APPROVED BY Resolution No. 1-662 of Rector, Lithuanian University of Educational Sciences, 3 June 2013 CONDITIONS AND PROCEDURE OF PUBLIC COMPETITION FOR THE ADMISSION TO THIRD CYCLE STUDIES IN THE FIELD OF PHILOLOGY FOR 2013 ORGANIZED BY LITHUANIAN UNIVERSITY OF EDUCATIONAL SCIENCES IN COOPERATION WITH MYKOLAS ROMERIS UNIVERSITY 1. Field of research. Table 1 Code Field of Research 04 H Philology Duration of studies Notes Full-time Part-time Participation in the competition for doctoral studies is permitted to persons 4 years 6 years who have a Master’s qualification degree or a higher education degree equivalent to it, and the average of marks in the Diploma or its Supplement is not lower than 8 points. 2. Implementation of the competition. 2.1. Applicants to doctoral studies have to a take an examination of a foreign language (see the attached examination programme). Persons who have a Bachelor’s or Master’s degree in a foreign language have to take an examination of a second foreign language (English, German or French). Persons who have passed the examination of a foreign language and received at least 7 points continue their participation in the competition and present a scientific research project (see the attached guidance requirements for a scientific research project). The applicants are listed in the order of precedence based on the highest competition scores. An applicant can apply to not more than two research topics. 2.2. Enrolment criteria, the procedure of calculating their weighted coefficients and competition scores: 2.2.1. The competition score includes assessment of the scientific research project, the average of the marks in Master’s degree diploma or its supplement, or a diploma of higher education or its Supplement equivalent to Master’s diploma, and the summation of points for scientific publications. 2.3. Points for every scientific publication are awarded following the provisions of Article 27 of the Methodology for Performance Assessment of Research (Art) Works of Research and Academic Institutions, approved by Order No. V-572 of the Minister of Education and Science of the Republic of Lithuania of 8 April 2011. Provided a scientific publication is published in co-authorship, the constituent of the competition score that is attributed to the category of scientific publications is divided by the number of authors. 2.4. Applicants, whose scientific research project receives not less than 7 points, can be admitted to doctoral studies. 2.5. In case of an equal number of collected points, the applicant that has received more points for scientific publications is ranked to a higher position on the competition list. In case of an equal number of points collected for scientific publications, the applicant that has received more points for scientific research project is ranked to higher position on the competition list. 2.6. Only the applicants who have submitted all the documents listed in Table 3 in time are entitled to participate in the competition. 3. Documents to be submitted. Table 3 An application addressed to the Rector (of LUES or MRU); recommendations by two academic referees from the field of Philology, who have research degrees of a Habilitated Doctor or Doctor; Curriculum Vitae (signed); A motivation letter (signed); Master’s diploma or a higher education diploma equivalent to it, its Supplement and their copies approved by the Admission Committee (copies to be submitted)*; A list of research works if any and their copies (to be submitted); A scientific research project of 5-10 pages in the format of .doc or .docx in printed and electronic version (the electronic device is not returned) (to be submitted); One photo of the size of r3x4 cm (to be submitted); A copy* of an installment check, transferred into LUES or MRU bank account, or a copy of a document confirming exemption from the installment; documents confirming the change of the surname if the submitted documents contain different surnames (copies to be submitted); a copy of the passport or identity card* * (a copy to be submitted). * Copies of documents are made and approved: in MRU, Ateities St. 20, Vilnius, Room I-403, or in LUES, Studentų St. 39, Vilnius, Room 104. 2 5. Procedure of admission of foreign citizens to doctoral studies. 5.1. Citizens of foreign states, who have a Master’s qualification degree or a higher education degree equivalent to it outside the Republic of Lithuania, in addition to the documents listed in Table 3, are also required to present the following documents: 5.1.1. A document certifying the academic qualification acquired abroad (following Resolution No. 212 “On the Approval of the Profile of the Procedure for the Recognition of Education and Qualification Connected with Higher Education and Acquired According to Educational Programmes of Foreign States and International Organization” of the Government of the Republic of Lithuania of 29 February 2012 (Official Gazette, 2012, No. 12-1290)). 5.1.2. In case of the delay in the process of the evaluation of qualification acquired in foreign states, students can be conditionally admitted to doctoral studies in Lithuanian University of Educational Sciences or Mykolas Romeris University prior to the final decision of the Centre for Quality Assessment in Higher Education. However, if the Centre for Quality Assessment in Higher Education concludes that a student’s qualification does not comply with the established requirements, the studies are terminated. 5.1.3. In case a document certifying the academic qualification acquired in a foreign state cannot be supplied, a document of higher education and its supplement shall be submitted (original or a notary copy). The documents should be legalized or certified by the Apostille (for more information contact the Ministry of Foreign Affairs of the Republic of Lithuania via telephone (+370 5) 236 2613, or website http://www.urm.lt/index.php?-2051289126). 5.1.4. The document of higher education and its supplement should be translated into Lithuanian. Provided the applicant does not have this possibility, translation into English, French, German or Russian is also acceptable. The translation document should be bound with a copy of a document confirmed by a notary or a compliant institution following the established order; the binding should be confirmed by the seal of the translation office and the signature of the translator. 5.1.5. The application to doctoral studies should be filled in English. 5.1.6. The curriculum vitae, letter of motivation, list of scientific works and their copies, and research work project may be presented in English, French, German or Russian. 5.1.7. The copies of passport or identity card should be confirmed by a notary or Apostille. 5.2. Citizens of foreign countries admitted to the University have to acquire a temporary residence permit to live in the Republic of Lithuania or a permit of an EU member state to live in the Republic of Lithuania, or have permanent residence permit to reside in the Republic of Lithuania. 5.3. Citizens of foreign countries sign a study agreement with Lithuanian University of Educational Sciences or Mykolas Romeris University, which determines the rights and liabilities of the student and the institution. 5.4. Citizens of foreign countries are liable for all the necessary travel documents: passport, temporary permit, insurance, travel and others. Admission fee, bank details. 6.1. Admission fee is 50 Lt. 6.2. Provided the documents are submitted to Lithuanian University of Educational Sciences, admission fee should be transferred to the bank account of Lithuanian University of Educational Sciences, Account No. LT 70 7044 0600 0113 7036, bank AB SEB bankas, bank code 70440, installment code 1810, payer code complies with personal code. 6.3. Provided the documents are submitted to Mykolas Romeris University, admission fee should be transferred to the bank account of Mykolas Romeris University, Account No. LT85 7300 0100 0249 2590, bank ‘Swedbankas’, bank code 73000, installment code 101939, payer code complies with personal code. 6.4. The transfer of admission fee to the bank account of any of the two universities is irrespective of the applied topic areas of the university. 6.5. Admission fee is not repaid. 3 7. Annual tuition fee 7.1. Each of the universities determines the annual tuition fee autonomously. 7.2. The tuition fee is paid within 15 calendar days from the enactment of the contract. 8.
