asked if we should consider hiring a technical writer to help with the re-write of the
Manual. Thru the years the Committee has updated the Manual using the practice of reviewing and
re-writing the same information and on occasion adding new information. Perhaps a fresh approach
from someone with technical writing experience would enhance the Manual, which could create new
interest from Architects, Engineers, and Contractors.

Chairman Nims stated that we would try to get these items onto the ACI Committee Website for
review. He requested comments from the committee to be posted on the site or e-mailed to Secretary
Felder for inclusion in the next agenda.
GENERAL DISCUSSION
Chairman Nims referred to Cliff Schwinger’s e-mail that was discussed in the previous meeting. This
led to a general discussion. Among the comments:
•
The quality of placing drawings is declining in some areas.
•
Structural drawing must improve – Garbage in . . garbage out
•
Fabricators do not have the authority to reject structural drawing but placing drawings are
being rejected for lack of information that is not clearly shown on the structural drawings.
This has a definite cost impact to the construction process that should be avoided.
•
Reducing RFI’s (Request For Information) would benefit the Engineer, Contractor, and
Fabricator. This could also increase the quality of reinforced concrete construction.
•
The Low Bidder market may be the cause of everyone taking shortcuts on their drawings.
•
Referring to reference materials for clearances, laps, tolerances, etc. on drawings is not
always the answer. Not everyone has the same reference materials to refer to.
•
There is not enough room on drawings to re-print all of this information.
•
Placing drawings should convey all information necessary to place the reinforcing steel in the
field.
•
We have a section on responsibility of the Architect/Engineer and the Detailer. Should we
have another section on the responsibility of the Contractor?
ACI 315 SUBCOMMITTEE B
Chairman Dick Birley reported that several articles have been published in the ACI Concrete
International Magazine from the forums conducted by the subcommittee. The subcommittee is in
need of volunteers to author future articles. They are also looking for more ideas for future forums.

OTHER BUSINESS
Chairman Nims led a discussion on the example drawings used in the Manual. New example
drawings are needed for the next edition. Dick Birley suggested we look for drawings that would be
appropriate for the Manual. Chairman Nims suggested we find current projects to use for examples
and requested that committee members send any suggestions in for discussion at our next meeting.
ADJOURMENT AND NEXT MEETING
There being no further business, a motion to adjourn was made by Jay Hetherington and seconded by
Bill Sebastian. The motion was unanimously approved and the meeting was adjourned at 4:00 p.m.
The next meeting is scheduled during the ACI Fall Convention on November 5 through 9, 2006 at
Adam’s Mark in Denver, Colorado.

scheduled for Sunday, November 5, 2006.

From the pull-down Document Type menu you can select from one of four document
types; agenda, draft, minutes, correspondence. Click the Continue button once you have
made your selection. You will then see the following screen. Enter the title of the
document as you want it displayed on the Document Library screen. Click on the
Browse… button to locate the document on your computer. You can also check the
Notify committee members of this posting box if you want all of the committee members
to receive an email notifying them of the new document you posted. When you are ready
click the Submit Information button. Note: depending on the speed of your internet
connection and the size of the document you are uploading it may take a few minutes to
transfer the document to the web site.

Using the Committee Work Areas on the ACI Web Site
This page allows you to create or delete sub-folders within the document library.
Highlight a folder and click the Delete Selected Folder button to remove a folder.
Clicking on the Create a new folder link brings you to the following screen.

Use this page to create a new folder for committee documents.
First select the parent folder you want to create the new folder under.
Next enter the folder name and click the Create Folder button.
When you are finished creating folders, click Close.

Selecting the Draft Documents, Correspondence, or Meeting Agendas & Minutes
buttons will take you to a maintenance screen for those sections of the document
library. For example the Draft Documents maintenance screen would appear as

The screen has three links on it. The first will take you to the Convention Meeting
Request form. This form is only available to committee officers. You may be familiar
with this form as the “committee card’’ handed out at the convention. This form will
allow the committee officer to request a meeting room for the next convention. The
other two links will take you to the numeric committee schedules for the spring and
fall ACI Conventions.
Clicking on the call for papers will search the ACI events calendar for a call for
papers entry from the committee.

* In order to record votes that have been cast nonelectronically, committee officers may record votes by selecting
the "vote" button on the appropriate ballot.
Initiate a Ballot
Ballots that have been created for the committee will be listed. There is also a
link to initiate a new ballot for the committee.
Clicking on the end date of a ballot will allow a committee officer to modify the
end date of a ballot.

