Calling of Tender -- Proposed Replacement of a 22 Years Old 8800PPH Steam Boiler
for MK at 234 Pandan Loop, Singapore Food Industries Pte Ltd.
Scope of Works, (read in conjunction with pictures taken on the existing steam boilers as
provided for reference only)
In provision of preliminary, skill labour, tool and equipment, mobilization and
demobilization, insurance policy, lifting and haulage and consumable material to carry out
the following jobs;
(1) To select, offer, supply, delivery, installation , testing and commissioning one packaged
unit of full three pass , high operating efficiency Steam Boiler with a capacity output of
8800PPH saturated steam operating at 10 bar working pressure to be mounted on skid,
burner is operating with light diesel fuel and with local power supply of 400VTPN+E input.
( Note; Submission of Mill Cert on all fire tubes and Factory Test Certificate for dual safety
relief valve is required)
(2) To demount and remove a complete set of existing steam boiler after disconnecting all
of the M&E Services and Flue gas duct at site.
(3) To roll in and with lifting the new steam boiler as aforesaid into position and follow by
hook up with the existing M&E services , Fuel Line, Blow down pipe as new, Water Feed
pump and Flue Gas Duct (make alteration to the existing ducting for final connection may be
necessary and dependent on the model and make on supply, c/w re-insulation with
jacketing are deemed to be part of overall job) before testing and commissioning.
(4) Contractors is expected to submit all relevant technical specification and catalogue of
the steam boiler together with the tender at the same time.
(5) Contractor is also expected to submit all relevant safety related document such as RA,
WAH permit and Approval to commence work, Hot work permit to be endorsed competent
person, to client before commence works.
(6) Provision of warranty of one full year period covers all expenses incurred by contractor
on any rectification works whenever reported or
One to One replacement when the defective component is beyond reasonable operational
conditions.
(7) Provision of Professional Services to conduct and certifying with PE endorsement when
necessary on all relevant test for the new Steam Boiler at site which deemed necessary in
meeting the MOM regulatory requirements and NEA stipulated requirement on discharge
flue gas quality control parameters leading to the respective final approval for use.
(8) Submission of PE endorsed as built construction drawing with dimensions of new steam
boiler with all technical details, schematic diagram and sing line control circuit diagram
recommended water treatment and control parameters and discharge flue gas calculation in
term of chimney sizes and height as specified.
(9) Contractor may consider to trade in the existing steam boiler, or to take in as a scrap
item for sales on condition where is as is.
(10) Contractor is requested to recommend , propose and quote for a list of critical spares
that could be supplied together with the steam boiler at the same time.
(11) Provision of service contract for the first year and after installation consists of quarterly
servicing and replacement of standard wear and tear parts are inclusive.