Clicking on the Initiate a Ballot link will open the following screen:

TO CREATE A NEW BALLOT: The ballot must have a title or ID. You must either
manually enter a general description of the ballot in the description field or attach a file
containing the general ballot description. (DO NOT attach a single file containing all ballot
items - in order that each ballot item is voted individually, each ballot item must be
entered or attached individually.) After selecting the ballot type and the start and end
dates, select the "Create New Ballot" button.
TO ATTACH A BALLOT ITEM: Once you have entered the initial ballot information, you
will be able to enter the ballot item(s). The ballot must contain at least one ballot item.
Ballot items are entered one at a time. You must either enter each ballot item manually in
the Item Description field or attach a file containing the ballot item (one file per ballot
item). Once you have entered the item, select the "Submit Changes" button. If you wish
to delete a particular ballot item, select "Delete" button next to the appropriate ballot
item. Continue to enter ballot items until the ballot is complete.
TO INITIATE THE BALLOT: After you have entered all ballot items, select the "Initiate
Ballot" button. Committee members will be notified via email that the ballot is posted if
the "Notify members of this posting" box is checked.
TO CANCEL THE BALLOT: Select the "Delete" button next to each Ballot Item, then
select "Cancel Ballot" at the bottom of the page.

The forum area is designed for interactive discussions on topics of interest to the
committee. Any committee member may post a topic. You can tell when new
information has been posted to a particular topic by looking at the folder icon in the
far left hand column of the table. It will be yellow if there is information that you
have not looked at yet.

Clicking on the topic brings up a screen that allows you to view all of the
postings regarding that topic.

Clicking on the Reply tab at the top or bottom of the screen brings up the
following window. You can choose either the yellow quick reply button or the
blue reply button. Quick Reply brings up a box where you can quickly type in a
response. Reply brings up a window where you can prepare a formatted
response.

Reply Screen
Enter the subject of your reply as well as the text of your reply. Your reply can be
formatted using the smilies and the formatting codes listed. You also have the option of
posting a file attachment with your reply by clicking on the paperclip icon. Click the Post
Now button when you are finished.
From the main forum screen clicking on the New tab and selecting Topic from the
menu will bring up a window very similar to the post reply window the only
difference is that this one creates an entirely new topic for your forum’s list.
Clicking on the Notify tab on the top of the screen will bring up the following window.
This screen allows you to configure the forum so that it will email you notification of
new postings in the forum. You can request a daily or weekly digest or choose to be
notified immediately when a new item is posted.

Meeting Minutes
Charlotte, NC March 26, 2006
1. The committee was brought to order by Chairman Dick Birley at 8:30 a.m. on
Sunday March 26, 2006.
Committee members in attendance were: Dick Birley, Jay Hetherington, Dennis
Hunter, Paul Nims, Javed Malik, Scott Richardson, and Roy Reiterman.
There were six visitors present: Thomas Terry, Mike Tholen, Rolfe Jennings,
Todd Hawkinson, William G. Sebastian Jr., and Bob Richardson.
2. The minutes of the November 6, 2005 meeting were distributed via e-mail. Upon a
motion by Dennis Hunter, and a second by Paul Nims, the minutes were
unanimously approved.
3. Tom Terry has applied for membership to this committee.
4. Chairman Birley asked if anyone received comments about our presentation in
Kansas City. All the responses received were positive, and there was one request
for another session.
5. Chairman Birley indicated that Concrete International will publish forum #9 in the
May issue. This article was written by Javed Malik. Mike Tholen has asked for
different authors, so Dennis Hunter, Javed Malik, Rolfe Jennings, Ted Miesz, and
Jay Hetherington have agreed to write an article.
6. Four new forums were reviewed:
Forum #17 – Starter Walls was reviewed and will be revised for the next
meeting.
Forum #18 – Alternating Bar Sizes was reviewed and will be revised for the
next meeting.
Forum #19 – Location of Verticals at Wall Intersections was discussed and
compared to the details shown in the ACI Detailing Manual. Revisions to this
forum will be presented at the next meeting.
Forum #20 – Splicing Pre-assembled wall curtains will be revised for the
next meeting.
7. There were four new forums discussed – Layering, Trim Bars at Openings,
Termination Details, and Spacing of Skewed Bars. Chairman Birley asked for
help on these forums.
8. The next meeting is scheduled for 8:30 a.m., on Sunday November 6, 2006 at the
Adams Mark Hotel in Denver Colorado.
9. The meeting was adjourned on a motion from Pall Nims and a second from Roy
Reiterman.
